Moved by Stratton, seconded by Washburn that the minutes of the regular meeting of Mon- day, June 15th,'1931 and adjourned meeting thereof be approved as read_: carried, Strat- t.on,_.,..Washburn and Clark voting aye on roll call. Loved by Clark, seconded by Stratton that,the City Engineer having reported the com- pletion of the.improvement in Local Improvement District No. 497, by the Contractor, J. M. DeBlasio, in the sum of $5,660.91, said,work is hereby accepted and the City En- gineer authorized to prepare an assessment roll for said district and the City Clerk to give notice of hearing on said roll for Monday, July 13th, 1931 at 9 o'clock A-M: carried, Stratton, Washburn and Clark vot.ing.aye on roll call.. ORDINANCE NO. B -1, entitled, "An Ordinance providing for the making of certain exten- tions to and betterments of the existing water works system of the City of Yakima, Wash- ington, for the purpose of increasing the efficiency of said system and diminishing the cost of operation thereof; specifying and adopting the system or plan proposed; de- claring the estimated cost thereof as near as may be and providing for payment there- for by the issuance of special revenue bonds in the sum of two hundred thousand dollars and fixing the terms thereof, said bonds.to be payable only out of a•fund to be created and established for the payment of the same by setting aside therefor, out of the gross . revenues of said water works, a fixed amount without regard to any fixed proportion thereof; and declaring an emergency ", was introduced by Stratton and read by the City Clerk. Loved by Stratton, seconded by-Clark that the city enter into the following contract with the Marine National Company, of Seattle, for the sale of $$200,000.00 Water reven- ue bonds at par value, interest at 5fo, to be dated July 1st, 1931, and maturing serial- ly from 1937 to 1956; said contract to be binding on condition of legal opinion as to regularity and validity of proceedings relative to issuing said bonds: carried,•'Strat- ton, Washburn and Clark voting aye on roll call.. City Commissioners City of Yakima, Washington Gentlemen: For legally issued City of Yakima, Washington, Water Revenue bonds dated July 1st, 1931, or as may otherwise be mutually agreed, maturing serially from 1937 to 1956, as set forth in schedule prepared by City officials, in convenient denominations, both principal and semi - annual interest to be payable in gold coin of the,United States of America of the present standard of weight and fineness, at the office of the Fiscal Agency of the State of Washington in New York City: We agree to purchase $200,000 bonds, said bonds to bear interest at 56 and will pay therefor at the rate of $100.00 for each $100 par value, plus accrued interest. This offer is made for prompt acceptance and with the understanding that you will furnish us, prior to the delivery of said bonds, the full and complete cer- tified transcript of proceedings relating thereto evidencing the regularity and legal- ity of the issue to the satisfaction of our attorneys, or, that,prior to delivery of said bonds, the city will furnish us the unqualified opinion of attorneys satisfactory to us approving the legality and regularity of the issue. It is further understood that delivery of bonds is to be made within thirty days. Otherwise we have the option to purchase them thereafter at the price indicated.
