B -1186 AN ORDINANCE amending Sections 71(a) and (d) and 71 -a and 71 -b of Ordinance No. 8 -131 entitled: "AN ORDINANCE relating to and regulating traffic, travel and transportation and their incidents upon the streets and other ways open to the public; prescribing the powers and duties of officers and others in relation thereto; defining offenses, providing penalties and repeal- ing certain ordinances concerned with or relating to the subject matter of this ordinance, and declaring an emergency "; as' amended by Ordinances No. B -571, 8 -726, B -956, and 8 -1068, and declaring an emergency. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. That Sections 71(a) and (d) of Ordinance No. B -131, passed and approved by the City Commission on February 26, 1936, and entitled as set forth in the caption hereof; and the amendments thereto by Ordinance No. B -956, passed and approved by the City Commission on December 6, 1948, and by Ordinance No. 8 -1068, passed and approved by the City Commission on November 14, 1949, be and the same is hereby amended to read as follows: AMEwo :c On lNA Veer 140. -4 a v shall (a) One hour parking or angle parking: The operator of a vehicle 3� shall not stop, park or angle park vehicle for a longer contin- �. 0• p• uo s time than one hour between the hours of 9:00 A.M. and 6 :00 P.M. /v 4 of any day except Sundays and holidays, upon the following described Q v portions of the following named streets and avenues in the City of Yakima; � Front Street: The West side from Yakima Avenue to Chestnut Street. 0 , e (South) p` a Both sides from Chestnut Street to Walnut Street. g % f '• (North) Both sides from A Street to B Street. / East B Street: Both sides East B Street from Front to First Street. Each hour during which a vehicle is permitted by the driver thereof to park or angle park in violation hereof, shall be deemed a separate offense. Any person who shall violate this provision of this ordin- ance shall be fined not more than $1.00 for each such offense. "(d) The operator of any vehicle shall not stop, park or angle park such vehicle on that part of the following named streets for a period of time longer than that hereinafter indicated. The following portions of the following named streets and avenues are hereby established as ten minute parking zones: Federal Building: East side of South Third Street from Chestnut Street forth a distance of 68 feet. North side of Chestnut Street from Third Street East to first alley." Section 2. That Section 71 -a of Ordinance No. B -131, passed and approved by the City Commission on the 26th day of February, 1936, and entitled as set forth in the caption hereof; as amended by Ordinance No. B -571, passed and approved by the City Commission on the 1st day of September, 1942; as amended by Ordinance No. B -726, passed and approved by the City Commission on the 3rd day of September, 1946, be and the same is hereby re- amended to read as follows: "Section 71 -a. Parking Meter Zones. That the following described portion of the following named avenues and streets in the City of Yakima are hereby established as Parking Meter Zones: Both sides of Yakima Avenue from 6th Avenue to Naches Avenue. Both sides of 4th Street from A Street to Chestnut Street. Both sides of 3rd Street from B Street to Walnut Street. Both sides of 2nd Street from C Street to Spruce Street. Both sides of 1st Street from B Street to Spruce Street. East side Front Street from A Street to Chestnut Street. West side Front Street from A Street, South 210 feet. Both sides East A Street from Front Street to Naches Ave. Both sides East g Street from 1st Street to 2nd Street. Both sides East Chestnut Street from Front Street to 4th Street. Both sides East Walnut Street from Front Street to 3rd Street. West side North 2nd Avenue from Yakima Avenue to first alley. West side South 2nd Avenue from Yakima Avenue to Chestnut Street. Both sides 3rd Street from A Street to Walnut Street. Both 4th Street from A Street to !Chestnut Street. The West side of North 2nd Ave. from lakima Ave. to first alley. The West side South 2nd Avenue from Yakima Avenue to Chestnut. • Section 71 -al. The following described portions of the following named avenues and streets in the City of Yakima are hereby established as two hour parking meter zones: Both sides South 2nd St. from Walnut to Spruce Streets. Both sides East Walnut St. from Front St. to 3rd St. Both sides North 2nd St. from B St. to C St. Both sides North 3rd St. from A St. to B St.; except the South ' 88 feet of the West side of said street. Section 71 -a2. The following described portions` of the following named avenues and streets in the .' Liity of Yakima are hereby established as fifteen minute parking meter zones :. . East side South 1st St. from Yakima. Avenue South to first alley. West side forth 3rd St. from .A St North a distance of 88 feet. West side South 2nd Avenue from Yakima Avenue to a distance South of Yakima Avenue, 60 feet. Section 71 -a3. The following described portions of the following named avenues and streets in the City of Yakima are hereby established as thirty minute parking meter zones: 1st meter, South Front and Yakima Avenue. on Front St. 1st meter, North Front and Yakima Avenue on Front St. 1st and last meters on North and South sides of Yakima Avenue, - Front to 1st St. 1st and last meters on North and South sides'of Yakima Avenue • from 1st to 2nd St. 1st and last meters on North and South sides • of Yakima Avenue from 2nd to 3rd St. > lst and last meters on North and South sides of Yakima Avenue from 3rd to 4th St. 1st and last meters on North and South sides of Yakima Avenue from 4th St. to Naches Ave. • 1st meter, West side South 1st St., from Yakima Avenue. 1st meter, East and West side North lst St. from Yakima Avenue 1st meter, East and West side South 2nd St., from Yakima Avenue. 1st meter, East and West side North 2nd St., from Yakima Avenue. 1st meter, East and West side South 3rd St., from Yakima Avenue. 1st meter, East and West side North 3rd St., from Yakima Avenue. 1st meter., East and West side South 4th St., from Yakima Avenue. 1st meter, East and West side North 4th St., from Yakima Avenue. 1st meter, West side of 6 outh 3rd St., North from Chestnut St." Section 4. Section 71 -b of Ordinance B -131, passed and approved by the City Commission February 26, 1936, and entitled as set forth in the caption hereof; as amended by Ordinance No. B -571, passed and approved by the City Commission on September 1, 1942; as amended by Ordinance No. B -956, passed and approved by the City Commission on December 6, 1948, be and the same is hereby re- amended to read as follows: "Section 71 -b.. Type of Parking Meters, Installation and Control. The Commissioner of Public Works is hereby authorized and directed to install or place parking meters in the Parking Meter Zones hereby created, and in such other Parking Meter Zones as may be hereafter created by ordinance of the City of Yakima. Such parking meters shall be installed and placed only upon those streets, or portions thereof, in said Parking Meter Zones, where parking is by ordinance permitted, although restricted as to time. Such parking meters shall be placed upon the curb alongside of, or next to,, individual parking places to be designated as hereinafter provided. Each parking meter shall be placed or set in such manner as to show or display by a signal that the parking meter space 'adjacent to such meter is or is not, legally in use. Each parking meter shall be so•installed and so adjusted and set to display a signal showing legal parking, as follows: (Continued) 1'72 BY ORDINANCE 1VO4122k ORDINANCE NO. B -1186 (Continued from Page No 171) A manually operated parking meter shall show a period of 15 minutes upon and after the deposit .therein of a one -cent coin of the United States; and showing legal parking during the period of 60 minutes in one -hour parking meter zones, upon and after the deposit therein of . . a five -cent coin of the United States; and showing legal parking during the period of 120 minutes in two -hour parking meter zones, upon the deposit therein of two five -cent coins of the United States. The automatically controlled parking meter shall be adjusted and set to display a signal showing legal parking during the period of 30 minutes in a 30- minute parking zone, upon and after the deposit therein of a five -cent coin of the United States; and showing legal parking during a period of 60 minutes; and showing legal parking during a period of 12 minutes upon and after the deposit therein of a one -cent coin of the United States, showing legal parking during a period of 24 minutes after the deposit of two one -cent coins of the United States; showing legal parking during a period of. 36 minutes upon and after the deposit therein of three one -cent coins of the United States; showing legal parking during the period of 48 minutes upon and after the deposit herein of four one -cent coins of the United States; and showing legal parking during the period of 60 minutes in one -hour parking meter zones, upon and after the deposit therein of five one - cent coins of the United States, or one five -cent coin of the United States. Each said meter shall also be set, adjusted and arranged so that upon the expiration of said legal parking time, it will indicate by a mechanical operation that the lawful parking period has expired." Section 5. Section 71 -d of Ordinance No. B -131, passed and approved by the City Commission Feoruary 26, 1936, and entitled as set forth in the caption hereof; as amended by Ordinance No. B -571, passed and approved by the City Commission on September 1, 1942,; as amended by Ordinance No. B -956, passed and approved by the City Commission on December 6, 1948, be and the same is hereby re-amended-to read as follows: f trfif g ! ction 71 -d. Use of Parking Meters. Between the hours of 8 :00 o A.M. and 6:00 o'clock P.M., on all days except Sunday, #c New Year's Day, Washington's Birthday, Memorial Day, Fourth of / July, Labor Day, Thanksgiving Lay, and Christmas Day, when any vehicle shall be parked in any space alongside of or next to which a parking meter is located, in accordance with the provisions of this Ordinance, the operator of said vehicle or the person in wisose name the vehicle is registered, shall, upon entering said space with said vehicle, immediately deposit in said meter a one - cent coin of the United States, or a five -cent coin of the United States, fora legal parking time and amount designated by said meter, and put the meter in operation. If said vehicle shall remain parked in said parking space beyond the legal parking time which shall be designated by a sign or signal of said parking meter showing illegal parking, such vehicle shall be considered as parked overtime; and the parking of a vehicle overtime, or failure to put said meter in operation, shall be a violation of this ordinance and be punished as hereinafter set forth." Section 6. This ordinance is one to provide for the immediate preserva- tion of public peace, health, welfare and safety of the people of the City of Yakima; and an emergency is hereby declared to exist; and said Ordinance shall be in full force and effect immediately upon its passage, approval and publication as provided by law and the City Lharter.
