Moved by Stratton, seconded by Clerk that the minutes of the regular meeting of Monday, August 10th, 1931 and adjourned meeting thereof be approved as read: carried, Stratton, Washburn and Clark voting aye on roll call. Roved by Clark, seconded by Stratton that the claim of Eugene Layton, in the sum of $$25,000.00 for damages alleged to have been sustained by colliding with the boom ex- tending from the rear of a backfilling machine operated by the Water Department on West Yakima Avenue, and his Chevrolet Coupe, is hereby rejected: carried, Stratton, Wash- burn and Clark voting aye on roll call. The following is a summary of bids received, together with my recommendation as to the awards of contracts. In making these recommendations I have kept in mind the fact that the lowest price does not always represent the best proposition. Other things be- ing equal, the low price should prevail; but when the cost of materials offered vary as much as they do in this bidding, all elements entering into their use and into the main- tenance of the pipe line must be considered.
