The City Commission met in regular.session, Mayor Riley and Commissioners Washburn
and Clark present on roll call.
Moved by' Riley, seconded by Washburn that the minutes of Monday, January 31, 1938 and
adjourned meeting thereof be approved as read: carried, Riley,.Washburri and Clark
voting aye on roll call.
Moved by Clark, seconded by Washburn that.this being the time -for the hearing on.the
,assessment roll-in Local Improvement District No. 524, for the construction of an irri-
gation sy.stem on the.Hamberg Tract and there being no objections in writing or other-
wise to said assessment roll or any part thereof; it is ordered that the ordinance
confirming-said assessment roll and every part thereof be passed as finally read: car-
ried, Riley.-Washburn and Clark voting aye on roll call.
ORDINANCE NO. B -279, entitled, "AN ORDINANCE confirming the assessment roll covering
Local Improvement District No. 524, as created and established by Ordinance No. B -258
of the Ordinances of the City of Yakima ", was introduced by Riley and read by �he City
Clerk.

ORDINANCE NO. B -280, entitled, "AN ORDINANCE relating to the licensing for the purpose

the City of Yakima, and to the regulation of taxicabs, for -hire cars, sight - seeing cars;
prescribing - maximum rates, and limiting the number of taxicabs; providing for the in-
spection and control thereof and for the licensing and control of drivers thereof, de-
fining offenses, prescribing penalties; and repealing Ordinance Number B -270, and 9.11
other ordinances or parts of ordinances in conflict herewith, and declaring an emer-
gency", was introduced by Riley and read by the City Clerk.

ORDINANCE NO. B -282, entitled, "AN ORDINANCE amending Section 1 of Ordinance No. B -263,
entitled "AN ORDINANCE providing for the improvement of certain streets in the City of
Yakima, Washington, by grading and paving the same, by constructing the necessary curbs,
siphons and drains, and by the acquisition by purchase or.condemnation of additional
right of way therefor, establishing a Local Improvement District, providing the method
of payment therefor, and creating a special fund ', was introduced. by Riley and'read
by the City Clerk.
RESOLUTION NO. C -305, WHEREAS, by ordinance it is provided that on the first Monday
In February of each year, the City Commission' of the City of Yakima, Washington,.-shall
pass a resolution prescribing the form of contract for the city advertising for the
ensuing year;
NOW, THEREFORE, BE IT RESOLVED, by the City of Yakima, that the
form of contract for the city advertising for the ensuing year shall be in,substantially
the form hereto attached and made a part hereof, and the City Clerk is hereby directed
to give.noti.ce for sealed proposals for a. contract for doing the city advertising for
the ensuing year by publishing the same in the newspaper doing the city advertising,
for two successive issues, which notice shall 'contain a general statement.of the terms
of the contract to be let, together with the time and place when said bids will be
opened, and providing that any and all bids may be rejected.

day of February, 1938.

RESOLUTION NO. -C -306, WHEREAS, it is the desire of the City of Yakima that the director
of highways paint traffic lines along the center line of PSH No. 3 and 5, within the
corporate limits of the City of Yakima;
NOW, THEREFORE, BE IT RESOLVED that the City of Yakima does
hereby acknowledge that it will not sa.tisfabtorily accomplish and will delay and. be
unable to paint said. traffic lines on such City streets and waives notice of the di-
rector of highways thereof;
BE IT FURTHER
and permitted to paint said traffic
($125.00) dollars, an amount not in
reasonable anticipated to accrue to
the. next fiscal ,year, such cost to
credited; and
RESOLVED that the director of highways is requested
lines to the amount of One Hundred Twenty -five
excess of the amount of money now credited or
the City of Yakima in the motor vehicle fund during
De charged against the amount so credited, or to be

painting of said traffic lines and journal voucher therefor, approved by the City of
Yakima, for a.11.la.bor, equipment, materials, supplies and engineering, the State Audi-
tor is authorized and directed to reserve and credit to the department of highways in
payment for such painting of traffic lines any funds-credited or to be credited to the
City of Yakima in the motor vehicle fund not to exceed the above specified sum; all in
accordance with the provisions of Chapter 187, Session Laws of 1937.

RESOLUTION NO. C -307, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA,
WASHINGTON:
That it is its intention to construct an irrigation system to
serverall the lots, blocks and parcels of land included within the real estate here-
inafter described, said improvement to consist of acquiring of right of way easements,
and the completion of the necessary mains, laterals, service connections and other
appurtenances for the purpose,,,of delivering water -for irrigation purposes to each lot
and tract of land within the proposed district.
That the district to be served by and assessed for the above
described improvement is described as follows, to -wit:
Beginning at the intersection of 28th Avenue North
with Barge Street; thence northerly along 28th Avenue
North to Summitview Avenue; thence easterly along
Summitview Avenue to 27th Avenue North; thence
northerly along 27th Avenue North to Lincoln Avenue;
thence westerly along Lincoln Avenue to 28th Avenue
North; thence southerly along 28th Avenue North to
Summitview Avenue; thence westerly along Summit-
view Avenue to 30th Avenue North; thence southerly
along 30th Avenue North to Barge Street; thence
easterly along Barge Street to the point of beginn-
ing.. Said district includes Lots 1 to 10, inclusive,
of 30th Avenue Addition, Lots 1 to 9, inclusive, of
Schmidt Ordhard Co., Addition, and Lots 1 to 40 of
Hamberg's Addition, all in the City of.Yakima, Wash-
ington;
the above irrigation system to be constructed in full accordance with the plans and
specifications to be prepared by the City Engineer and filed with the City Clerk.
All persons who may desire to object to said proposed improvement
are hereby notified to appear and present such objection, if any, at a meeting of the
City Commission to be held at its office in the City Hall in the City of Yakima.
Yakima County, Washington, at the hour of ten o'clock A. M., on Monday, the 28th day
of February, 1938, .which time and place are hereby fixed for the hearing of all matters
relating . to said proposed improvement or objections thereto, and for determining the
method of payment therefor; and the City Clerk is hereby directed to give due notice
of said hearing and of the intention to make the aforesaid improvement:
The cost and expense of said improvement shall be borne by and
assessed against all of the property legally and properly assessable.therefor as pro-
vided by law' and as above described; and the City Engineer is hereby directed to submit
to the City Commission at or prior to the date fixed herein for said hearing, all of
the data and other information required by law to be by him submitted..
ADOPTED BY THE CITY COMMISSION this 7th day of February, 1938.
