Councilman Brazier and Kurbit: present after 3:05 P.M. The invocation was given by Councilman Munger. The minutes of the regular meeting of February 3, 1964 were approved as read. Petition No. 243 having been filed with the City Clerk on February 5, 1964 by- 'the,American Oil'.. , Company requesting the rezone of certain property located at 701 North 5th Avenue, it was MOVED by Lynch, seconded by Munger that said petition be referred to the City Manager and the Planning Commission for study and recommendation: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Mungei and.Robinson voting aye by voice vote. Petition No. 244 having been filed with the City Clerk February 6, 1964 by Joe J. Ernst requesti the formation of a local improvement district for the construction of water mains north of Englewood between 46th Avenue and Nob Hill Road, it was.MOVED by Robinson, seconded by Lemon tha said petition be referred to the City Manager and staff for study and recommendation: carried,. Brazier, Kurbitz, Larson, Lemon, L nch, M,,nger and Robinson voting aye.by voice vote. Petition No. 245,having been filed with the City Clerk on February 6, 1964 requesting the forma - tion.of a local improvement district for the construction of sanitary sewers on Carriage, Drive from Conestoga Blvd. to Surrey Lane, it was MOVED by Robinson, seconded by Lynch that said petition be referred to the City Manager and staff for study and recommendation. carried, Brazie Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Moved by Lynch, seconded by Lemon that Resolution No. D -654 being a resolution of intention to improve certain property by the construction of curbs and gutters and the surfacing of Lenox Avenue from South 3rd Avenue to South 16th Avenue and the construction of sidewalks on one side of the street only,'and fixing the date of hearing on said matter for the 9th day of March, 1964, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. RESOLUTION NO. D -654, A RESOLUTION of intention to create a local improvement district. Moved by Robinson, seconded by Munger that Resolution No. D -656 standardizing water meters for installation within the Citv of Yakima and authorizing and directing the purchase of water meter d. without calling for bids an repealing Resolution No. D -543, be passed as read: carried, Brazie Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. RESOLUTION NO. D -656) A RESOLUTION standardizing water meters for installation within the City of Yakima, authorizing and directing the purchase of water meters without calling for bids, and repealing Resolution No. D -543• Discussion of this matter indicated that since standardization in March of 1963 under Resolution No. D -543 the Vendor has defaulted on deliveries and to avoid problems of delivery and keep our standardization program it is desireable to amend the resolution to allow us to purchase small meters from both Neptune and.. Hersey- Sparling and the large meters from Hersey- Sparlling only. - The Planning Commission reporting and recommending that the property located at 1112 South 16th Avenue between Nob Hill Boulevard and Stone Street be rezoned, it was MOVED by Robinson, seconde by Lynch that March 2, 1964 be set as the time for a hearing by the City Council on the matter o the rezone of certain real property as petitioned by Will Hackett and Marguerite Hackett on Petition No. 23$ and that the Ci.tv.Clerk give notice of such hearing as required by law: carrie Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. The Planning Commission reporting and recommending the annexation of certain property described i Petition No. 241 and further recommending that said property be zoned R -1, single family residen( upon annexation, it was MOVED by Munger, seconded by Robinson that said Petition as filed by Ray Kooser and others, be approved as meeting the requirements of law; that the City Manager and the Mayor be authorized to convene a Review Board, as required by law, for a hearing and review of ti proposed annexation; and-'that a resolution be prepared fixing March 2, 1963 as the time for a public hearing by the City Council on this petition: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye.by voice vote. Richter, City Treasurer it was MOVED By Robinson, seconded by Munger that the City Treasurer' report dated January 31, 1964 regarding the investments of the City of Yakima, be accepted and approved: carried, Brazier, Kurbitz, Larson, Lemon, L_rnch, Munger and Robinson voting aye by voice vote. Gray and Osborne, Consulting Engineers for the City of Yakima, having submitted bid summaries on bids received Monday, February 12, 1964, covering Storm Sewers and Irrigation Structures in con- nection with the 1964 Street Improvement Program and said consultants recommending that the bide be awarded to Jess Mc Donald of Yakima, Washington who is the lowest bidder on Schedule I - Irrigation Reservoir, King Street Pump House, 38th Avenue Siphon Extension T. -jj-h the amount of $16,010.00 and Fred Traub of Selah, Washington who is the lowest bidder on Schedule II - Park Avenue Pipe Siphon and 16th Avenue Storm Drain, with the amount of $13,583.60, it was MOVED by 1 1 1 1 1 f it � 515 FEBRUARY 10, 1964 Robinson, seconded by Lemon that the.Consulti.ng Engineers report be accepted and approved and that the City Manager be and is hereby authorized to enter into 'separate contracts on behalf of the City of Yakima upon the filing of the.proper bonds by said contractors: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. The City Engineer having submitted a bid summary for bids opened on February 10, 1964 for the construction of the Broadway -Lenox Storm Drain project and recommending that the bid be awarded to Gaasland Company, Inc., of Bellingham Washington as the lowest and best bidder, it was MOVED by Lynch, seconded by Lemon that said bid in the amount of $122,111.50 be awarded to Gaasland Company Inc. and that the City Manager be and is hereby authorized to enter into a contract with said company upon the filing of .a proper bond by them: carried, Brazier, Kurbitz, Larson, Lemon Lynch, Munger and, Robinson voting aye by voice vote. Manager Smith informed the Council that Mr. Ben Lombard_, realtor is available to perform pro- fessional services for appraising Lenox Avenue right-of-ways-and requested authority to do this. It was MOVED.by Robinson, seconded by Lemon that Manager Smith be authorized to negotiate with Mr. Lombard on thes e matters and that a resolution authorizing the hiring of professional servic( for appraising Lenox Avenue right -of -way be prepared for the next regular rgeeting of the City Council.on February 17, 1964: carried, Brazier, Kurbitz, Larson., Lemon, Lynch, Munger and Robin! voting aye by voice vote.
