The City Commission met in regular session, Mayor Riley and Commissioners Washburn and
Clark present on roll call.-
Moved by Riley, seconded by Washburn that the minutes of the regular meeting of Monday,
October 24th; 1939 and adjourned meeting thereof beapproved as read: carried, Riley,
Washburn and Clark voting aye on roll call.
Moved by Washburn, seconded by Riley that the payrolls for the month of October., 1939
be allowed and.the City Clerk authorized to issue warrants as follows: Various Dept.
$3,211.43; Health :Dept. $931.70; Engineering Dept.. $456.40_; Police $4,149.54; -Fire
Dept. $5,790.98; Irrigation $432.94; L.I.D. Revolving $1,098.78; Curb & Gutters $266.11;
Cemetery 127.57; :Park 133.33; City Street $205.00;-F. R. & P. $657.05 ; P. R. & P.
Fund $211.25; Library $641.00; Library Trust $160.20 and Water $3,�+87.�+6: carried,
Riley, Washburn and Clark voting aye on roll call.
Moved by Washburn, seconded by Clark that this being the time for the hearing on Resolu-
tion No. C -357 providing for the construction of curbs and gutters on 13th Avenue South
from West Walnut Street to Division Street and other streets in said city; and there
being no objections in writing or otherwise to said improvement, or any part thereof;
It is ordered that the_ordinance creating a local improvement district be passed as
f-inAlly read: carried, Riley, Washburn and Clark voting aye on roll call.
ORDINANCE NO. B -349, entitled, `AN ORDINANCE providing for the improvement of property
in the. City of Yakima, Washington, by the construction of concrete curbs and gutters;
establishing a Local Improvement District, providing for the method of payment there-
for, and creating a special fund ", was introduced by Washburn and read by the City
Clerk.
Moved by Clark, seconded by Washburn that Ordinance No. B -349 be passed to its second
reading and read by title only: carried, Riley, Washburn and Clark voting aye on roll
call.
Moved by Clark, seconded by Washburn that Ordinance No. B -349 be passed-to its third _
reading and read in full: carried, Riley, Washburn and Clark voting aye on roll call.

RESOLUTION N0. C -361, BE IT RESOLVED BY THE CITY OF YAKIMA, WASHINGTON:
That it is its intention to improve the streets within the
following described district, b,y the construction of concrete curbs and gutters:
Beginning at the intersection of Pierce
Avenue with Summitview Avenue; thence
westerly along Summitview Avenue to Hell
Avenue; thence northerly along Hall Ave-
nue extended to a point 140 feet north
of Browne Avenue; thence westerly parallel
with Browne Avenue to Sixteenth Avenue
North; thence northerly along 16th Avenue
North to the P;. P. & L. Co ° s Wasteway;
thence northeasterly along said Wasteway
to Jerome Avenue.; thence easterly along
Jerome Avenue to Sixth Avenue North;
thence southerly along Sixth.A«enue North
and Pierce Avenue to the point of beginning;
said improvement to be. constructed in full accordance with the plans and specifications
to be prepared by the City Engineer and filed with the City Clerk.
All persons who may desire to object to said proposed improvement
are hereby notified to` appear and present such objection, if any, at a meeting of the
City Commission to be held at its office in the City Hall in the City of Yakima,
Yakima County, Washington, at-the hour of 10 o'clock A. M., on Monday, the 5th day of
December, 1939, which time and place are hereby fixed for the hearing on all matters
relating to said proposed improvement or objections thereto, and for determining the
method of payment therefor; and the City Clerk is hereby directed to give due notice
of said'hearing and of the intention to make the aforesaid improvement.
The cost and expense of said improvement shall be distributed
as follows: The labor and a portion of the materials shall be furnished by the Works
Progress Administration, and the balance of the cost and expense, including engineer-
ing, inspection, advertising, publication of notices and all other expenses incident
thereto shall be levied and assessed against the property included in the district,
as is legally and properly assessable therefor as provided by law and as above described
and the City Engineer is hereby directed to submit to the- City Commission at or prior
to the date fixed herein for said hearing, all of the data and other information re-
quired by law to be by him submitted.
ADOPTED BY THE CITY COMMISSION this 31st day of October, 1938.
