Moved by Riley, seconded by Washburn that the minutes of the regular meeting of Tuesday February 13th, 1940 and adjourned. meetings thereof be approved as rea.d: carried, Riley Washburn and Clark voting aye on roll call. RESOLUTION NO. C -454, BE IT.RESOLVED BY THE CITY OF YAKIMA, WASHINGTON: That it is its intention to improve the following streets by the construction of concrete curbs and gutters: The West side of 30th Avenue North; the east and west sides of 31st Avenue North and the east side of Grand- view Avenue from Barge Street to Summitview Avenue; the west side of Grandview Avenue from a. point 1-43.8 feet south of Barge Street to a. point 144 feet north of Barge Street; the north side of Barge Street from 30th Avenue North to Grandview Avenue; the north and south sides of Barge Street from Grandview Avenue to Hillcrest Avenue; the east side of 34th_ Avenue North from West Yakima_ Avenue to a. point 144 feet north of the north line of Barge Street; the west ride of 34th Ave- nue North from *West Yakima Avenue to a point 144 feet north of the north line of Taylor Way; Taylor Way from 34th Avenue North to Hillcrest Avenue. The district to be assessed is described as follows: Beginning at the intersection, of Summitview Avenue with 30th Avenue North; thence south along 30th Avenue North to Barge Street; thence West along Barge Street to Grandview Avenue; thence south along Grandview Avenue to the north line of Apex Addition; thence westerly along said north line to a. point 155 feet east of the east line of 34th Ave. North; thence south to West Yakima Avenue; thence west along West Yakima Avenue to a point 155 feet west of west line of 34th Avenue North; thence north to the south line of Vandiver Place; thence hest along said south line to Hillcrest Avenue; thence north along Hillcrest Avenue to a point _ 144 feet north of Taylor Way; thence easterly and paral- lel with Taylor Way to 34th Avenue North; thence south along 34th Avenue North to a point 144 feet north of Barge Street; thence easterly and parallel_ with Barge Street to Grandview Avenue; thence north along Grand- view Avenue to Summitview Avenue; thence easterly along Summitview Avenue to the point of beginning; said improvement to be constructed in full accordance with the plans and specifica- tions to be prepared by the City Engineer and filed with the City Clerk. All persons who may desire to object to said pron6 sed improve- ment are hereby notified. to apr)ear and present such objection, if any, at a meeting of the City Commission to be held. at its office in the City Hall in the City of Yaki- ma, Yakima, County, Washington, at the hour of ten o'clock. A. M., on.Monday, the 11th day of March, 1940, which time and place are hereby fixed for the hearing of all matters related to said proposed improvement, or objections thereto, and for deter- mining the method of payment therefor; and the City Clerk is hereby directed to give due notice of said 'nearing and of the intention to make the aforesaid improvement. The cost and expense of said, improvement shall be distributed as follows: The labor and a portion of the materials shall be furnished by the Works Projects Administration, and the balance of the cost a.nd_ expense, including the ac- quisition of right of way, engineering, inspection, advertising, publication of notices and all other expenses incident thereto shall be levied and assessed against the pro- perty included in the district, above described, and legally and properly assessable therefor as provided by lalr,; and the City Engineer is hereby directed to submit to _ the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted. Moved by Clark, seconded by Washburn that this being the time for receiving bids for the City printing for the ensuing year, and the bid of the Republic Publishing Com- pany being the only bid submitted in the sum of 48 cents per column inch per insertion of non.pareil type; it is ordered that said bid. be awarded to the Republic Publishing Company and the Mayor and City Clerk are hereby authorized to enter into a. contract on behalf of the City of Yakima for the doing of said work: carried, Riley, Washburn and Clark voting aye on roll call. ORDINANCE NO. B -437, entitled, ".AN ORDINANCE fixing the time of delinquency of in- stallments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 545, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof ", was introduced. by Clark and read by the City Clerk. r I Moved by Riley, seconded by Washburn that Ordinance No. B -437 be passed to its second reh.ding and re' -Pd by title only: carried, Riley, Washburn and Clark voting aye on roll call. Moved by Clark, seconded by Washburn that this being the time for the hearing on the assessment roll in Local Improvement District No. 552, providing fo r.the construction of curbs and gutters in said district and there being no objections in writing or otherwise to said. assessment roll or any part thereof; it is ordered that the ordinance confirming said assessment roll and every part thereof be passed as finally read: carried, Riley, Washburn and Clark voting aye on roll call. ORDINANCE NO. B -438, entitled, "AN ORDINANCE confirming the assessment roll covering Local Improvement District No. 552, as created and established by Ordinance No. B -391 of the ordinances of the City of Yakima ", was introduced. by Clark and recd by the City Clerk. M; carried, Riley, Washburn and Clark voting aye on roll call. ADJOURNED MEETING, FRIDAY, FEBRUARY 23, 1940, 9 A. M. The City Commission met pursuant to adjournment, Mayor Riley and Commissioners Wash- burn and. Clark present on roll call. RESOLUTION NO. C -455, WHEREAS, it is the desire of the City of Yakima that the direc- tor of highways paint the traffic line and parallel parking line along the routes of PSH No. 3 & 5 within the corporate limits of Yakima, NOW, THEREFORE, BE IT RESOLVED, that the City of Yakima does hereby acknowledge that it will not satisfactorily accomplish and will delay and be unable to paint said traffic and parallel lines on such City streets and waives notice of the director of highways thereof; BE IT FURTHER RESOLVED, that the director of highways is request- ed and permitted to paint said traffic and parallel lines to the amount of Two Hundred ($200.00) dollars, an amount not in excess of the amount of money now credited or reasonably anticipated. to accrue to the City of Yakima, in the motor vehicle fund dur- ing the next fiscal year, such traffic and parallel lines painting cost to be charged against the amount so•cred.ited., or to be credited; and BE IT FURTHER RESOLVED, that upon statement of the cost of such traffic and parallel line painting and journal voucher therefor, approved by, the City of-Yakima, for all labor, equipment, materials, supplies and engineering, the State Auditor is authorized and directed to reserve and credit to the department of high - says in payment for such traffic and parallel .line painting any funds credited or to be credited to the City of Yakima in the motor vehicle fund not to exceed the above specified sum; all in accordance with the provisions of Chapter 18-7 Session Laws of 1937.
