ORDINANCE ,NO. B -1914
•
AN ORDINANCE relating to and prohibiting fortune telling, phrenology, palmistry, astrol-
oty,,, s and kindred subjects; declaring .same to be,.a nuisance;
prescribing penalties for the violation of this ordinance; repealing
Ordinance No. B- 1049, together with all amendments thereto; and declaring
an emergency.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. This ordinance shall be deemed an exercise of police power
by the City of Yakima.
Section 2: In construing the provisions of this ordinance, save when
otherwise plainly declared or clearly apparent from the context, the following definit-
ions shall be applied:
Fortune telling: The pretended, or purported forecasting or revealing of
future events.
. Astrology: The science of the stars, or of astronomy, when the same is
used to forecast or foretell the happenings of future events, or the tendency of such
future events to happen, or the tendency of an individual to be'subject to future
influences. .
Palmistry: The forecasting or attempting to forecast future events, or to
show present or future tendencies, by an interpretation of lines or marks on the hand..
Phrenology: The attempted, or purported analysis of mental traits or
faculties or tendencies by the examination of the conformation: of the skull.
Spiritualism: The teaching of the doctrine of spiritualism.,,or the . .
selling or giving away of tracts relating thereto, or the holding of seances or
meetings of similar nature at which it is claimed or alleged departed.spir.its appear or
manifest themselves.
Section 3. Fortune telling, astrology, palmistry.,,.phrenology, spiritualism
and kindred subjects are hereby declared to be a nuisance.and all persons who shall
engage therein are hereby declared to be disorderly persons.
Section 4, Any person who. shall violate any,of the provisions of this. .
ordinance or who shall engage in any of the practices herein mentioned , or who shall
procure another to engage therein, or who shall participate in any way in any of such
practices, shall be deemed guilty of a misdemeanor and, upon conviction thereof., shall
be punished by a fine not to exceed 000.00 or by imprisonment in the City jail for a
term not to exceed 90 days.or by both such fine and imprisonment.
Section 5.. Ordinance No. B- 1049, together with all thereto,
is hereby repealed, effective July 30, 1956.

Section 6. This ordinance is one to provide for the immediate preserv-
ation of the public peace, property, health and welfare of the peopleof the City of
Yakima and an emergency is hereby declared to exist, and this ordinance shall be in
full force and effect immediately upon its passage, approval and,publication in the
manner provided by law and the City Charter.

July, 1956.
