ORDINANCE NO. B -1844
AN ORDINANCE relating to and regulating the installation, maintenance and use of gas
transmission and distribution piping systems; adopting by reference section
8 of the American Standard Code for Pressure Piping, 1955; making certain
exceptions, changes and amendments thereto; prescribing penalties for viola-
tions thereof; and declaring an emergency.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. It shall be unlawful for any person, firm orcorporation to in-
stall, maintain or use, or cause to be installed, maintained or used, any gas transmis-
sion or distributing piping system except as provided for in section 8 of the American
Standard Code for Pressure Piping (A.S.A. B31.1 -1955( subject to the exceptions, changes
and additions hereinafter provided.
Section 2. Section 847.13thereof is hereby changed and amended to read as
follows:
"847.13 Service Shut-Off. All gas services shall be equipped with a service
shut -off, preferably at the curb. In all cases the said service shut -off
shall be installed in an accessible position and shall be clearly marked to
indicate its presence and purpose."
Section 3. In sections 850.4, 851.1, 851.2, 851.3, 851.4, 851.5, for the
word "should" substitute the word "shall ".
Section 4. Section 852.22 thereof is hereby changed and amended to read as
follows:
"The nature of the operations and local conditions of each individual com-
pany shall determine the type and scope of the leakage control program most
suitable. The character of the general service area together with housing
concentration shall determine the frequency of the inspection program.
"The inspection program shall include at least the following provisions:
(a) At least once a year a gas detector survey shall be conducted in
business districts, involving tests of the atmosphere in gas, electric,
telephone, sewer and water system manholes, at cracks in pavement and side-
walks and at other locations providing an opportunity for finding gas leaks.
Leakage surveys, using one or more of the types referred to in 852.21, shall
be made of the distribution system outside of the principal business areas
as frequently as experience indicates that they are necessary but not less
than once every five years.
(b) Leaks located by these surveys shall be investigated promptly and
any necessary repairs shall be made. When the condition of a main or a ser-
vice, as indicated by leak frequency records or visual observation, deterio-
rates to the point where it should not be retained in service, it shall be
replaced or reconditioned."
Section 5. Section 852.3 thereof is hereby changed and amended to read as
follows:
"852.3 Abandoning Inactive Services and Mains. Each operating company shall
have a plan in its operation and maintenance procedures for sealing off the
supply of gas to all abandoned services and mains by means of valves or other
effective methods. This plan shall include procedures for abandoning ser-
vices that have remained inactive for a period of years and for which there
is no planned use. The plan shall include the following provisions:
(a) If a main is abandoned in place and is disconnected or separated,
the ends shall be capped, plugged or otherwise effectively sealed.
(b) If abandoned services are not removed, both ends shall be sealed or
other effective means employed to prevent the possible passage of any gas
leakage. In cases where a main is abandoned, together with the services
connected to it, only the customer's end of such service need be sealed as
stipulated above."
Section 6. At the beginning of Chapter VI (page 81) section 860.1 is hereby
added to read as follows:
"860.1 Meters. Whenever there is a material change in the heating value,
utilization pressures, or other characteristics of gas service, or of the gas,
the company shall test the various types of meters in use in the area served
to determine the nature and extent of changes needed to assure the safe and
correct functioning of all such appliances. Whatever is needed in the way
of conversion of such units or replacements of parts thereof shall be done..
by the company without charge to the consumer and on the company's respon-
sibility."
Section 7. Following section 861 thereof, section 861.1 is hereby added to
read as follows:
"861.1 (a) All gas transmitted or distributed shall be adequately odorized
by the company so as to render it readily detectable by the public and em-
ployees of the local utility.
(b) The equipment to be used__ in° siu`ch ' odorization shall insure reasonably
uniform odorization under varying conditions.
(c) Such equipment shall be installed in such a manner as not to be a
nuisance to nearby residents by the escaping of odorant fumes.

(d) These requirements shall include the maintenance of an appropriate
record of the odorization practices and for daily inspection of the odoriza-
tion equipment, or in the alternative a sufficient nvmber.Qfttests shall be
made to record whether the gas is adequately odorized throughout the dis-
tribution system.

(e) Each gas corporation shall keep the Fire Marshall informed of the typ-
of odorant used, the ratio of odorant to gas, and the location of the odori-
zation stations."
Section E. The said section:8 of the American Standard Code for Pressure
Piping (ASA B31.1 - 1955) published by the American Society of Mechanical Engineers, ex-
cept as hereinabove specifically amended and. changed insofar as the same.shall apply to
the City of Yakima, is hereby adopted by reference as a gas ordinance of the City of.
Yakima, and the provisions and regulations thereof are hereby adopted as the provisions
and regulations of the City of Yakima and the several sections as numbered therein shall
constitute the numbers and may be referre_d.,, ; Q. ; as numbers. of.. this ordinance. Three
copies thereof shall be filed for use and .exam,; at;ion by..the public in the office of the
city clerk, and any and all future amendments #M additions.thereto, when printed and
filed with the city clerk, shall be considered _,and accepted as official amendments and
additions to the same and to this ordinance .and. shall be in full force and effect without
further adoption thereof by the city of Yakima. ,
• Section 9. Any person, firm or corporation who shall violate or fail to
comply with any of the provisions of this ordinance, or who shall counsel, aid or abet
any such violation or failure to comply, shat% be.deened guilty of a misdemeanor, and
• upon conviction thereof, shall be punished„,by in any sum not exceeding three hun-
dred dollars ($00.00) , or by imprisonment -in :.the ; city jail fo_r.,a term not exceeding
ninety (90) days, or both such fine and imprisonment.
Section 10. This ordinance is one to provide for the immediate preservation
of public peace, property, health and safety of the people of the City of and an
emergency is hereby declared to exist, and said ordinance shall be in full force and ef-
fect from and after the date of its passage,.approvai and publication as provided for in
the city charter.
