The City Commission met in regular session, Mayor Stratton and Commissioners Clark and
Traub present on roll call: -
Moved by_Stratton, seconded by Clark that the minutes of the regular meeting of Monday;
February 25th, 1931 be approved as read :' carried, Stratton, Clark and Traub voting aye
on.roll call.
Moved by Clark, seconded by Stratton that the payrolls for -the month of February, 1931
be approved and the City Clerk authorized to issue warrants therefor: Various Dept.

pipe, fittings, valves, etc. the following show the bids submitted, together with-the
report -of tabulation and awarding of contracts by N. A. Gilman, Water Superintendent:
To the City Commission of the City of Yakima, Washington.
Gentlemen:
I- hereby report that I have tabulated and checked the proposals received on March
2, 1931, for furnishing water pipe, fittings, valves, and other appurtenances to be used
in the improvement of.the municipal water and irrigation systems of the City of Yakima,
Washington.
Our specifications for these materials call for alternate proposals upon several
kinds of pipe and various appurtenances, and the city reserved the right at the time of
awarding contracts to refect any and all bids,,to reduce or increase the amount or
quantity of all items listed in the proposal;: and to award separate contracts to several
bidders for the different itemso
The following is a summary of bid's received,.together with my recommendation as to
the awards of,contracts. In making these recommendations I have kept in mind the fact
that the lowest price does not always represent the best proposition. Other things be-
ing equal, the low price sholud prevail, but when the cost of materials offered vary as
much as they do in this bidding, all elements entering into their use and into the
maintenance.of.the pipe line must be considered. After a careful re -check of the ma-
terials required, and after considering, the dates of delivery, and types of material
and appurtenances requuired, I hereby r`ecommeiad that contracts be awarded to the several
bidders as follows:
