ITEM TITLE: Open record public hearing to consider the Yakima Planning
Commission's recommendation on a Comprehensive Plan
Amendment (CPA#006-21) and the Hearing Examiner's
recommendation on a project-specific Rezone (RZ#006-
21) request submitted by Kerry and Gina Martin

SUMMARY EXPLANATION:
Digital Design and Development on behalf of Kerry and Gina Martin, submitted Comprehensive
Plan Map Amendment(CPA), Rezone, and Environmental Review applications for one parcel
from Low Density Residential to Community Mixed-Use and rezone from Single-Family
Residential (R-1)to Local Business (B-2).
After holding a study session on July 14, 2021, and a public hearing on August 11, 2021, the
Yakima Planning Commission recommended approval of the Comp Plan Amendment
application, with the Findings being signed by the chair on August 25, 2021 .
The Hearing Examiner conducted an open record public hearing on September 9, 2021 on the
project rezone application request for a Class 2 multi-family development consisting of 14 units
with 29 parking spaces and setback adjustments. On September 23, 2021, the Hearing Examiner
issued his recommendation contingent upon the City Council's approval of the Comprehensive
Plan Amendment request, and subject to conditions.
In accordance with YMC 16.10.090, the City Council shall direct planning staff to prepare
legislation to approve, approve with conditions, or deny each amendment under consideration;
and at a subsequent City Council meeting enact an Ordinance adopting the decision reached at
the public hearing. The complete record was distributed to City Council members at their October
