SEPTEMBER 21 1964, 8 p.m.
Prior to the convening of the regular meeting of the Council, Manager Smith announced in the
Council Chambers that the Council meeting would reconvene after the invocation X#jX at the
Yakima Regional Library because of the large attehddnce.
The City Council met in regular session, Mayor Larson, Councilman Brazier, Kurbitz, Lambert,
Lynch, Munger and Robinson, City Manager Smith and City Attorney Andrews present on roll call.
Councilman Brazier gave the invocation.
It was then MOVED by Robinson, seconded by Munger that because of the large attendance,that this
meeting be held at the Yakima Valley Regional Library ; carried, Brazier, Kurbitz, Lambert, Lynch,
Munger and Robinson voting aye by voice vote.
The meeting was reconvened by Mayor Larson at the Yakima Valley Regional Library at 8;06 p.m.and
Councilman Brazier, Kurbitz, Lambert, Lynch," Munger and Robinson were present.
The minutes of the regular meeting of Sept. 14, 1964 were approved as corrected.
This being the time fixed by the City Council for the hearing on the assessment roll of L. I. D.
No. 912, Clift Plat and other Domestic Water and there being no protests in writing or otherwise
it was MOVED by Robinson, seconded by Lynch, that Ordinance No. 564, confirming the assessment
roll for L I D No. 912 and every part thereof, be passed as read; carried, Brazier, Kurbitz,
Lambert, Larson, Lynch, Munger and Robinson voting aye on roll call.

This being the time fixed by the City Council for the heating on the assessment roll of L I D
914 , South 41st Avenue, Domestic Water District, and there being no protests in writing or
otherwise, it was MOVED by Lynch, seconded by Kurbitz, that Ordinance No: 565 confirming the
assessment roll for L I D No. 914 and every part thereof be passed as read; carried, Brazier, Kur-
bitz, Lambert, Larson, Lynch, Munger and Robinson voting aye on roll call.

Petition No. 299, requesting the rezone of certain property from R -3 to B -1 at 414 South 30th Ave
having been filed with the city clerk on Feb. 17, 1964, by John A. Frates and others, it was
MOVED by Robinson, seconded by Munger that said petition be referred to the City Manager and
Planning Commission,-,for study and recommendation: carried., Brazier, Kurbitz, Lambert, Larson,
Lynch, Munger and Robinson voting aye on roll call.
MOVED by Lambert, seconded by Munger that Ordinance No. 566, an Ordinance fixing the time of
delinquency and providing for the issuance of Installment Notes for the payment of unpaid portion
of L I D No. 906, West Viola, Barge and Mary Lin Paving District be passed as read: carried,
Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting aye on roll call.
ORDINANCE NO. 566, AN ORDINANCE fixing the time of delinquency of installments of assessments
levied for the payment of the cost of the improvement in Local Improvement District No. 906, and
providing for the issuance of Local Improvement District Installment Notes for the payment of
the unpaid portion thereof.
MOVED by Munger, seconded by Lambert that Resolution No. D -733 a resolution adopting the 1964
preliminary budget for the City of Yakima and setting the date of hearing on the adoption of
the final 1965 budget on October 5, 1964, at 3 p.m. and that the city clerk give notice by
publication as required by state law be passed as read: Under discussion Vic Muitz on behalf of
the Police Department asked the council to consider adjusting and increasing the salaries for
Police Personnel, emphasizing the importance of this department in protecting the welfare of
our community. He further stated the adjustments are needed now in order to retain the interest
and service of present officers, and in order to attract qualified new men for positions which
must be filled in the Police Department. Council stated it full realized the importance of ade-
quate police protection for Yakima but that new revenue is not full
at this time, and that
the total sum of the 1965 preliminary budget, as presented, must remain as it is. Council stated
that other departments of the city must also be considered in these adjustments. It further
stated that the only changes which can be made in the preliminary budget are on the individual
items within the budget, but not to exceed the total. Detective Sgt. Ernie Amos of the Police
Department stated that the work load of the Police Officers has increased with the growth of
the city, but that the number of officers is on about the same level as it was in 1948.. He felt
that these adjustments should be made in this 1965 budget in order to be fair to Police personnel.
Mr. Ed Fund speaking for the Fire Department stated that first consideration should be given to
the budget requests of the Police and Fire Department since the -ye departments are responsible
for the safety and welfare of our community. He further stated that the Yakima FirenDepartment
is 22 men short to adequately serve Yakima, according to the Standards set by the National Board
of Firemen. Sgt. Metzer of the Police Department asked the Council whether the department could
still confer with the Council on this matter. Council stated that it is willing to meet with
this group for further discussion before the final budget is approved on Oct. 5, 1964. Mayor
Larson than called for a vote on the original motion: carried, Brazier, Kurbitz, Lambert, Larson
Lynch, Munger and Robinson voting aye on roll call.
RESOLUTION NO. D -733 , A RESOLUTION adopting the 1965 Preliminary Budget for the City of Yakima,
setting a date for hearing on the adoption of the Final 1965 Budget, and directing the City
Clerk to give notices of Budget proceedings:
Moved "by Robinson, seconded by Munger that Resolution No. D 734 - a Resolution appointing Fred
H. Andrews as Acting City Manager for a period of time commencing September 28:;: 1964 through
October 1, 1964, be passed as read: carried, Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and
Robinson voting aye on roll call.
RESOLUTION NO. D -734'0 A RESOLUTION appointing Fred H. Andrews as Acting City Manager
The following bids having been received by the Bid Board for the North 46th Avenue and various
Street Paving Projects:

and the City Engineer having recommended that Yakima Cement and Asphalt Paving Co. be awarded
the contract for the referenced improvements as low bidders for both Schedule I & II, it was MOVE
Robinson, seconded by Munger that the recommendation of the Engineer be accepted and that the Cit
Manager be authorized to enter into a contract with said bidder on behalf of the city of Yakima,
upon the filing of the proper bonds and insurance; carried, Brazier, Kurbitz, Lambert, Larson,
Lynch, Munger and Robinson voting aye by voice vote.

The City Engineer having reported the completion of work for the Peach Ten and Various other
Street Improvements, L. I. D. 903, it was MOVED by Munger, seconded by Lambert, that the date
of hearing on the assessment roll be set for October 19, 1964, and that the City Clerk give
notice of Public Hearing awl by publication and to each property owner in the district as re-
quired by law; carried, Brazier, Kurbitz, Lambert, Larson, Lynch, Munger and Robinson voting
aye by voice vote.
The matter of the changes to be made in the water supply system was brought up for discussion..
Councilman Robinson requested to be heard prior to Mr. Lipscombs oral report. ,C. Robinson in-
formed the audience that before any decision is made with regard to the proposed water system
changes, that all aspects will be explored in this matter. He explained that the Domestic
Water Treatment Plant must be constructed in order to meet the requirements of the State Health
Department. In considering these changes , long range planning for Yakima must be considered
so that the future water needs for Yakima are adequate. The domestic and irrigation water
system chosen will determine how large a treatment plant will be needed. He further stated that
the wood stave pipe which carrys the domestic water to the city is very badly deteriorated and
needs replacements. With regard to the irrigation systeYP Councilman Robinson stated that tests
made -by engineers indicate leaking p2pplines which are causing extreme problems to the Sanitary
Sewer System, as well as pressure problems. He indicated that each irrigation water district
will have the opportunity to express their views as to how this should be accomplished. Council
stated it and the citizens are faced with the problem of determining whether the single
system proposed by the-Consulting Engineers, or the combined dual system will be more feasible
in supplying the domestic and irrigation water needs of our community. The Council is con-
cerned as are our citizens about the expense involved in this project, but Council emphasized
that a need for an adequate water system is imperative. Councilman Robinson assurred those
in attendance that no immediate or arbitrary action will be taken by the Council on this matter.
Mr'. Vere Lipscomb,spokesman for east side citizens who opposed the single system at a meeting
held at Washington Junior High School last weep, introduced members of his Committee, who were
Mr. Wilbur Lynn „ Ralph,WigelFc Charles Erickson. Mr. Lipscomb asked the Council to not act
hastily in their decision for the proposed changes in the water system. He stated that the
consensus.of.those he represented felt that the matter of replacing of irrigation pipes is not
urgent as indicated in the consulting engineers report, and that he felt the engineers report
was highly selective to s=avoring the single system. He further stated that the people he re-
presented felt that the cost for irrigation water under the single system would be prohibitive
and lawns and yards could not adequately be irrigated. Others protesting at this meeting were
Mrs. Roy, Rice, Mrs. Lloyd Kelley, Mrs. Ruth Schneider, Mrs. Tanner, Mr. Earl Rockwell, Mr.
Henry Dodge and Mr. Herb Barstow. Consulting Engineer, Dewitt Tufts, of Gray & Osborne, discuss(
the many phases of this project with those present, answering questions about the single system,
combination -dual system, water pressure, pipe sizing, and method of determining leakage tins pipes,
Mr. 0. Lindgren of Gray & Osborne was also present and discussed City Water rights. Mr. Frank
Stein, Public Utility Director, stated that leakage in irrigation pipes is very evident by the
many tests made by the Consulting Engineers, and this water from these leaks is infiltrating
the sewer system. He felt it was necessary for these pipe lines to be replaced. He also stated
that the wood stave irrigation line to the city is badly deteriorated and must be replaced. A
Resolution was read by.£eorge Farnsworth from the Disabled American War Veterans/protesting the
cost involved in the proposed changes in the water system and further steted that it would be
a great hardship financially to the Disabled Veterans as well as others with samll fixed incomes,
Mr. Lipscomb again urged the Council tojgive this matter full study before any decision is made
and thanked the Council for their consideration in this matter.
A petition , No. 301, filed with the City Clerk at 4;'45 p.m. on September 21, 1964 by Robert
Dittmar and others, requesting that the Parking Lane on Summitview between 16th and 32nd Avenue
be changed from the Southside to the North Side, was brought up for discussion. Mr. Dittmar
representing 126 petitioners, stated that many children and other people use the yards on the
North Side as a walking lane, and there is extreme danger, with the traffic lane abutting the
yards that individuals stepping off the curb when walking around fences and other objects, of
serious accidents occurring. Others present agreeing with Mr.. Dittmar , were Mr. Bernazzani,
Mrs. Adams, Mrs. Hines and Mrs. Dittmar. Council stated that the south side was recommended
because it would act as a safety buffer between the sidewalk and traffic lane and be a safeguard
to the. children using the sidwalk. Mr. Dittmar stated that this policy was not followed on
Lincoln Avenue. Councilman Kurbitz stated he could see no reason why the lane could not be
moved to the North side and this would be helpful , in view of the fact that the traffic lane
was so close to the homes on the north side. Public Works director Mayo stated that although
he preferred the south side for safety, that there would be no engineering problem in changing
to the North side. Councilman Lynch and Brazier stated thaty they would like to defer this
matter until further study could be made to determine on which side the parking lane wind be
more feasible. Councilman Kurbitz stated that since the 126 petitioners on Summitview wished
to have the parking lane on the North side, that we should abide by there.wishes. It was then
MOVED by Kurbitz, seconded by Robinson, that the City Engineer be authorized to change the
parking lane on Summitivew between 16th and 32nd Avenues to the North side as requested by
the petitioners: carried, Xurbitz, Lambert, Munger and Robinson voting aye by voice vote. Lynch
voting Nay. Brazier and Larson not voting.
There being no further business to come before the Council , it was MOVED by Kurbitz, seconded
by Brazier , that we do now adjourn at the hour of 12:45 A.M. carried, Brazier , Kurbitz,
Lambert, Larson, Lynch, Munger and Robinson voting aye by voice vote.
