The City Commission met in regular session, Mayor Mogren and Commissioners White and
Clark present on roll call.
Moved by Mogren, seconded by White that the minutes of the regular meeting of Monday,
May 24th, 1943 be approved as read: carried, Mogren, Write and Clark voting aye on
roll call.
Moved by White, seconded by Mogren that the payrolls for the month of May, 1943 be
allowed and the City Clerk authorized to issue warrants as follows: Various Depts.

ORDINANCE NO. B -597, entitled, "Ali ORDINANCE amending Ordinance No. A -301, entitled,
"AN ORDINANCE nertaining.to the organization and regulation of the Fire. Department of
the City of Yakima; providing for the payment of the members thereof; prescribing their
tenure of office; defining their duties; repealing Ordinances No. 451 and 462 and all
other ordinances and parts of ordinances in conflict herewith,." by adding arnew section
thereto and declaring an emergency ", was introduced. by Mogren and read by the City Clerk

ORDINANCE NO. B -588, entitled, "AN ORDINANCE amending Ordinance No. B -214, entitled
"AN ORDINANCE-relating to the organization and personnel of the Police Department of
the City of Yakima; providing for the appointment of members thereof and repealing
Ordinance No. A- 20011, by adding a new section thereto and declaring an emergency ", was
introduced by Mogren and read by the City Clerk.

The City Commission met pursuant to adjournment, Mayor Mogren and Commissioners White
and Clark present on roll call.
RESOLUTION NO. 0-571, TAHOMA CEMETERY RULES AND REGULATIONS. A RESOLUTION prescribing
rules and regulation s for the operation, government and control of Tahoma Cemetery.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. FEES AND CHARGES. All fees and charges provided
for herein shall be paid in advance.
Section 2. SCHEDULE OF PRICES. The following prices are fixed
for all unsold property in Tahoma Cemetery, which price to include Perpetual Care. No
property to be sold without Perpetual Care.
SECTION 11A10
All of Section A except that part lying North of Blocks 59,
59, 60, 61, shall be sold at the rate of $35.00 per lot,
except that blocks 1�1, 15, 1.6, 17, 1�, 19,.20, 21, 22, 23,
24, 25 s52, 53, 54, 550 56, 57, a.nd 63 are hereby set aside
as "The County and Old Age Pension Plot."

All of Section B shall be eold at the rate of $30.00 per lot.

SECTION "D"
All of Section D shall be sold at the rate of $80.00 per lot.
SECTION "E"
All of section E shall be sold at the rake of $65.00 per lot
except that part which is hereby set aside for Service Men
which is all that part South of the Mausoleum.
The following prices' are f axed for the care of- all property in the Tahoma.
Cemetery which has been heretofore sold:
Annual Care shall hereafter be charged at the rate -of $1.00 per year
for each grave. The charge for Perpetual Care shall be $1.5.00 straight for each grave
placed under Perpetual Care. ,
Section 3. ADMISSION. Persons'with'.do�s or firearms shall not be per-
mitted to enter the grounds, except that this shall not apply to the use of firearms in
any military service. Rapid driving within the cemetery is prohibited. Horses must not
under any circumstances, be hitched to trees.
Section 4, APPLICATION FOR BURIAL.
Apvlication for interment or dis-
interment must be made at least twenty -four hours in advance to the Cemetery Superin-
tendent.
Section 5, BURIAL PERMIT. A burial permit must, in all cases be filed
with the Cemetery Superintendent before interment.
Section 6. SUNDAY BURIALS. Interments, disinterments or removals will
not be allowed on Sunday or a Legal Holiday, or Saturday afternoon, except in case of
an emergency.
Section 7. GRAVES. The prices for opening and closing of. graves for
adults are as follows:

The price for the lowering device and a Cement Marker shall be $2. 00
each or $4.00.
The prices for opening and closing of graves for infants are as follows:

The size in all cases is determined by t�e Funeral Director in charge.
Only one interment will be allowed in -any grave, except in cases of
mother and infant child., or twin.children, or two children buried at the game time.
All graves shall be numbered with a permanent number and an accurate
record kept of the name of the Decedent and the number of the grave.
Section 8. EXHUMATIONS. The charge for exhuming bodies will be a mini-
mum of $15,00 or such greater charge as shall be reasonable in vieirr of the service re-
quired to be rendered in the particular case, to be determined by the Superintendent.
Section 9. VAULTS. All interments extent County and infants must be
made in Cement Liners, Cement Vaults or Steel Vaults. The Cement Liners shall be made
according to specifications designated by the City Commission.
Section 10. TOMBS. No tombs shall be erected on top of the ground.
Section 11. FOUNDATIONS. Foundations for all monuments shall be built
by the City only, at the expense of the owner, and fifteen days notice must be given
in advance for such construction, and a sketch of the monument must accompany the order
for the foundation.
All foundations must be four inches larger all around than the base of
the monument, to a. -depth of six inches, and said foundation must be flush with the
ground level.
Base stones will not be allowed that have an uneven bottom. Building up
with spalls, etc., will not be permitted.
The charge for foundations having less than 1/2 cu. yard of contents
shall be seventy cents per cu. foot and sixty cents per cu, foot for foundations having
more than 112 cu, yard of contents.
There shall be a minimum charge of $3.50 for all small foundations.
Section 12. MONUMENTS. All monuments in Section D and E to have a
maximum .height of 30 inches..
Foot stones will not be allowed. in the Cemetery.
All monuments must be set on line according to Cemetery Survey except
on tracts of irregular shape which the Cemetery Superintendent will determine.
All bases for monuments must be made of granite. No. sandstone, marble
or artificial bases will be permitted.
Section 13, TREES AND SHRUBS. The indiscriminate planting of trees
and shrubs in the cemetery shall not be allowed and it shall be the duty of the Cemetery
Superintendent to have all objectionable features in the landscape removed, and it the
trees or shrubs in any lot become detrimental to adjacent lots or avenues, the Cemetery
Superintendent shall remove them upon order from the Superintendent of Streets and Pub -
lic�Improvements.
Trees and shrubs will be sprayed, when deemed necessary, at the expense
of the city and if any tree or shrub on any lot is found to be infected by any disease
the�Cemetery Superintendent will immediately prune or remove same.
Section 14. STRUCTURES. Coping, fences, posts and chains, and all
wooden structures about lots, blocks or graves are prohibited, and if any inscription,
monument, effigy or other structure, which the Superintendent of Streets and Public
Improvements deems offensive or improper, be placed in or upon any lot or grave, the
same shall be removed upon order of the said. Superintendent.
Section 15. DESIGNS. Funeral designs and floral pieces will be removed
as soon as the same become unsightly, to a. place designated by the Cemetery Superinten-
dent.
Section 16. RECEPTACLES. Receptacles for cut flowers must be sunk
level with the ground, thus insuring the safety of such articles and._ facilitating the
cutting of grass from the grave. Tin cans sunk in the ground are prohibited. Recepta-
cles must be approved by the Cemetery Superintendent.
Section 17. MARKERS. Cement markers will be placed on each lot or
block entitled to Perpetual Care, indicating that it is entitled to such Perpetual Care.
Section.18. WATER.;-WATER. All lots or blocks under Perpetual Care
are irrigated. once every week. The irrigator is responisble for his Section. Visitors
must not-move his hose thus causing him unnecessary Tr.►ork and causing someone's plot to
dry out or sinking the graves on a plot that has already been watered.
When using water for cut flowers always be sure the hose is turned off.
One hose left running may cause $100.00 in damage to other lots.
Section 19. EMPLOYES':. All employes must start work promptly at 8:00
o'clock A. M. and remain at work until 5:00 o'clock P. M. with intermission of one hour
from 12 o'clock to 1 :00 o'clock P. M.
Employes are cautioned against the use of profane language or loud talki
Neither will be tolerated in them, or in any workman upon the grounds.
Employes are forbidden to accept any fee or gratuity or to show any
partiality in the care of lots.
_ Employes are forbidden to accept orders or instructions for work except
as issued by the Cemetery Superintendent.
Employes will nightly take their tools.and implements to and carefully
store them in'the tool house. Employes will be held responsible for a.11 tools, im-
plements or material under their charge.
Section 20. ARTICLES LOST AND FOUND, Articles found by employes, lot
owners or visitors must be delivered at once to the Cemetery Superintendent who will
make every possible effort to restore such articles to the owner. Likewise, report
should. be made to the Cemetery Superintendent of a.ritcles lost to facilitate their
restoration.
Section 21. WORKMEN. Workmen engaged. in erecting monuments or other
structures are prohibited from attaching ropeeto trees, shrubs or other objects with -
outlpermission from the Cemetery Superintendent.
�. Th.e workment must not scatter material over adjacent lots or leave same
on the ground any longer than is absolutely necessary.
Obstructions incidental to improvements must be as light as possible
and there must be no unnecessary delay after work has commenced.
In order to protect the lawns from injury, planks must be laid when
heavy material is to be moved over them.
Within the confines of the cemetery all workmen and teamsters are subjectt
to the direction and control of the Cemetery Superintendent.
Section 22. RUBBISH.- All paper and other rubbish must be deposited,
by the person responsible therefore, in a. receptacle provided for that purpose:
Section 23. DEEDS.. As provided for by Ordinance No. A -252, any owner
desiring to deed a part of his tract to another person must have a record of his deed
noted on the cemetery records in the office of the City Clerk and also the Cemetery
Superintendent, and have stamped on the deed the approval of the transfer by the Super-
intendent of Streets and Public Improvements. Any transfer not -so made shall be of no
force or effect and all such transfers shall be subject to the approval of the City
Commission.

Section 24. POLICE POWER. The Cemetery Superintendent is vested with
police power to arrest without warrant any offender in the cemetery. He is directed
to expel from .the cemetepy any person disturbing its sanctity by boisterous or other
improper conduct, or who shall violate any of the foregoing rules.
Section 25. PURCHASE CONTRACTS. Perpetual Care and Lots may be pur-
chased on time as per contracts set up by the City Commission. Under this plan no lot
or block will receive Perpetual Care until said contract is paid in full, nor can any
lot or block be used until property is paid in full.
ADOPTED BY THE CITY COMMISSION, signed and approved this 4th day of
