OCTOBER 5, 1964 3 P.M.
The City Council met in regular session, Mayor Larson, Councilmen Brazier, Kurbitz, Larson,
Lambert, Lynch, Munger and Robinson , City Manager Smith and City Attorney Andrews present on
roll call.
The Invocation was given by Councilman Munger.
The Minutes of the regular meeting of September 28, 1964 were approved as read.
In accordance with Resolution No. D -733, which adopted the 1965 preliminary budget for the City
of Yakima and Notice having been given by the City Clerk, Mayor Larson declared the meeting open
for hearing of the proposed 1965 budget. Council stated that after much study and discussion,
and with the limited funds available, the following changes in the 1965 Preliminary Budget are
'suggested in order to adjust some of the inequities in certain city employees positions. For the
Fire Department, it is'suggested that $2500.00 be provided for overtime pay, and that additional
funds be provided for 1 New Fireman and to increase salaries in the amount of $40 per month for
4 Battalion Chiefs and to increase salaries in the amount of $20.00 per month for 1 Fire Marshall,
1 Radio Technician and 1 Signal Superintendent. For the police Department, it is suggested that
$2,863 be added to the police budget for overtime pay, and that additional funds be provided for
one new policemanCl. and to increase salaries in -the amount of $20.00 per month for 15 Police Sgts.
and 4 Captains. In other departments, it is suggested that funds be provided to increase salaries
in the amount of $20.00 per month for the following positions: Cemetery Superintendant, Airport
Manager, Sanitation Superintendant, Garage Superintendent, Utility Office Manager, 1 Street
Foreman and 1 Water Foreman. The total amount involved in these adjustments is $24,683 and
covers 33.City positions. It was MOVED by Robinson, seconded by Munger that the City Manager
be directed to draw an ordinance to be presented to the Council for their action at the Budget
Hearing which is set for Thursday, October 8, 1964 at the hour of 4730 p.m. with the modifications
as listed above. In discussion, Detective Sgt. Amos asked the Council to still consider in-
creasing the basic salaries of Polcieman in order to acquire qualified men. Mr. Ed. Fund, of
the Fire Department, stated he appreciated the changes suggested by the Council in this budget,
but that inequities still exist between positions within the Fire Department and that the council
should still consider these inequities. Mr. Connors also spoke in favor of additional changes
to increase salaries of fire and police personnel. Council reiterated their awareness of the
problems which were discussed, but stated that with.the limited resources, the changes suggested
are the most equitable solution at the present time. Mayor Larson commented that until cities
are allowed by the State to levy more taxes, that additional revenue will not be available.
Mayor Larson then called for a.vote on the original motion to prepare the budget ordinance:
carried, Brazier, Kurbitz,.Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote.
4 Notice of Intention to Commence Annexation Proceedings having been filed with the City Clerk
on September 18, 1964 by Robert L. Alderson for certain property located between Hathal�ay Street
to Fruitvale from 15th Avenue to the East Line of Lot 21, of J. H. Hathaway's Five Acre Tracts,
and it being noted that Mr. Alderson, the signer of said notice was present at this meeting, it
was MOVED by Robinson, seconded by Lambert, that this date, October 5, 1964 be set as the time
of meeting with the initiating party, Mr. Alderson: carried, Brazier, Kurbitz, Lambert, Larson,
Lynch, Munger and Robinson voting aye by voice vote. V Mr. Alderson having stated to the Council
that he was willing to assume the city's existing indebtedness, it was MOVED by Lambert, seconded
by Munger, that the Annexation proposed by Mr. Alderson be accepted by the City of Yakima and
that the area to be annexed be required to assume its share of the city's existing indbtedness:
carried, Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote.
Mr. Alderson stated.that a petition would be filed with the city as soon as possible.
Petition No. 303 having been filed with the City Clerk on October 1, 1964 by Thecla Regimbal and
others praying for the annexation of certain property located between South 9th Avenue and Cornell
and between Washington Avenue and Mead, it was MOVED by Lynch, seconded by Robinson that said
petition be referred to the City Manager and Planning Commission for Study and Recommendation:
carried, Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote.
The petitioners are asking to be annexed in order to obtain city sewer services as they are con-
cerned about health hazards in the area due to inadequate septic tanks. Public Works Director
Mayo informed the Council,that there would be n ifficulty for the city in connecting this area
to city services. //
MOVED by Lynch, seconded by Munger that Ordinance No. 573 , an ordinance annexing property ,
which is part of the Yakima Municipal Airport to the City of Yakima, be passed as read: carried,
Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting aye on roll call.

Cornell, Howland, Hayes and Merryfield, Consulting Engineers, having submitted a report recommendi
payment of monthly Estimate No. 5 for work done through September 25, 1964 on the gewage Treatment
Plant and Industrial Waste Pump Station Additions, in the amount of $102,932.24`. , it was MOVED
by Robinson, seconded by Munger that said report dated September 29, 1964 be accepted and approved
and that said estimate therein set forth be paid.'to the contractor, G. R. Leischner Construction
Co.: carried, Brazier, Kurbitz, Lambert, Larson, Lynch Munger and Robinson voting aye by voice
vote.
Gray & Osborne, Consulting Engineers, having submitted Estimate No. 4, in the amount of $57,292.17
covering the amount due the contractor for labor and materials furnished in connection with 1964
Street Improvement, Summitview Avenue, it was MOVED by Lynch, seconded by Robinson, that said
report dated October 1, 1964, be accepted and approved and that said estimate therein set 'forth
be paid to the contractor, Superior Asphalt & Concrete Co: carried, Brazier, Kurbitz, Lambert,
Larson, Lynch, Munger and Robinson voting aye by voice vote. Mr. June, representing Gray &
Osborne-, informed the Council that the expected completion date for t9is project is October 23,
1964.

MOVED by Robinson, seconded by Lambert that the Investment Committee's report dated September 30,
1964, on Investments purchased and sold during the month of September be deferred until the next
regular meeting of the Council, in order that Council may review.the minutes of the Investment
Committee meeting held on September 25, 1964: carried, Brazier, Kurbitz, Lambert, Larson, Lynch,
Munger and Robinson voting aye by voice vote.
On the matter of the rezone of that part of the Dr. A. J. Myers property located at 38th &
Tieton Drive and occupied by the Union Oil Service Station, it was MOVED by Munger, seconded by
Robinson that October 19, 1964 at the hour of 8p.m. be set as the time of hearing by the City
Council, and that the City Clerk give notice of such hearing as required by law: carried, BrazierA
Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote.

it was MOVED by Munger, seconded by Lambert that the recommendations of the City Engineer be
accepted and that this bid be awarded to DeBlasio Brothers and that the City Manager be and is
hereby authorized to enter into a contract on behalf of'the City of Yakima upon the filing of the
proper bond and insurance by said contractor: carried, Brazier, Kurbitz, Lambert, Larson, Lynch,
Munger and Robinson voting aye by voice vote.
MOVED by Lynch, seconded by Robinson that Mr. Verne Kukuk, of 1208 Fruitvale , owner of the
Bonnie Belle Motel, be allowed to place a trailer on his property to be used as a construction
office and his temporary home for the period of one year starting this date, October 5, 1964
carried, Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote.
VIn discussion Mr. Kukuk explained to the Council that he is planning to expand his motel; and in
order to do this it will be nexessary to remove his present home from the premise.'
Moved by Robinson, seconded by Munger that the City Council lend support to a Resolution of the
Association of Washington Cities, a resolution opposing the efforts of Federal Government agencies
in attempting to open municipal watersheds for unrestricted access and recreational development
without regard to the economic requirements of the area and contrary to the recommendation of locJ
interests and Public Health Authorities. In discussion, Councilman Lynch stated he would like
to know both sides of the story before voting on a matter such as this. C. Brazier stated that
he was not well enough informed on this subject to be able to vote intelligently. C. Kurbitz
suggested this matter be deferred until further information could be obtained. Mayor Larson
stated that anything whibh contributes to the Public Health and Welfare of a community as this
resolution does should be given support. Motion was carried, Lambert, Larson, Munger and Robin-
son voting aye by voice vote. Lynch voting Nay. Brazier and Kurbitz not voting.
City Manager Smith took this time to express his appreciation to the Council for the opportunity
to attend the International Conference of City Managers in Chicago. He stated the exchange of
information and knowledge obtained from the various sessions he attended wodld be very useful.

City Manager Smith also announced that the Annual meeting of the Pacific Northwest Pollution
Control Association will be held in Spokane on October 22 and 23 at the Ridpath Hotel. A
varied programiis offered covering air and water ,pollution problems. If convenient, Council
suggested that possibly Dr. Harris and the City, Manager might attend this meeting.
City Attorney Andrews than referred back to the matter of the Ordinance passed annexing Airport
property to the City, and informed the Council that a date of hearing for the rezoning of
this property should be set. It was MOVED by Robinson, seconded by Lynch, that October 19, 1964
at the hour of 8 p.m. be set as the time of hearing by the City Council, and that the City
Clerk give notice of such hearing as required by law.: carried, Brazier, Kurbitz, Lambert,
Larson, Lynch, Munger and Robinson voting aye by voice vote.
There being no further busindss to come before the Council, it was MOVED by Kurbitz, seconded
by Brazier, that we do now RECESS until - THURSDAY, October, 8, at the hour of 4;30 p.m.carried,
Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote.
RECESSED MEETING, THURSDAY, OCTOBER 8, 1964, 4:30 P.M.
The City Council met on this date pursuant to recession, Mayor Larson convening the meeting at
the hour of 4:30 P.M. Councilmen Brazier, Kurbitz, Lambert, Lynch,.Munger and Robinson, City
Manager Smith and City Attorney Andrews present on roll call.
The invocation was given by Councilman Brazier.
This meeting being convened for the purpose of considering and passing an ordinance providing for
the 1965 Budget, it was MOVED by Munger, seconded by Lambert that Ordinance No. 574-adopting a
budget for the City of Yakima, for the year of 1965, appropriating funds for the estimated ex-
penditures and fixing and levying the amount of taxes necessary to balance the estimated revenue
with the estimated expenditures, be passed as read: Finance Director, Ray Mc Graw explained that
the alternatives accepted and approved by the City Council at their October 5, 1964, meeting,
are incorporated in the final figures as set forth in'this ordinance. Mr. Chet Hanson, Field
Representative for Local 1122, Yakima Municipal Employees Union, spoke for the non - uniform
employees indicating that all employees should be given raises, not just a few and requested the
Council to consider longevity for non - uniform personell since the Fire and Police already have
this benefit. With regard to longevity, Manager Smith explained that L� of the 10, lst class
cities pay longevity to Fire and Police and that 6 have no longevity program. Mr. Hansen indicat
ed that Bell'ingham, will, in 1965, inaugurate a longevity program for all employees. Discussion
indicated that the 33'salary. increases made in the 1965 Budget are adjustments to make the
classification and compensation plan more fare and equitable. Mayor Larson indicated that he is
in favor of a blanket raise-for all employees. Councilman Lynch indicated that he is opposed to
blanket raises. All persons having been heard both for and against said ordinance, Mayor Larson
called for a roll call vote on the Motion to pass Ordinance No. 574 and it passed: Brazier,
Lambert, Larson, Lynch, Munger and Robinson voting aye on roll call. Kurbitz voting nay on roll
call, explaining and protesting the money included in the budget for the Planning Department and
the Federal Grant being acquired for their use. He also protested the uses of surpluses.
There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by
Brazier that we do now adjourn at the hour of 5:00 P.M: carried, Brazier, Kurbitz, Lambert,
Larson, Lynch, Munger and Robinson voting aye by voice vote.
