OCTOBER 12, 1964
The City Council met in regular session, Mayor Larson, Councilmen Brazier, Kurbitz, Lambert,
Munger and Robinson, CitV Manager and City Attorney Andrews present on roll call. Lynch absent.
MOVED by Robinson, seconded by Munger that Councilman Lynch be excused from this meeting: carrie
Brazier, Kurbitz, Lambert, Larson, Munger and Robinson voting aye by voice vote.
The invocation was given by Councilman Lambert.
The minutes of the regular meeting of October 5,.1964 and the recessed meeting of October 8, 1964
were approved as corrected.
The minutes of the Investment Committee's meeting of Friday, September 25, 1964 having been sub-
mitted to the City Council as requested at their meeting of October 5, 1964, and the following
investment report having been submitted by the Deputy City•Treasurer:

it was MOVED by Robinson, seconded by Lambert that said report dated September 30, 1964 be accept,
ed and approved: carried, Brazier, Kurbitz, Lambert, Larson, Munger and Robinson voting aye by
voice vote. Lynch absent.
Petition No. 304 having been filed with the City Clerk on the 5th day of October, 1964 by the
Timberline Properties, Inc., of Edmonds Washington, requesting the rezone of property located at
2904 Nob Hill Boulevard, it was MOVED by Brazier, seconded by Robinson that said petition be re-
ferred to the City Manager and Planning Commission for 'study and recommendation:. carried,
Brazier, Kurbitz, Lambert, Larson, Munger and Robinson voting aye by voice vote. Lynch absent.
Discussion indicated that this action is being sought in order to make said property conforming
with the surrounding property.
Petition No-. 305 and No. 306 having been filed with the City Clerk on the 5th and 6th dais of
October, 1964, respectively by Robert L. Alderson and others, Petition No, 305 praying for the
annexation of certain property between Hathaway and Frui.tvale Boulevard and and Avenue and 15th
Avenue and Petiton No. 306 requesting the formation of a local improvement district for the con-
struction of sewers on Hathoway from North 15th to approximately 850 feet east of said street,
and Mr. Harry C. Egbert having filed in writing a request to withdraw his name from Petition
No. 305, the annexation petition, and Mf. Cresci and Mr. Flood being present at•this, meeting and
protesting both the annexation and the construction of sewers, it was MOVED by Robinson, seconded
by Lambert that these matters be continued to the next regular meeting of the City Council on the
19th day of October, 1964: carried, Brazier, Kurbitz, Lambert, Larson, Munger and Robinson vot-
ing aye by voice vote. Lynch absent. Discussion indicated that the withdrawal of the Egbert
property reduces the signers to less than 75o in value of the property described.
An ordinance appropriating the sum of $55.,200. from the unappropriated monies in the Water -Sewer
Fund to.the 1964 Budget for the same fund, for.the construction of the Airport Well, having been
read in its entirety, was ordered laid on the table for one week, to be considered•at the next
regular meeting of the City Council on the 19th day of October,,1964.-
Moved by Robinson, seconded by Munger that Resolution No. D -738 transferring the sum of $2,164.00
within the 1964 Budget for the Civil Defense Department, be passed as read: carried, Brazier,
Kurbitz Lambert, Larson, Munger and Robinson voting aye on roll call. Lynch absent. This
matter was discussed with. Bert Everst, City of Yakima Civil Defense Director, who indicated tthat
this transfer is being made to replace worn out equipment and extend radio communication lines.
RESOLUTION NO. D -73$, A RESOLUTION transferring the sum of $2,164.00 within the 1964 appropria-
tion for 07'- Civil Defense Department.
The Planning Commission reporting on Petition No. 296 as filed by Ronald E. Poole and recommends
the annexation of property north of Ferol Lane as described in said petition, it was MOVED by'
Brazier, seconded by Lambert that said petition be approved as meeting the requirements of law;
that the City Manager and the Mayor be authorized to obtain waivers of a meeting of a Review
Board, as authorized by law; and that an order be prepared fixing November 2nd, 1964 as the time
for a public hearing by the City Council: carried, Brazier, Kurbitz, Lambert, Larson and Munger
and Robinson voting aye by voice vote. Lynch absent.
In accordance with a formal written motion passed by the City Council on August 31, 1964 with
regard to the matter of a resolution of intention passed by the Planning Commission and'the re-
zoning of certain property located at 106 North 7th Avenue and 105 Pierce Avenue and owned by
Violet Ottiano and Vera G. Mc Neil, Planning Director Rudy Gast reported that the Planning
Commission has decided to take no further action on this matter. No further action is,requi.red
nor was taken by the City Council on this matter.
Councilman Brazier brought on for discussion the matter of the reading of the minutes at Council
meetings, indicating that said minutes are too detailed and.take up too much time. After dis-
cussion, it was MOVED by Robinson, seconded by Brazier that the reading of the minutes by the
Clerk of the Council be dispensed with providing two members of the Council will certify that
the minutes are correct: carried, Brazier, Kurbitz, Lambert, Larson, Munger and Robinson voting
aye by voice vote. Lynch absent. Council indicated that the minutes will be read if requested
by any citizen attending the meeting.
There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by
Brazier, that we do now adjourn at the hour of 4:10 P.M: carried,.Brazier, Kurbitz, Lambert,.
Larson, Munger and Robinson voting aye by voice vote. Lynch absent. t
