City of Yakima Planning Commission (YPC) Meeting Minutes City Council Chambers August 11, 2021 Call to Order Chair Liddicoatcalled themeeting to order at3:00p.m. Roll Call YPC Members Present:Chair Jacob Liddicoat, Vice-chairLisa Wallace,Mary Place,Al Rose,Leanne Hughes-Mickel, Rob McCormick YPC Members Absent:Phil Ostriem, Staff Present:Joseph Calhoun, Planning Managerand Trevor Martin, Associate Planner Others: Staff Announcements–Planning Manager Joseph Calhoun announced the following: Calhoun announced that the Shoreline Master Plan will be approved for 8 years. The Critical Areas Ordinance will be set for September 7, 2021. An appeal was received on SEPA#011-21 and the public hearing has been postponed, original recipients will receive notice of the new date. July 28, 2021 Meeting Minutes–It was motioned by CommissionerPlaceand seconded by Commissioner Roseto approve the meeting minutes ofJuly 28, 2021as presented.The motion carried unanimously. Public Hearing –2021 Comprehensive Plan Map Amendments (Part 1 of 2) –Associate Planner, Trevor Martinpresented his staff report regarding Yakima Valley Farmworkers Clinic - CPA#002-21, RZ#002-21 & SEPA#012-21 a proposed change to the Future Land Use map designation for one parcel from Mixed Residential to Community Mixed-Use and concurrent rezone from Two-Family Residential (R-2) to Local Business (B-2).Mike Heit of HLA Engineering and Land Surveying Inc. spoke on behalf of the applicant and answered questions regarding the rezone request. Amanda McKinney, a local resident provided commentconcerning therezone and concerns regarding the parking lot and her request to maintain greenery and limitlighting. Mike Heit provided more information on Ms. McKinney’s comment. There was no additional comment Chair Liddicoat closed the public comment portionof the hearing. There was nofurther discussion amongst commissioners. Commissioner Rose motionedfor the recommendation to be approved as presented, Commissioner Place seconded the motion. The motion passed unanimously. Planning Manager, Joseph Calhoun presented his staff report regarding the Racquet Lane Townhomes -CPA#003-21, RZ#003-21 & SEPA#013-21a proposed change to the Future Land Use map designation for one parcel from Low Density Residential to Mixed Residential and concurrent rezone from Single-Family Residential (R-1) to Multi-Family Residential (R-3). Tom Durant of PLSA Engineering and Surveying spoke on behalf of the applicant. Mr. Durant answered questions regarding the non-project rezone and expressed that they plan further development of townhomes. Mr. Durant answered some questions the commissioners had. There was no public comment, and Chair Liddicoat closed the public comment portionof the hearing. Commissioner Hughes-Mickle motions for approval of the recommendationas presented. Commissioner McCormick seconds and the motion passes unanimously. -1- Associate Planner, Trevor Martin presented his staff report regarding Kerry and Gina Martin - CPA#006-21, RZ#006-21 & SEPA#016-21a proposed change to the Future Land Use map designation for one parcel from Low Density Residential to Community Mixed-Use and concurrent rezone from Single-Family Residential (R-1) to Local Business (B-2), and proposed multi-family development consisting of 14 apartment units with 29 parking spaces and associated site improvements. Leanne Liddicoat of 3D Digital Design and Development spoke on behalf of the applicant. Ms. Liddicoat answered questions the commissioners had about the proposal and displaced tenant. There was no public comment, and Chair Liddicoat closed the public comment portionof the hearing. CommissionerRose motioned for the recommendation to be approved as presented, CommissionerHughes-Mickel seconds. The motion passes with Chair Liddicoat abstaining. Other Business–None Adjourn–A motion to adjourn to August 25, 2021was passed with unanimous vote.
