NOVEMBER 23,1960
The City Council met in regular session,,Mayor Bostic, Councilmen Barber, Burns, Coombs, Larson,
Oliver and Robinson, and Acting City Manager Arntson present on roll call.
Councilman Barber gave the invocation.
The minutes of the regular meeting of November 16, 1960 were approved as read.
A petition, being Petition No. 63, requesting the rezone ,of certain property located at 303 and
305 North 1st Street ,from: B -2' to: B -3 - hay.in�, -been;` filed'.with the :..City' Clerk on the 18th day of
November, 1960 by Raymond E. Spratt and Myrtle S'pratt, it was MOVED by Barber, seconded by Coombs
that said petition be referred to the Planning Commission for study and recommendation: carried,
Barber, Bostic,Burns Coombs, Larson, Oliver and Robinson voting aye by voice vote.
A petiton, being Petitbn No.. 64, requesting the rezone of the entire East side of the 600 Block
on North 5th Avenue from R -3 to B -3, having been filed with the City Clerk on the 18th day of
November, 1960 by; M. E. Stone, it was MOVED by Robinson, secoril ed by Larson that said petition be
referred to the Planning Commission for study and recommendation: carried, Barber, Bostic,
Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote.
A petition, being Petition No: 65, requesting the rezone of certain property located at 16 South
11th Avenue and 15 South 12th Avenue, from R -3 to B- l,havirg been filed with the City Clerk on
the 22nd day of November, 1960 by Theresia M. Gilkey, it was MOVED by Oliver, seconded by Barber
that said petition be referred to the Planning Commission for study and recommendation: carried,
Barber, Bostic, Burns.,.Coombs, Larson, Oliver and Robinson voting aye by voice vote.
A petition, being Petition N. 66, requesting the rezone of certain property located on South
36th Avenue between Webster and Arlington from R -2 to R- 3,.having been with the City Clerk .

on the 22nd day of November, 1960 by John G. Swanson and Florence M. Swanson, it was MOVED by
Larson, seconded by Coombs, that said petiton be referred to the Plannirg Commission for study
and recommendation: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting
aye by voice vote.
After discussion, it was..agreed by members of the City Council that proponents,.of,.zoning should
be advised in some manner by the Planning Director that the City Council expects them to' submit
full data and evidence to the Planning Commission on their zoning requests in order that new
data and evidence is not presented to the City Council in case of an appeal from the decision of
the Planning Commission.
Moved by Larson, seconded by Oliver that Resolution No. D -195 transferring funds within the 1960
Budgets for Municipal Court, Irrigation Department and Police Relief and Pension Fund, be passed
as read: carried, Barbar, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll
call.
RESOLUTION NO. D -195, ^A RESOLUTION transferring funds within the 1960 appropriations for 03-
Municipal Court; 51 - Irrigation Department; and 62 - Police Relief & Pension Fund.
WHEREAS, surpluses exist in Account 7 -04, Clerical, of the Salaries
classification of the 1960 appropriation for 03 - Municipal Court; in Account. 7 -86, Water Assess=
ments & Storage, of the Maintenance & Operation classification of the 1960 appropriation for 51 -
Irrigation Department; and in Accounts 7 -17, Refunds, and 7 =19, Pensions, of the Maintenance &
Operation classification of the 1960 appropriation for 62 - Police Relief & Pension Fund, and
WHEREAS, illness which could not have been reasonably anticipated at the
time of the adoption of the 1960 Budget has caused greater expenditures under Account 7 -08, Extra
Help, of the Salaries classification of the 1960 appropriation for 03 - Municipal Court, and
WHEREAS, increased operations within the Irrigation Department have caused
greater expenditures in Accounts 7 -40, Auto., Parts '& Repairs, 7 -41, Auto., Motor Fuel, Et.,
and 7 -57, Telephone & Telegraph, of the Maintenance & Operation classification of the 1960
appropriation for 51 - Irrigation Department, than could have been reasonably anticipated at the
time of the adoption of the 1960 Budget, and
WHEREAS, increased medical expenses which could not have been reasonably
anticipated at the time of the adoption of the 1960 Budget required additional funds in Account
7 -18, Benefits, of the Maintenance & Operation classification of the 1960 appropriation for 62 -
Police Relief &. Pension Fund, and
WHEREAS, the City Council finds that it is in the best interests of the
people of the City of Yakima to make the transfers provided for herein, aryl the action contemplat-
ed is authorized by R.C.W. 35.33.120, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA :
Section 1. That the sum of $600.00 is hereby transferred.from Account 7 -0
Clerical, to Account 7 -08, Extra Help, within the Salaries classification of the 1960 appropria-
tion for 03 - Municipal Court.
Section 2. That the following sums are hereby transferred within the
Maintenance & Operation classification of the 1960 appropriation for 51 - Irrigation Department:

Moved by Barber, seconded by Coombs that Resolution No. D -196 extending the employment of Carl
Mogren to September 1, 1961 in accordance with the statute regulating Statewide City Employees
Retirement System, be passed as read: carried, Barber, Bostic Burns, Coombs, Larson, Oliver and
Robinson voting aye on roll.call.
RESOLUTION NO. D -196, A RESOLUTION extending the retirement age of Carl Mogren.
WHEREAS, Carl Mogren is an employee of the City of Yalpima and under the
Statewide City Employees Retirement\ System, and
WHEREAS, the said Carl Mogren will reach the extended retirement age of
68 by January 1, 1960, and
WHEREAS, the said Carl Mogren is satisfactorily performing his duties as
a city employee and is in good physical condition and health, and it is 'deemed in the best
interests of the City of Yakima. to extend the retirement date of the said Carl Mogren for eight
months, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the retirement date of Carl Mogren, an employee of the City of Yakima
is extended for the period of eight months, to -wit: From January 1, 1961 to September 1. 1961.

"A statement for professional engineering services in connection with Water Works project, Wells
4 and 5, together with a letter from Gray & Osborne, Consulting Engineers, having been read by
the Clerk of the Council, it was MOVED by Barber, seconded by Oliver that said bill in the amount
of $1,631.20, be paid: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting
aye by voice vote.
Monthly estimate No. 12 on Domestic Water Well No. 4 in the amount of $24,294.07 and monthly
estimate No. 9 on Domestic Water- Well No. 5 in the amount of $4,473.70 together with a letter
from Gray & Osborne, Consulting Engineers, having been read by the Clerk of the Council, it was
MOVED by Robinson, seconded by Coombs that said monthly estimates be paid to Midland Drilling
Company of Walla Walla, Washington: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and
Robinson voting aye by voice vote.
Mayor Bostic reported on a letter from the County Commissioners in which Chairman Lee Crossen
advised that the County Commissioners would be most happy to.meet with members of the City
Countil at any mutual convenient time to compare and discuss problems of government.
Acting City Manager Arntson having read a letter from Sr. Captain W. J. Mahy of the Salvation
army requesting permission for the Christmas Kettles on the streets beginning November 25th and
continuing through December 24th.; it was MOVED by Larson, seconded by Barber that said activity
be allowed: carded, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye by
voice vote.
Mr. George Wooley of 910 Pitcher Street, being present,:.requested the Council to explain how the
enforcement of the "dog leash ordinance" is-to be accomplished. Mayor Bostic explained that
there is much to be done before this matter can be satisfactorily taken care of and that this is
one of the many jobs to be taken care of by the new city manager. Acting.City Manager Arntson
explained that an ordinance implementing -the ordinance voted on by the people at the November 8,
election would have to be passed by the City Council.
Acting City Manager Arntson handed to the members of the Council, a report on the City Irrigation
System recommending certain changes to put said system on a utility basis instead of on a local
improvement district basis as it is now operated. He asked that the Council study said report
as a suggested ordinance coverhg this change over, will be submitted at the next regular meeting
of the Council on November 30, 1960.
Mr. George D. Smith having been appointed City.Manager and arriving to take over his duties on
Monday, the 28th day of November, 1960, it was MOVED by Robinson, secondded by Coombs that Mr. Smitl
be sworn in by the City Clerk at the hour of 9 o'clock A.M. on Monday with as many members of the
Council as possible in attendance: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver aril
Robinson voting aye by voice vote.
It was further announced that Mr. Smith would meet with the Department Heads at the hour of 10
o'clock A.M. on Monday, the 28th day of November, 1960.
Mayor Bostic commended Mr. Anthony Arntson, Acting City Manager for the fine job done by him
during the interim between Manager Allison's-death and the taking "of..,.office�.of -- the new City
Manager. MOVED by Oliver, seconded by Larson that the sum of $500.00 be paid as additional
compensation for acting as City Manager during said interim period: carried, Barber, Bostic,
Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote.

Moved by Robinson, seconded by Barber that the expenses incurred by Mr. George D. Smith,
the new City Manager, in moving from Tacoma to Yakima, not to exceed $500.00, be paid: carried,
Barber, Bostic, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Burns absent.
There being no further business to come before the City Council, it was MOVED by Oliver, seconded
by Barber that we do now adjourn at the hour of 4:30 P.M. carried, Barber, Bostic, Coombs,
Larson, Oliver and Robinson voting aye by voice vote. Burns absent.
