WHEREAS, on February 23,. 1951, the City of Yakima entered into an agreement with the Yakima County Rural Library District, wherein the library facilities_ of the said were consolidated into the Yakima Valley R Library; and WHEREAS, from the date of March 1, 1951, the former employees of the Yakima Public Library became the employees of the Yakima Valley Regional Library;. and WHEREAS, said employees, while employed by the City of Yakima, were under the Statewide City Employees' Retirement System; and, as employees of the Yakima • Valley Regiona_1 Library, are eligible for membership. in the State Employees' Retirement system; and WHEREAS, said library employees have the right to retain their retirement service credit from the Statewide City Employees' Retirement System, under Chapter 98 of the Laws of ' 1951, of the State of Washington; now, therefore, . BE IT ORDAINED BY THE CITY OF . YAKIMA : Section 1. That retirement service credits earned in the Statewide City • ' .Employees! Retirement System by said library employees of the City of Yakima, may be preserved for members who transfer employment to the Yakima Valley Regional Library, and become members of the State Employees' Retirement System. Section 2. That service credits previously lost or ]a psed in the Statewide City Employees! Retirement System by said library employees because of previous ]a.ck of authority, to allow said credits, may be regained by said library employees That the board of administration of the Statewide City Employees! Retirement System be, and it is hereby authorized to enter into an agreement with the State Employees' Retirement System, providing for the combining of service credits and a minimum of years of service.for library employees in the two systems, to establish eligibility for retirement. That the Statewide City Employees' Retirement System will make such monthly payments equivalent to the actuarial. amounts accumulated by the members' contributions, and service credits in the Statewide City Employees Retirement System, an:the :date of the member's' retirement; reduced only in those cases were the conbined retirement allowance exceeds; the maximum permissible by state law and the agreement entered into between the systems in accordance,therewith. • Section 3. The board of administration of the Statewide City Employees: Retirement System shall pt'omptly upon the execution of any such agreement herein . authorized, furnish to the City Clerk a certified copy of such agreement, together with a list of any employees or former employees of the Yakima Public Library who whall have elected to preserve their service credits earned, and on account oP' which the City of Yakima shall be liable therefor;. and shall thereafter furnish to the City Clerk the names. of any - such employees who shall.elect to preserve their credits as aforesaid, and for which the City of Yakima shall be or become liable on account thereof. Section 4. That any former employee of Yakima Valley Public Library Aho has earned credits under the Statewide City Employees Retirement System may apply for the retention,'regaining or preservation of any such credits. That said credits may be lost or lapsed if membership is not maintained in accordance with rules and regulations now or hereafter established by agreement between the two systems. That the board of administration:of said Statewide City Employees Retirement. System shall promptly notify the City Clerkl of the names of any employees' or former employees of the Yakima Public • Library, who shall lose their rights to the preservation of their service credits. Section 5. That in view of the transfer of the library facilities from the City of the Yakima Valley R Library, as above set out, an emergency is hereby declared to exist for the preservation and retention of service credits earned by former library employees of the City of Yakima; and that this ordinance is necessary for the immediate preservation of the public welfare of the people of the City of Yakima; and shall be in full force and effect from and after its passage, approval and publication as.provided by law and the City Charter.
