ORDINANCE NO. B -1$5$
AN ORDINANCE providing for the expenditure of funds not budgeted for the purchase of
sacks, sand and other suitable materials for sand bags for protection again
st a threatened flood, and:declaring an emergency. -
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. That an emergency exists requiring the expenditure of the sum
of $2000.00 for the purpose of purchasing sacks, sand and other suitable materials for
sand bag purposes for protection against a threatened flood, it appearing that sufficient
funds therefor were not appropriated or included in the 1956 budget, and that is was im-
possible at the time of making said budget to have reasonably foreseen the need-'for such
additional monies for said purpose.
Section 2. The City Treasurer is hereby authorized, empowered and directed
to issue emergency warrants upon the funds of the City Street Department for said purp-
ose to the extent needed, not exceeding the total sum of $2000.00, upon the presentation
of proper vouchers therefor.
Section 3. This ordinance is one providing for the expenditure of funds
not budgeted, an emergency is declared to exist by reason of an extremely serious,
unusual and unexpected threat and danger of flood in portions of the city of Yakima due
'to the large amount of snow in the mountains and hills and the danger that the same will
melt causing the Naches and Yakima rivers to overflow; and consequently the City Commis-
sion does hereby declare an emergency and does hereby declare that there is insufficient
time for calling or advertising for bids for purchasing said property and materials .upon
competitive bids; and this ordinance shall become effective immediately upon its pass-
age, approval and publication as provided by law and the City Charter.
PASSED BY THE CITY COMMISSION, signed and approved this 12th day of
March, 1956.
