B -1764 AN ORDINANCE relating to parades on the public streets and amending paragraph (a) of Section 156 of Traffic Code Ordinance No. B -1526, entitled "AN ORDINANCE relating to and regulating traffic, travel and transportation and their in- cidents upon the streets and other ways open to the public; prescribing the p powers and duties of officers and others in relation thereto; defining offenses; providing penalties, and repealing; Ordinance No. B -131 and all amendments thereof and all other ordinances in so far as they are in conflict therewith, - and declaring an emergency ", and declaring an emergency. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Paragraph (a) of Section 156, of. Traffice Code Ordinance No. B -1526, passed on December 31, 1953; and entitled as shorn in the caption hereof, as amended by Section 29, of Ordinance No. B- 1546, is hereby amended to read as follows: "Section 156. Parades or Processions Permits for and Re:ulations of. • (a) It shall be unlawful to .parade upon any street 'in th:» 6 ity of Yakima without first notifying the Chief of Police and ' the Commissioner of Public Works,•and obtaining a permit so to do from said Chief of Police.. Such notification shall be rnade in writing and shall state the purpose of such parade, the place and hour of formation, the proposed line of march, and • the names of persons having charge or control of said parade. Such notifi- cation -shall be delivered to the Chief of Police - and the said Commissioner twenty -four (24) hours before such parade is to take place; Provided, how - ever, that this time limitation may be lessened or the notice entirely waived, in the discretion of the Chief of Police for any unexpected occasion or in case of a parade of visitors arriving in the Uity within less than the above described period preceding the desired hour of parade. T he Chief of Police in his discretion, may direct such modifications of the place of formation and of the line of march and other details of any such parade as traffic conditions and public safety may require, and with the approval .or on the order of the Mayor, or in his absence, with the consent and approval of any other member of the City Commission, may forbid or stop any such parade, whenever deemed necessary for the preservation of the public peace. No parade shall be held in the Lity of Yakima on any week day starting during the hours( of 3:00 p :,m. to 6 :00 p.m., and no parade shall be held on any Saturday starting later than 10:30 a.m. during the forenoon nor starting before 6:00 p.m. in the afternoon, without previous written consent of the City Commission at its discretion." Section 2. This ordinance is one to provide for the immediate preservation of the public peace, property, health and safety, and an emergency is declared to exist, and this ordinance shall be in full force and effect .immediately upon its passage, approval and publication as provided by law and the `'ity Charter.
