Moved by Buck, seconded by Bishop that the minutes of the regular meeting of Monday, April 28, 1947, and adjourned meeting thereof be approved as read: carried, Buck, Bishop, and Clark voting aye on roll call. Moved by Bishop, seconded by Buck that the following payrolls be allowed and the City Clerk instructed to issue warrants as follows: Sanitation Department $1885.65; Parking Meters $208.85; Street Department $3244.70; Cemetery $107.20; Irrigation $302.40; Water- 14650.08: carried, Buck, Bishop and Clark voting aye on roll call. Moved by Clark, seconded by Bishop that this being the time for receiving bids for the construction of Irrigation Systems in L.I. Districts Nos. 618, 6211 622, and 624, the following were received: State Construction Co., $17,139.45 and J. M. De Blasio, $17, 077.25. The bid of J. M. De Blasio being the lowest and best bid, said contract was awarded to him and the Mayor and City Clerk authorized to enter into a contract on behalf' of the City of Yakima upon filing of the proper bonds carried, Buck, Bishop, and Clark voting aye on roll call. Moved by Clark, - seconded by Bishop that this being the time for receiving bids for the construction of sidewalks in L.I. Districts Nos. 610, 614, 615, and 619: J.I.T. DeBlasio 14376.11 and Riggle and Creighton $5035.33: The bid of J.M. DeBlasio being the lowest and best bid, said contract was awarded to him and the Mayor and City Clerk authorized to enter into a contract on behalf of the City of Yakima upon the filing of the proper bond: carried, Buck, Bishop, and-Clark voting aye on roll call. Moved by Clark, seconded by Bishop that this being the time for.receiving bids for constructing a storm sewer on Yakima Avenue from 11th Street to Naches Avenue and from Front Street to 6th Avenue, and the bid df the State Construction Co. in the sum of $15,865.90 being the only bid received, said contract was awarded to them and the Mayor and City Clerk authorized to enter into a contract on behalf of the City of Yakima up- on filing the proper bond therefor: carried, Buck, Bishop, and Clark voting aye on roll call. Moved by Bishop, seconded by Buck that the City Clerk is hereby instructed to advertise for bids for copper tubing to be received on Wednesday, May 14, 1947 at 10'et. clock A.M. carried, Buck, Bishop, and Clark voting aye on roll call. RESOLUTION NO. C -731, BE IT RESOLVED BY THE CITY OF YAKI1,1A, WASHINGTON: That it is its intention to improve Yakima Avenue in the City of Yakima, Washington from Naches Avenue to 7th Avenue b'y resurfacing the same with a two inch course of bituminous concrete, 68 feet in width, and by constructing new curbs and gutters; repairing the existing concrete walks along said Yakima Avenue and by do- ing all such other work in connection therewith as may be necessary and proper. Said improvement is to also include the installation of a storm sewer along northerly side of said Yakima Avenue which shall extend from 6thAvenue easterly along said Yakima Avenue to the )Fakima.River; all of said improvements to be constructed in full accor- dance with the plans and specifications to be prepared by the City Engineer and filed with the City Clerk. All of the lots and tracts of land included within the following described district situated in Yakima County, Washington, to -wit: Beginning at the intersection of the north- erly line of West Yakima Avenue and the easterly line of Seventh Avenue North; thence northerly along said easterly line a distance of two hundred feet; thence easterly and parallel with the northerly line of Yakima Avenue to the alley east of Naches Avenue; thence southerly and parallel with the easterly line of Naches Avenue a distance of five hundred feet to a point two hundred feet south of the southerly line of Yakima Avenue; thence westerly and parallel with said southerly line to the easterly line of Seventh Avenue South; thence northerly to the point of beginning. shall be specially benefited, served by and assessed for said improvement. All persons who may desire to object to the said proposed im- provement are hereby notified to appear and present such objections, if any, at a meet- ing of the City Commission to be held at its office in the-City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10 :00 o'clock A. M. on Thursday, the 5th day of June, 1947, which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections, thereto, and for determin- ing the method of payment for said improvement, and the City Clerk is hereby directed to give due notice of said hearing and of the intention too make the aforesaid improve- ment. In the event that a majority of the property owners shall appear at the above mentioned time and place and enter protest against the improvement as above listed by the use of bituminous concrete to the extent, that such improvement shall be considered inadvisable; and in the further event that said property owners shall request that the improvement mentioned shall consist of repaving Yakima Avenue with six inch pavement of Portland .Cements then, and in those events, the commission will consider an alternative pavement through the use of Portland cement and may adopt such method of resurfacing or paving which will be deemed most advantageous to the City and to the property owners. A portion of the cost and expense of said improvement including 529 MaTy5, 1947 the cost of acquiring any necessary right of way easements, engineering, surveying, ad- vertising, publication of notices, inspection and all other expenses incident thereto, shall be borne by the City of Yakima and the balance of said costs and expenses of such improvement shall be levied and assessed against all of the property included within th. above described district which shall be legally and properly assessable therefor as pro vided by law, and the City Engineer is hereby directed to submit to the City Commission at or prior to the date fixed herein for said hearing all of the data and other infor- mation required by law to be by him submitted.
