B -1381 AN ORDINANCE approving rules and regulations. for the government, management and use of all parks• and play grounds within the City of Yakima; prescribing the powers and duties of officers and others in relation thereto; providing penalties for the violation thereof, and declaring an emergency. WHEREAS, the Commissioners of the Metropolitan Park °District of Yakima, maintain and operate public parks within the City of Yakima; and WHEREAS, said Metropolitan Park District Commissioners of Yakima have adopted rules and regulations for the government, management and 'use of all parks and play grounds situate in the City of Yakima, a copy of which rules and regulations is hereto attached and by this reference made a part hereof; and WHEREAS, the City Commission of the City of Yakima has approved said rules and regulations, and said rules and regulations are for the preservation of public peace,, health, welfare and safety of the people of the City of Yakima. Now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1.. The rules: and regulations of the Metropolitan Park District of Yakima hereto attached, and approved and adopted for the government,, management and use of all parks. and play grounds within the City of Yakima, as though fully set out herein. Section 2. Any person. who shall violate any of the rules and regulations provided for in this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be fined in any sum not exceeding $300.00, or imprisoned in the City Jail not exceeding 90 days, or by both fine and imprisonment. . • Section 3. This ordinance is one to provide far the immediate preservation of public peace, property, health and safety of the people of the City of Yakima; an emergency is hereby declared to exist; and said ordinance shall be in full force and effect from and after the date of its passage, approval and publication as provided for in the City Charter. BURNS City Clerk Mayor RULES AND REGUALTIONS RELATING TO PARKS AND PLAYGROUNDS OF THE METROPOLITAN PARK DISTRICT OF YAKIMA 1.. No vehicle shall enter, drive within, or leave any park or playground by other than the established ways. 2. No person shall pick, cut, break or take, or in any way injure, any flower, plant, shrub or tree in any park or playground. ' 3. No person shall cut, break, mark upon, or in any way injure or deface, any of the buildings, seats, fences, gates or other property in any park or playground. 4. No person shall throw or break bottles. or break glass of any kind in any park or playground, but same must be placed in receptacles provided for such purposes. 5. No camp fires or other outdoor or open fires shall be lighted or made anywhere in any park or playground, except in places prepared for such purposes. 6. No person shall post, paint, or affix any placard, bill, notice, sign or advertise- ment, nor distribute, nor offer for sale, any papers, circulars, cards or written or printed matter in any park, playground, or parkway. 7. No intoxicating liquor of any kind or nature shall be brought within the limits of any park or playground. Liquor will be confiscated, in addition to the penalties • provided for violation of these rules and regulations. • 8. No papers, boxes, food, litter, trash or material of any kind, shall be thrown on the grass, walks, or driveways, but the same must be placed in the receptacles provided for that purpose. The Comfort Stations and Toilets shall not be defaced nor imporperly used, nor the plumbing thereof obstructed or injured. . 9. No person shall ride, drive, or operate any automobile, motorcycle, bicycle, or other vehicle, or any horse or animal, upon the grass or footpaths of any park or playground. 10. No public assembly calculated to attract a large concourse of people, shall be allowed in any park or playground, without the written permit of the Park Commissioners. 11. No cattle, horse, dogs or other animals, shall be turned into, or allowed to run at large in any park, playground or parkway, nor shall any dog or other animal be permitted to enter any pool, or waters of any park. All dogs brought into any park' or playground must be held on leash. 12. No person other than an authorized peace office shall carry any firearms, nor shall. any person throw or other missiles, in any park or playground, or into the waters of any pond, wading pool, or swimming pool. No person shall sell or offer for sale, in any park or playground, any goods, wareg refreshments, or other articles, nor sell, expose for sale, or take or solicit . orders for future delivery of photographs in any park or playground, save persons:, authorized by the Park Commissioners for that purpose, and carrying certificates to that effect.
