Adkison called the meeting to order at 10:00.

Panhandling Ordinance Update:
Martinez introduced the proposed ordinance, which would prohibit receipt of
items from a vehicle in defined high - collision intersections. This ordinance is
ready to be sent to the full council for review.
Kiwanis Pond signage update:
Willson advised that signs had been constructed and were ready to be installed
at Kiwanis Pond. The signs will be positioned near three entry points of the
pond. Wilkinson showed examples of the signs. He also advised that Randy
Beehler is has put out "Sink or Swim" PSA's.
YPAL update:
O'Rourke updated the committee on some commitments from community
organizations to invest approximately $100,000 /year for the next 5 years into
capital improvements for the YPAL center. Cawley asked if the current facility
could accommodate the envisioned expansion of the Youth and Family
Development Center. Ettl advised that center was expected to provide existing
services in the short term. The plan is to have additional YFDC's in other
neighborhoods where they are needed as the GFI grows, rather than expand the
current center.
GFI Structure update:
O'Rourke advised that the GFI is at a point in its evolution that it is focusing on
operational aspects — contracts, hands -on implementation, etc., rather than the
consulting that Steve Magallan is currently providing. O'Rourke stated the GFI
should now have a person on the City payroll to handle the day to day
management. He envisions this employee having a Masters degree in social
work and /or criminal justice. The position would report to the City Manager.
Magallan would continue to provide long -range planning and reduce his current
involvement.
