ORDINANCE NO. B- 1546
AN ORDINANCE amending Sections 13, 24, 50, 66 to $3 both inclusive, 88, $9, 96, 149, 156
and 161 of Ordinance No. B -1526 entitled, "AN ORDINANCE relating to and
regulating traffic, travel and transportation and their incidents upon the
streets and other ways open to the public; prescribing the powers and duties
of officers and others in relation thereto; defining offenses; providing
penalties, and repealing Ordinance No. B -131 and all amendments thereof and
all other ordinances in so far as they are in conflict therewith, and declar-
ing and emergency" and renumbering the sections thereof from Section 76 to
the end thereof, and declaring an emergency:
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. That Section 13 of Ordinance No. 5-1526, passed and approved by the City
Commission on December 31, 1953, and entitled as set forth in the caption hereof, is
hereby amended to read as follows:
"Section 13. School Patrol Authority - Obedience To. The Chief of Police shall
appoint from the student bodies of public and private schools in the city, special
policemen who shall be designated as "School Patrol;"' and from the Yakima High School,
special policemen who shall be designated as "Yakima High School Traffic Control
Officer," all of whom shall serve without conpensation. The special policemen from
the Yakima High School shall be equipped with badges marked "Y(.H.S., Traffic Control,"
and the special policemen from all other student bodies shall be equipped with
badges marked "School Patrol," and all such special policemen are hereby authorized
to direct traffic at school crossings only. They shall be subordinate to, and obey
all orders of, any police officer of the City of Yakima.
"It shall be unlawful for the operator of any vehicle or bicycle to fail to stop
his vehicle or bicycle when directed . to so by any "School Patrol" or "Yakima High
School Traffic Control Officer," and no such operator shall again place such vehicle
or bicycle in motion until directed to do so by such "School Patrol" or "Yakima High
School Traffic Control Officer."
Section 2. Paragraph 3 of Section 24 (a) of said Ordinance is hereby amended to
read as follows:
"3. Red alone or the word "Stop ": Vehicular traffic facing the signal shall stop
before entering the cross walk on the near side of the intersection, or, if none,
then before entering the intersection and shall remain standing until a green signal
is shown. No pedestrian facing such signal indication shall enter the roadway until
the green or "Go" is shown alone (or unless authorized so to do by a pedestrian
"Walk "' signal)."
Section 3. Section 50 of said Ordinance is hereby amended to read as follows:
"Section 50. Arterial Highways. The following streets and portions thereof between
the points named are hereby designated as arterial highways:
"16th Avenue:: From Northwest city limits to south city limits;
llth Avenue: South from West Yakima Avenue to Division Street;
9th Avenue: South from West Walnut Street to Lenox Avenue;
5th Avenue: From West Walnut north to "I" Street;.
3'rd Avenue: South from West Walnut Street to city limits;
1st Street: From north city limits to south city limits;
rd Street: From East "C" Street south to junction with 1st Street;
Fair Avenue: From Terrace Heights Way south to city limits;
Fruitvale Boulevard: From :5th Avenue west to city limits;
Lincoln Avenue: From west city limits to 6th Avenue North;
"C"" Street: From 6th Avenue East to 8th Street;
Summitview: From west city limits to junction with West Yakima Avenue;
Yakima Avenue: From Hillcrest to east city limits;
Walnut Street: From llth Avenue east to 9th Street;
Tieton Drive From 16th Avenue west to city limits;
Division Street: From 8th Avenue west to 16th Avenue;
Maple Street: From 8th Avenue east to 5th Avenue;
Pacific Avenue: From South 1st Street east to city limits;
Lenox Avenue: From South 1st Street east to city limits and from South 3rd Avenue
west to 16th Avenue;
Nob Hill Boulevard: From 16th Avenue west to city limits;
Mead Avenue: From 16th Avenue east to city limits;
Grandview Avenue: From north city limits to south city limits."
Section 4. Section 66 thereof is hereby amended to read as follows:
"CHAPTER VIII"
"Bicycles"
"(See Also Section 65)"
"Section 66. Definitions. of words and Phrases. Tje following words and phrases,
when used in this ordinance, shall,-Tor the purpose of this ordinance, have the
meanings respectively ascribed to them in this section.
"BICYCLE. The termtbicyclet shall mean and include a light vehicle with two tandem
wheels, with solid or pneumatic tires, having a steering device and a saddle seat
or seats, and propelled by the feet acting on treadles connected to cranks or
levers.
"CHIEF OF POLICE. The words 'Chief of Police,' shall be deemed to mean the Chief
of Police of the City of Yakima, Washington, or any member of the Police Department
of the City of Yakima, designated by the Chief of Police to act in his place and
stead.
"DEALER "IN BICYCLES. A 'dealer in bicycles' is any person engaged in the sale of
bicycles at retail or wholesale.
"LICENSEE. Any person who procures from the City of Yakima, Washington, a license
plate for a bicycle, together with a registration card accompanying the plate.

"PERSON. Any person, firm, co- partnership, association or corporation.
"RENTAL AGENCY. Any person engaged in the business of offering for rental and rent-
.
ing bicycles for use by the public.
"VEHICLE. Every device or animal by which any person or property is or may be
transported upon a street, alley or public highway.
"ROADWAY. That protion of any alley, street, or public highway between the regularly
established curb lines, if any, or if there are no regularly established curb lines,
then between the two outer edges thereof."
Section 5. Section 67 thereof is hereby amended to read as follows:
"Section 67. Owner to Obtain License. It shall be unlawful for any person to operate
or use a bicycle, operated solely or in part by muscular power upon any of the
streets or public "highways of the City of Yakima without first obtaining from the
City of Yakima a license and registration card therefor and unless said bicycle is
properly registered and tagged. Application for license and registration card
shall be made to the Chief of Police of the City of Yakima, on or before the first
day of August of each year, upon blanks provided by him, which shall be signed by
the applicant under oath, and contain the name, date of birth, and address of the
owner, together with a complete description of the bicycle, including the frame
number, bill of sale, or memorandum showing-ownership, and state whether or not the
bicycle is new or used."
Section 6. Section 6$ thereof is hereby amended to read as follows:
"Section 68. License Fee. The annual fee to be paid for the license and registrat-
ion card of each cicycle shall be fifty cents (50¢) for each year, and fifty cents
(50¢) for each renewal thereof, and shall be paid in advance to the Chief of Police
of the City of Yakima at the time of issuance of the license and registration card
and shall expire on the 30th day of June of each year, and, pursuant to this ord-
inance, such license and registration card may be transferred when the ownership of
said bicycle is transferred, and the fee of twenty -five cents (25¢) shall be paid
for the registration of such transfer with the Chief of Police. All license fees
collected .,under this ordinance shall be paid into the general fund of the City of
Yakima."
Section 7. Section 69 thereof is hereby amended to read as follows:
"Section 69. License Plates. Upon porper application and payment of the license
fee provided for herein, the Chief of Police of the City of Yakima is hereby auth-
orized to issue bicycle license, which license when issued shall entitle the licensee
and authorized persons, after a corresponding registration card and license plate
have been secured, to operate such bicycle, for which said license has been issued,
upon the streets and public highways in the City of Yakima. The license plate so
issued by the Chief of Police shall be affixed to the bicycle in a conspicuous
place to be designated by the Chief of Police, and shall remain so affixed until new
registration or unless the same is removed by. the Chief of Police for cause. In
case of theft or loss of the plate a duplicate plate shall be issued upon payment
of a fee of twenty -five cents (25¢). The Chief of Police shall keep a record of the
date of issuance of each 'license, to whom issued, and the number thereof. Registra-
tion shall be serially numbered and kept on file at the office of the Chief of
Police." .
Section. $. Section 70 thereof is hereby amended to read as follows:
"Section 70. Dealers:.
"'(a) REPORT OF PURCHASE. Persons engaged in the business of buying second hand
bicycles, or bicycle parts, whether for cash, or by trade, or for any other consid-
eration, are hereby required to make a daily report to the Police Department of the
City of Yakima, specifying: .
"1. Name and address of the person from whom each bicycle or bicycle parts
are purchased or acquired.
"2. The description of each bicycle or bicycle part purchased or acquired.
"3. The frame number of each bicycle.
"4. The number of the metallic license plate found thereon, if any.
"(b) REPORT OF SALES. All persons engaged in the business of selling new or second
hand bicycles are hereby required to make a weekly report to the Police Department
of the City of Yakima, giving a list of all sales made by such dealers, which list
shall include:
'1. The name and address of each person to whom a bicycle was sold.
"2. The kind of bicycle sold.
"3. A description and the frame number thereof.
" "4. The number of the metallic license plates attached thereto, if any.
(c) PURCHASE FROM MINORS. It shall be unlawful for any person engaged in the
business of buying, trading or exchanging second -hand bicycles or bicycle parts, to
purchase, trade or exchange any such second -hand bicycles or vicycle parts, to
purchase, trade or exchange any such second -hand vicycles or vicycle part, from a
minor under eighteen (1$): years of age without the consent of such minor's parent
of guardian." p
Section 9. Section 71 ther of is hereby amended to read as follows:
"Section 71. Transfer of License. It shall be the duty of every person who sells or
transfers ownership of any bicycle to report such sale or transfer by returning to
the Chief of Police the registration card issued to such person as license thereof,
together with the name and address of the person to whom said bicycle was sold or
transferred, and such report shall be made within five (5) days of the date of such
sale or transfer. It shall be the duty of the Purchaser or Transferee of such
bicycle to apply for a transfer of the registration thereof within five (5) days
of the sale or transfer."

Section 10. Section 72 thereof is hereby amended to read as follows:
"Section 72. Rental Agencies. Bicycles offered for rent by a rental agency shall be
equipped by the rental agency with the lights and other safety equipment required by
t• is ordinance, and shall comply in all reqpects, with all of the provisions of this
ordinance, including the licensing of said bicycles, and shall be responsible for
the condition of the bicycles they rent. The Chief of Police shall make periodical
inspections of rental agencies, to ascertain that they are complying with the provi-
sions of this ordinance."
Section 11. Section 73 thereof is hereby amended to read as follows
"Section 73.. Removal of Numbers. No person shall willfully or maliciously remove,
destroy, mutilate or alter the number of any bicycle fram licensed pursuant to this
section. Provided, that the Chief of Police may stamp numbers of the frames of
bicycles on which no serial number can be found or on which the number is illegible
or insufficient for identification purposes."
Section 12. Section 74 thereof is hereby amended to read as follows:
"Section 74. Destruction of Plates. No person shall remove, destroy, mutilate or
alter any license plate, seal or registration card during the time in which such
plate, seal or card is operative."
Section 13. Section 75 thereof is hereby amended to read as follows:"
"Section 75. Riding hestrictions.
"(a) ABREST SINGLE FILE: When two or more persons in a group are operating
bicycles, they shall not ride abrest, but shall ride in single file.
" "(b) HITCHINg ON PROHIBITED - BIKES, COASTERS, SKATES, ETC.: No person riding upon
any bicycle, motorcycle, coaster, roller skates, sled, or toy vehicle shall attach
the same or himself to any vehicle upon any public highway.
"Cc) EMERGING FROM ALLEYS, DRIVEWAYS OR GARAGES: The operator of a bicycle, emerg-
ing from an alley, dirveway or garage, shall stop the bicycle immediately prior to
driving onto oracross a sidewalk or onto or across a sidewalk line, projected across
an alley, and shall exercise care in these cases.
"(d) EXTRA PASSENGERS: It shall be unlawful for any person operating a bicycle
within the City of Yakima to carry another person on the same bicycle. This rest-
riction shall not apply to tandem bicycles.
"`(e) INTOXICATED - DRUGS - RIDING: It shall be unlawful for any person to operate
a bicycle within the City of Yakima while under the influence of intoxicating liquor
or drugs.
"(f) LIGHTS Every bicycle operated within the City of Yakima during the hours of
darkness, or between thirty minutes after sunset and thirty minutes before sunrise,
shall be equipped with one light on the front exhibiting a white light visible
from a distance of at least 500 feet to the front, and with a light on the rear
exhibiting a red light visible from a distance of 500 feet to the rear, excepting
that a red reflector which is clearly visible in the headlight beam of an automobile
for a distance of 500 feet to the rear, may be used in lieu of a rear light.
"(g) BRAKES: It shall be unlawful to operate a bicycle within the City of Yakima
unless the same is equipped with a proper, working and operating mechanical brake.
"(h) PARKING STAND: It shall be unlawful to operate any bicycle within the City of
Yakima unless the same is equipped with a proper parking stand, so that said bicycl:
when parked, can be parked in an upright position.
"(i) RIGHT - KEEP TO All bicycles, when operated on roadways, shall be kept to th
right and shall be operated as nearly as practicable at the right hand edge of the
roadway.
'T(j) HORN: It shall be unlawful to operate a bicycle within the City of Yakima
which is not equipped with a horn, bell, or similar signalling device, in good work-
ing order, and audible at a distance of one hundred feet (100) when sounded.
"(k) SPEED: No bicycle shall be operated faster Ithan'is reasonable and proper, and
every bicycle shall be operated with reasonable regard for the safety of the rider
and of other persons and property.
't(l) TRAFFIC REGULATIONS - OBSERVATION: Every person operating a bicycle within th
City of Yakima shall observe all traffic signs and signals, and shall observe all
other traffic rules and regulations spplicable thereto.
"(m) TRICK RIDING: It shall be unlawful for any person operating a bicycle on the
streets or sidewalks of the City of Yakima to guide a bicycle in any manner except•
through the use of at least one hand upon the handlebars thereof, or otherwise to
indulge in any kind of trick or unsafe riding.
"(n) TURNS The operator of a bicycle on a roadway, when making a right turn, shal
follow the right hand lane next to the right hand edge of the roadway and the oper-
ator of a bicycle on a roadway, when making a left turn, shall approach the point
of turning in the traffic lane nearest the center of the roadway, and shall not cut
the left hand corner. No operator of a bicycle shall suddenly start - , slow down, sto 4
or attempt to turn without first fiving the standard signal required by State law fog
motor vehicles under the same circumstances.
'r(o)' PARKS: It shall be unlawful for any person to operate a bicycle within the
parks of the City of Yakima or on the sidewalk or paths of such parks.
"('p) IDEWALKS: It shall be unlawful to operate bicycles, on the sidewalks of the
City of Yakima in the central business district. Bicycles may be operated on the
sidewalks elsewhere than in the central business district, provided that due care is
at all times exercised by the rider. Under all circumstances, the rider shall yeild
the right of way to pedestrians using the sidewalks.
Section 14. Section 76 thereof is hereby amended to read as follows:
"Section 76. Parking Bicycles.
" Bicycles when parked in the business district of the City of Yakima as defined
by the ordinances of this city, shall be parked only in those bicycle parking lots
officially designated and established for that purpose by the City of Yakima, and it
shall be unlawful for any person to park any bicycle in the business district of the
City of Yakima other than in such officially designated and established bicycle
parking lots; Provided that nothing in this ordinance shall be construed to prevent
any person from parking his bicycle on private property with the permission of the
owner of such private property.

""(b) The parking of said bicycles within the City of Yakima shall at all times be
under the direct regulation and supervision of the Police Department of the City
• of Yakima."
• Section 15. Section 77 thereof is hereby amended to read as follows:
"Section 77. Saving Clause. If any clause, sentence, paragraph or part of this
oridnance, shall, for any reason, be adjudged or decreed to be invalid by any court
of competent jurisdiction, the judgment or decree of that court shall hot affect,
impair nor invalidate the remainder of this ordinance, but shall be confined in its
effect, to the clause, sentence, paragraph, or part thereof which is adjudged or
decree to be valid." -
Section 16. Section 7$ thereof is hereby amended to read as follows:
"Section 7$. Suspension and Revocation of Licenses - Inpoundiug Bicycles. The
Chief of Police is hereby authorized and empowered to administer the provisions of
• this ordinance. The Chief of Police is hereby authorized and empowered to suspend
for a period of not to exceed thirty days or revoke any license issued under the
provisions of this ordinance, for any violation thereof, or of any of the ordinances
of the City of Yakima relating to street, traffic, insofar as they are applicable,
and to impound for a period of not to exceed thirty days any unregistered or im-
properly registered bicycle, or the bicycle of any person who violates any of the
provisions of this ordinance, or of the ordinances of the City of Yakima relating
to street traffic, insofar as they are applicable. The action of the Chief of
Police in suspending or revoking any license, or impounding a bicycle, as provided
in this section, shall be conclusive and final. The suspension.or revocation of a
license or the impounding of a bicycle shall not preclude the infliction of any other
penalties provided herein, upon the licensee whose license is suspended or revoked,
Section 17. Section 79 thereof is hereby amended to read as follows:
"Section 79. Masculine Words. Whenever a word is used in the masculine gender in
this ordinance, it includes the feminine or neuter." .
Section 1$. Section $0 thereof is hereby amended to read as follows:
"Section O. Penalty Clause. Any person who violates any of the provisions of
this ordinance shall', upon conviction thereof, be punished by a fine not to exceed
300.00, or by imprisonment in the City Jail not to exceed 90 days, or both such
fine and imprisonment, and the license of such person shall be subject to revacation."
Section 19. Section $1 thereof is hereby amended to read as follows:
"Section $1. Repeal of Conflicting Ordinances. All ordinances or parts of ordin-
ances in conflict herewith are hereby repealed."
Section 20. Section $2 thereof is hereby amended to'read as follows:
"Section $2. Violations - Penalty - Duties, Liabilities of Parents, Guardians. It
shall be a misdemeanor for any person to do any act forbidden or fail to perform
any act required in this chapter. The parent of any child and the gurdian of any
ward shall not authorize or knowingly permit any such child or ward to violate any
of the provisions of this chapter: Provided, That no violation of this chapter by
any child under the age of sixteen years, or by a parent or gurdian of such child
shall constitute negligence per se in any civil action brought or defended by or in
behalf of such child.."
Section 21. That the section numbers of said Ordinances from Section 76 to 15$ both
inclusivvil are hereby changed so as to renumber said sections consecutively from Section
$3 to Section 164 both inclusive.
Section 22. That paragraph 12 of Section $3 (a) is hereby amended to read as
follows
"12.. In any alley; except that trucks or properly marked vehicles may park or
angle park in alleys for such time, not in excess of thirty (30) minutes, as may be
necessary for the expenditious loading or unloading of such vehicles or the delivery
or pickup of articles or materials."
Section 23. That sub - division (a) of Section 88 thereof is hereby anemded to read
as follows:
"(a) One Hour Parking or Angle Parking: The operator of a vehicle shall not stop,
park or angle park such vehicle for a longer continuous time than one hour between
the hours of 9 :00 a.m. and 6 :00 p:m. of any day except Sundays andholidays, upon
the following described portions of the following named streets and avenues in the
City of Yakima:
"Front Street (South): The west side from Yakima Avenue to Chestnut Street and both
sidds from Chestnut Street to Walnut Street.
Front Street (North): Both sides from tAt Street to tB;t Street.
East 'Bt Street: Both sides East 'g'' Street from Front to 1st Street.
lst Street.
North lst Street: Both sides North 1st Street from, tat to 'Ct Streets.
West Walnut Street: Both sides of West Walnut Street from 3rd Avenue to 4th Ave.
East Walnut Street: The north side of East Walnut Street, from the alley between
South 3rd Street and South 4th Street, East to South 4th Street.
West Yakima Avenue: Both ;sides of West Yakima Avenue, from 6th Avenue west to 7th
Avenue.
South 4th Avenue: The West side of South Fourth Avenue from Yakima A South
to Chestnut Street. 'r
West Chestnut Street: Both sides of West Chestnut Street from South 4th Avenue West
to the alley midway between South 4th Avenue and South 5th Avenue.
"During the said hours the operator, of a vehicle shall not park the same, except
parallel parking for not exceeding one hour, upon the following described portions
of the following named streets and avenues in said City:. ■Aik

"Spruce Street: The South side of Spruce Street between South lst Street and South
2nd Street.
"East Walnut Street: Both sides of Walnut Street from South lst Street to Front Street.
"West Walnut Street: Both sides of Walnut Street from 4th Avenue to 6th Avenue.
North Sixth Avenue: Both sides of North 6th Avenue from Yakima Avenue to "A" Street.
"Each hour during which a vehicle is permitted by the driver thereof to park or angle
park in violation hereof, shall be deemed as a separate offense. Any person who shall
violate this provision of this ordinance shall be fined no more than 51.00 for each
ovvense."
Section 24. That sub - division(e) of Section $$ thereof is hereby amended to read
as follows.
"(e) Two -Hour Parallel Parking: The operator of a vehicle shall not'stop or parallel
park such vehicle for a longer continuous time than two hours between the hours of
9 :00 a.m. and 6 :00 p.m., of any day except Sundays and holidays, upon the following
described portions of the following named streets and avenues of the City of Yakima:
"The'-,West side of South Naches Avenue from Yakima Avenue to Chestnut Street.
"Roth sides of the 500 block on East Chestnut Street, namely, between Naches Avenue
and 6th Street."
Section 25. That sub - division (1) of Section $$ thereof is hereby amended to read
as follows:
"(1) Type of Parking Meters, Installation and Control.
(1) The Commissioner of public_ Works is hereby authorized and directed to inst-
all or place parking meters in the garkirg Meter Zones hereby created, and in such
other Parking Meter Zones ad may be hereafter created by ordinance or resolution of
the City of Yakima. Such parking meters shall be installed and placed only upon
those streets, or portions thereof, in said Parking Meter Zones, where parking is
by ordinance or resolution permitted, although restricted as to time. Such parking
meters shall be placed upon the curb alongside of, or next to, individual parking
places to be designated as hereinafter provided. Each parking meter shall be placed
or set in such manner as to show or display by a signal that the parking meter
space adjacent to such meter is, or is not, legally in use. Each parking meter shall
be so installed and so adjusted and set to display a signal showing legal parking,
as follows:
"(2) The automatically controlled parking meter shall be adjusted and set to
display a signal showing legal parking during the period of 30 minutes in a 30-
minute parking zone, upon and after the deposit therein of a five -cent coin of the
United States; and showing legal parking during a period of 60 minutes; and showing
legal parking during a period of 12 minutes upon and after the deposit therein of
a one -cent coin of the United States; showing legal parking during a period of 24
minutes after the deposit of two one -cent coins of the United States; showing legal
parking during a period of 36 minutes upon and after the deposit therein of three
one -cent coins of the United States; showing legal parking during the period of 4$
minutes upon and after the deposit therein of four one -cent coins of the United
States; and showing legal parking during the period of 60 minutes in one -hour park-
ing meter zones, upon and after the deposit therein of five one -cent coins of the
United States, or one five -cent coin of the United States. Each said meter shall
also be set, adjusted and arranged so that upon the expiration of said legal parking
time, it will indicate by a mechanical operation that the lawful parking period has

expired."'
Section 26. Paragraph (c) of Section $9 thereof is hereby amended to read as
follows:
"(c) No vehicle exceeding in width eight (8) feet or exceeding in length twenty
(20) feet shall be parked on any street, highway, alley or public way of the City of
Yakima for an all night period, whether such vehicle is lighted or not, and whether
such vehicle is clearly visible for two hundred (200) feet or not. The parking or
leaving parked of any such vehicle after 1 :00 otcl ock a.m. shall be prima facie
evidence of an intention to park or leave parked such vehicle for an all night
period."
Section 27. Section 96 thereof is hereby amended so that the reference therein to
Section $6 shall read, "Section 93".
Section 2$. Section 149 thereof is hereby amended to read as follows:
"Section 149. Use of Coaster, Roller Skates and Similar Devices Upon Arterials -
Playing in Street. It shall be unlawful for any person upon roller skates, or
riding in or by means of any coaster, toy vehicle or similar device, to go upon the
roadway of any arterial highway or bus route, except while crossing such highway at
a crosswalk; or to engage in any sport, amusement or exercise or play in the road-
way of any street."
Section 29. Paragraph (a) of Section 156 thereof is hereby amended to read as
follows:
"Section 156. Parades or Processions, Permits for, and Regulations of.
(a) It shall be unlawful to prade upon anystreet in the City of Yakima without first
notifying the Chief of Police and the Commissioner of Public Works, and obtaining a
permit so to do from said Chief of Police. Such notification shall be made in
writing and shall state the purpose of such parade, the place and hour of formation,
the proposed line of march, and the names of the persons having chase or control of
said parade. Such notification shall be delivered to the Chief of Police and the
said Commissioner twenty -four (24) hours before such parade is to take place:
• Provided, however, that this time limitation may be lessened or the notice entirely
waived, in the discretion of the Chief of Police for any unexpected occasion, or in
case of a parade of vistors arriving in the City within less than the above described
period preceding the desired hour of parade. The Chief of Police in his discretion,

may direct such modifications of the place of formation and of the line of march and
other details of any such parade as traffic conditions and public safety may require,
and with the approval orlon the order of the Mayor, or in his absence with the
consent and approval of any other member of the City Commission, may forbid or stop
any such parade, whenever, deemed necessary for the preservation of the public peace.
No parade shall be held in the City of Yakima on any weedsdayt.starting during the
hours of 3:00 p.m. to , 6:00 p.m., and no parade shall be held on any Saturday starting
later than 10 :30 a.m.,during the forenoon nor starting before 6r00 p.m. in the
afternoon."
Section 30. Paragraph 3 of Section 161 thereof is hereby amended so as to change
the reference therein to Section 115 to read, "Section 122".
Section 31. This ordinance is one to provide for the immediate preservation of the
public peace, property, health and safety, and an emergency is declared to exist, and
this ordinance . shall be in full force and effect immediately upon its passage, approval,
and publication, as provided by law and the City Charter.
