OCTOBER 25, 1961
The City Council met in regular session, Assistant Mayor Larson presiding. Councilmen Barber,
Keith, Larson, Lemon and Maxwell, City Manager Smith and City Attorney Arntson present on roll
call. Bostic and Robinson absent and excused.
The invocation was given by Councilman Lemon.
The minutes of the regular meeting of October 18, 1961 were approved as read.
An ordinance appropriating the sum of $12,000.00 from the unappropriated moneys of the Airport
Fund for the purpose of completing negotiations as authorized in Resolution No. D -301 for the
purchase of the hangar building owned by.Lamson Aircraft Inc., located at the Yakima Municipal
Airport, was read by the Clerk of the Council and ordered laid on the table until the regular
meeting of the Council on November 6, 1961.
Moved by Lemon, seconded by Maxwell that Ordinance No. 293 providing certain qualifications and
regulations for persons engaged in the business of plumbing and adopting the Western Plumbing
Officials' Uniform Plumbing Code as the Plumbing Code for the City of Yakima, be passed as read:
carried, Barber, Keith, Larson, Lemon, and Maxwell voting aye on roll call. Bostic and Robinson
absent. Discussion pointed out that Yakima's fee schedule is lower than most small cities
around us.
ORDINANCE NO. 293, AN ORDINANCE providing for the protection of the public health and safety,
and the quzlification and registration of persons engaged in the business of plumbing, or labor-
ing at the trade of plumbing; requiring a permit and inspection for the installation or altera-
tion of plumbing and drainage systems; creating an Administration Office and a Board of Plumber
Examiners and prescribing their duties; defining certain terms; establishing minimum regulations
for the installation, alteration or repair of plumbing and drainage systems and the inspection
thereof;: adopting with certain exceptions and amendments the Western Plumbing Officials' Uniform
Plumbing Code, 1961 Edition; providing penalties for the violation thereof; repealing Chapters
7.52; 11.44 and 11.48 of the City of Yakima Municipal Code and all other ordinances or parts of
ordinances in conflict herewith.
A resolution re- establishing the annual irrigation maintenance rates and charges for the year of
1962 and providing for a surcharge in certain areas having been read by the Clerk of the Council,
it was MOVED by Barber, seconded by Keith that said resolution be adopted. Discussion followed.
Garret Anderson, property owner being present, questioned the need for a raise in-irrigation rate;
Frank Stein, Superintendent of the Irrigation Department explained areas of need in the operation:
of screens, the replacement of wood lines, and the loss of pressure due to out dated irrigation
lines. The matter of converting our irrigation system to a utility was discussed. Attorney
Arntson advised that it will take an act of the legislature to convert our system to a utility
because of our complicated method of handling L.I.Ds. Members of the Council wishing to study
this matter further, it was MOVED by Maxwell, seconded by Barber that this matter be tabled until
the regular meeting of the Council on Monday the 30th day of October, 1961: carried, Barber,
Keith, Larson, Lemon and Maxwell voting aye by voice vote. Bostic and Maxwell absent.
Moved by Keith, seconded by Maxwell that Resolution No. D -327 authorizing and directing the City
Manager to negotiate for the purchase of certain property owned by Lawrence Sanford for the ex-
pansion of the Sprinkler system of the industrial waste sewer system, be passed as read: /carried,
Barber,Keith,, Larson, Lemon and Maxwell voting aye on roll call Bostic and Maxwell absent.
/Manager Smith informed Council members that this property has just been made.available and in
five or six years we will need another area for landfill and that there is a good deposit of
gravel on this land which can be utilized. Councilman Lemon suggested that it might be well to
contact the appraisers, Mr. Warren Eckles and Mr. Ralph Korn, who appraised land for the State
Highway, for an appraisal of this property.
Manager Smith reported on the Work Relief Program now available to the City stating that the City
will be required to pay the industrial insurance on stch labor and the State will pay the Medical
Aid portion of this insurance . He requested approval of his proposal to use this labor in the
following manner: 5 men in the Public Utilities Departments; 2 men at the Airport; 6 men.in the
City Hall to wash walls etc.; and,.6'men in the Public Works Departments at the Cemetery.
Councilmen concurring with the Manager in this program, it was MOVED by Keith, seconded by Barber
that the City Manager be and is hereby authorized to requisition these workasfro m the Welfare
Department: carried, Barber, Keith, Larson, Lemon and Maxwell voting aye by voice vote.
There being no further business to come before the Council it was MOVED by Barber, seconded by
Lemon that we do now adjourn at the hour of 4 :40 P.M.: carried, Barber, Keith, Larson, Lemon,
and Maxwell voting aye by voice vote. Bostic and Maxwell absent.
