AN ORDINANCE providing for the improvement of property in the City of Yakima,
Washington, by constructing an irrigation system to serve various lots,
and tracts of land; establishing a local improvement district; providing
for the method of payment therefor, and creating a special fund.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. That an irrigation system shall be constructed to serve all
the lots and tracts of land included within the following described district.
Beginning at a point on the south line of Englewood Avenue 80.2 feet
west of the west line of 27th Avenue North; thence easterly along
the south line of Englewood Avenue to a point 150.3 feet east of
the east line of 23rd Avenue North; thence southerly and parallel
. with the east line of 23rd North to McKinley Avenue; thence
westerly along McKinley Avenue to.23rd Avenue North; thence
southerly along 23rd Avenue North to Lincoln Avenue; thence
westerly along Lincoln Avenue to 24th Avenue North; thence
northerly along. 24th Avenue North to the east and west alley
in Reynolds Addition; thence westerly along said alley to
25th Avenue North; thence: southerly along 25th Avenue North
to the south line of Lot 11, Wallingford Addition; thence
westerly along the south line of Lot 11 and Lot 15 of
Wallingford Addition to 26th Avenue North; thence northerly
along 26th Avenue North to Wally Lane; thence westerly along
along Wally Lane to 27th Avenue North; thence along the
south— westerly line of Lots 3, 2, and 1 of Wallingford
Subdivision No. 5 and the south line of Lot 10 of
Englewood Suburban Homes to a point 115 feet uouth of
point of beginning; thence northerly 115 feet to the
point of beginning. .
Said improvement to consist of the installation of the necessary mains, laterals,
service connections and other appurtenances for the purpose of delivering water
for irrigation purposes to each lot and tract of land within the proposed district.
Section 2. There is hereby created and established a Local Improvement
District, to be called "Local Improvement District No. 688 ", which said district
shall include all of the property described and set forth in Section 1 hereof.
Section 3. All of the cost and expense in connection vaith the making
and construction of said improvement, including the engineering, inspection,
a dvertising, publication of notices, and all other expenses incident thereto, shall
be levied and assessed upon all of the property embraced within said Local Imarrovement
District, in accordance with the special benefits conferred thereon, in the manner
provided by the laws of the State of Washington and the ordinances of the City of
Yakima, and said City shall not be liable in any manner for any portion of said
cost and expense of said improvement.
Section 4. All of the aforesaid construction work shall be in accordance
with the plans, profiles, specifications, maps and detailed drawings which have been
prepared by the City Engineer, filed with the City Clerk, and which are hereby approved
and adopted.
Section 5. All of the work necessary to be done in connection with the
making of said improvement shall be done by and made by contrac=t upon competitive
bids, and said City of Yakima shall have and reserves the right to rejedt any and
all bids.
Section 6. There is hereby created a special fund to be called "Local
Improvement District Fund, District No. 688 ", into which shall be placed all sums '
paid on account of the aforesaid special assessments, including all interest and
penalties thereon, and, in the event of the sale of Local Improvement Bonds by said
City, all premiums and interest on said bonds issued for said improvement.
Section 7. Bonds bearing interest at the rate of 4 per cent per annum,
payable on or before 12 years from the date of issuance, shall be issued in payment
of the cost and expense of said improvement, which bonds shall be redeemed by the
• collection of special assessments to be levied and assessed upon the property within
said district, payable in 10 equal annual installments, with interest at the rate of
4 per cent per annum, interest payable annually, under the mode of "Payment by Bonds"
as defined by the statutes of the State of Washington and the ordinances of the
City of Yakima.
Section 8. This ordinance is one relating to local improvements or
assessments therefor and shall - become effective immediately upon its passage, approval
and publication as provided by City Charter.

I hereby certify that the foregoing is a full, true and correct copy of
Ordinance No. B -1111 entitled, "AN ORDINANCE providing for the improvement of
property in the City of Yakima, Washington, by constructing an irrigation system to
serve various lots and tracts of land; establishing a local improvement district;
providing for the method of payment therefor, and creating a special fund," as passed
on this 27th day of February, 1950, and that same has been published as required by
law.
