ITEM TITLE: Resolution authorizing the City of Yakima to be a participating
public agency with the National Cooperative Purchasing
Alliance (NCPA).

SUMMARY EXPLANATION:
Staff respectfully requests approval authorizing the City of Yakima and the National Cooperative
Purchasing Alliance (NCPA), to arrange joint cooperative purchases of certain goods and
services.
Pursuant to Chapter 39.34 RCW Interlocal Cooperation Act, the Information
Technology Division has requested that the City become a member of NCPA in order to
purchase certain IT related items. NCPA works with public agencies, who as Lead
Procurement Agencies competitively solicit national master agreements for aggregated use.
This cooperative purchasing strategy offers lower costs, plus time and resource savings, to
participating agencies.
Becoming a member will also allow for future joint or cooperative purchases of various goods
and services between the City of Yakima and NCPA.

RESOLUTION NO. R -2013-
A RESOLUTION authorizing and directing the City Manager of the City of Yakima to take
such actions as are necessary to register the City of Yakima as a
participating public agency with the National Cooperative Purchasing
Alliance (NCPA).
WHEREAS, the City of Yakima, desires to arrange for making cooperative purchases of
certain goods and services with NCPA; and the City Council of the City of Yakima deems it to
be in the best interests of the City that such an arrangement be carried out; and,
WHEREAS, pursuant to the provisions of RCW 39.34, the City of Yakima may enter into
intergovernmental cooperative purchasing agreements with other public agencies in order to
allow the parties of said agreements to cooperatively purchase or acquire supplies, equipment,
and materials under contract and to utilize each other's contracts, as needs arise; and
WHEREAS, NCPA assists public agencies in reducing the cost of purchased goods
through pooling the purchasing power of public agencies nationwide; this is accomplished
through competitively solicited contracts for quality products and services through NCPA; and
WHEREAS, it is recommended to City Council that the City of Yakima register as a
participating public agency with NCPA; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized and directed to take such actions as are
necessary to register the City of Yakima as a participating public agency with NCPA for the
purpose mentioned above, a copy of online agreement, entitled "Master Intergovernmental
Cooperative Purchasing Agreement" is attached hereto and by reference made a part hereof.

7. The procuring party shall be responsible for the ordering of Products under this
agreement. A non-procuring party shall not be liable in any fashion for any
violation by a procuring party, and the procuring party shall hold non-procuring
party harmless from any liability that may arise from action or inaction of the
procuring party.
8i This agreement shall remain in effect until termination by a party giving 30 days
written notice to the other party. The provisions of paragraphs 5, 6 and 7 hereof
shall survive any such termination.
9. This agreement shall take effect after execution of the Lead Agency Certificate or
Participating Public Agency Registration, as applicable.
