All Council members were present except Assistant Mayor Coffey who was excused.
2. Invocation /Pledge of Allegiance
Council Member Edler gave an invocation and led the Pledge of Allegiance.

B. Presentations /recognitions /introductions
• Tom Holbrook, City of Yakima Airport Board member, reported on activities and
status of projects occurring at the Yakima Air Terminal.
C. Status reports on prior meeting's citizen service requests
• Response to Kevin Larson regarding tax impacts upon newly- annexed properties
(see report from Supervising Planner Bruce Benson)
Bruce Benson reviewed a memo that was included in the Council packet regarding
real property taxes during the annexation process.
D. Appointments to Boards, Commissions and Council Committees — None

ACTION: Motion carried to approve the consent agenda. VOTE: Unanimous (Coffey
absent)

• Special Meeting /Study Session — January 6, 2010
ACTION: Council meeting minutes were approved.
*B. Consideration of approval of Council Committee Meeting Minutes
• Public Safety Committee — January 20, 2010
ACTION: Council Committee meeting minutes were approved.
5. Audience Participation
Lawrence Breer expressed his concerns about background checks not being required
for individuals purchasing weapons at gun shows.
7:00 P.M. — PUBLIC HEARING
6. Public Hearing and Consideration of an Ordinance approving the final assessment roll
for the Simpson Lane Sewer Local Improvement District (LID) No. 1061
The public hearing was held. Reverend John Everhart requested an investigation of the
conduct of the individual who removed his fence and did not re- install it properly during
the LID project.
ACTION: Motion carried to pass the ordinance. VOTE: Unanimous (Coffey absent)

7. Consideration of a report from City Legal Department regarding options to regulate
panhandling
ACTION: Motion carried to accept the report. VOTE: Unanimous (Coffey absent)
ACTION: Motion carried to hold a public hearing regarding panhandling. VOTE: 5 -1,
Edler voting no (Coffey absent).
8. Consideration of 2010 deferred policy issue regarding the Crime and Intelligence Analyst
Supervisor position
ACTION: Motion carried to retain the Crime and Intelligence Analyst
Supervisor position. VOTE: 6 -0 (Coffey absent)
*9. Consideration of a Resolution authorizing execution of an intergovernmental cooperative
purchasing agreement with Western Washington University
ACTION: Resolution adopted. RESOLUTION NO. R- 2010 -20
*10. Consideration of a Resolution ratifying declaration of an emergency and authorizing
execution of contracts to repair and install a trickling filter clarifier drive unit
ACTION: Resolution adopted. RESOLUTION NO. R- 2010 -21
ORDINANCES
*11. Second reading of an Ordinance amending the 2010 budget and making an
appropriation of $10,000 in the 000 - General Fund for local public records management
and preservation efforts
ACTION: Ordinance passed. ORDINANCE NO. 2010 -06
12. Other Business
• Discussion regarding rescheduling the March 16 council meeting to March 9 or
March 23
ACTION: Motion carried to reschedule the Council business meeting to March 23.
VOTE: Unanimous (Coffey absent).
Council Member EttI stated he is annoyed.with the letters to the editor of the Herald -
Republic, statements on blogs, etc. claiming the Council only deals with insignificant
issues like baristas and panhandlers. He wants the public to know the Council focuses
on many more important matters beyond those that make the news.
Mayor Cawley reported that the recent trip to Olympia and testimony on various bills in
the - Legislature was very effective.

ACTION: Motion carried to adjourn to the next Council Business meeting on February
16, 2010. VOTE: Unanimous (Coffey absent).
