RESOLUTION NO. R-2021-127 A RESOLUTION authorizing City staff to apply for a grant through the Environmental Protection Agency to support anaerobic digestion in communities. WHEREAS, Resolution No. R-2021-080 supports the City of Yakima (City) to take a SAFE Cities climate change stand; and WHEREAS, the City Council committed to strive to address climate change issues through its future policies and legislation; and WHEREAS, the current disposal site for the City's waste, Terrace Heights Landfill, will be closing within the next 5 - 7 years causing the waste to be transferred to a site further away; and WHEREAS, according to the Washington State Department of Ecology, organic material like food scrapes, green waste, animal manure and carcasses and all type of paper and wood account for 43% of the residential waste stream, and WHEREAS, Yakima's significant agricultural "green" waste and organic material poses a current and future disposal and pest management problem; and WHEREAS, the City is exploring funding opportunities for the purposes of exploring waste reduction and recycling opportunities; and WHEREAS, the U.S. E.P.A. advertised a grant opportunity for entities interested in addressing waste through anaerobic digester biogas which would provide the City funding to evaluate, develop and pilot test an innovating anaerobic digester biogas to electricity system; and WHEREAS, if the grant is awarded it would assist the City in advancing its climate goals, safely manage organic "green" waste, and reduce air emissions by conducting a feasibility study in evaluating, developing and pilot testing innovating anaerobic digester biogas to electricity systems and pursuing other related climate equity strategies; and WHEREAS, if the grant is awarded, the grant award contract will come back to the City Council for final review and decision; and WHEREAS, the City Council finds it to be in the best interest of the City of Yakima, to support the U.S. EPA goal to reduce food loss and waste by 50% by 2030 by exploring waste diversion and recycling opportunities; and WHEREAS, the City Council finds that it is in the best interests of the City and its residents to apply for the grant and allow staff to take all necessary steps to complete and submit the grant to the EPA for the proposed Yakima project; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager and staff are authorized to submit a grant application to conduct a feasibility study for Developing Yakima Clean Green Resources project to evaluate an anaerobic digester biogas to electricity pilot program to the Environmental Protection Agency.
