ORDINANCE NO. B -1589
AN ORDINANCE providing for increased compensation to city employees and providing for
the■expenditure of money not provided for in the budget adopted by the
City Commission of the City of Yakima for the fiscal year of 1952; declaring
that a. public emergency exists and es =timating the amount of money required •
to meet the public emergency.
WHEREAS, the City Commission of the City of Yakima, did heretofore, as
provided by law, adopt a budget for the fiscal year of 1952; and •
WHEREAS, since the adoption of said budget, a public emergency has arisen
which could not reasonably have been foreseen at the time of the adoption of said
budget, requiring the expenditure of money not provided for in the budget, which public
emergency has arisen by reason of the loss to the city of a ]a.rge number of employees,
and the city is threatened with the loss of other employees; and
. WHEREAS, the increased cost of living and the availability of employment
in numerous defense industries, and the higher wages being offered in other employment, •
has made•it impossible for the city to keep its employees for the salaries authorized
to be paid and provided for in said 1952 budget; and
WHEREAS, the city will lose other employees; unless their compensation
id increasedbeyone the limits provided for in said budget,'and the loss of said
employees will seriously hinder and impair the City of Yakima in the exercise of its
governmental functions and in the performance of its duties and obligations to the
inhabitants' of the City of Yakima and their property; and
WHEREAS, the said budget does not contain any item for said expenditure
for said increased salaries and wages, and it is estimated that the sum of $24,000.00
will be required to meet the existing emergency.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. That there shall be expended by the City of Yakima a sum of
money not to exceed the sum of $24,000.00, for the payment of an increase in the
salaries and compensation to be paid to the employees and officers of the City of
Yakima, exclusive of the • City Commission, from the 1st day of August, 1952, over and
above the amounts provided for in the 1952 budget, and that said expenditure be made
by increasing the salary or compensation of each employee by an amount equal to five
percent of his present compensation provided for in said budget.
Section 2. That the aforesaid emergency expenditure shall be paid by
the issuance of emergency warrants, which emergency warrants shall be paid from any
moneys in the current expense fund or other proper funds available therefor, and the
City Treasurer is hereby authorized and directed to pay such warrants out of such
moneys.
Section 3. That it is hereby declared and found to be a fact that a
public emergency does exist necessitating the passage of this ordinance, and that said
public emergency could not reasonably have been foreseen at the time of the adoption
of the 1952 budget, and that it is necessary to make the expenditure of money for the
purposes hereinabove set forth, and this ordinance is declared to be necessary for the
immediate preservation of public peace, property, health and safety of the people of
the City of Yakima, and shall be in full force and effect from and after its passage,
approval and publication as provided by ]aw and the City Charter.
Section 4. This ordinance shall not be voted upon until one week shall
have elapsed after its introduction.

1952.
