SEPTEMBER 7, 1960
The City Council met in regular session, Mayor Bostic, Councilmen Barber, Burns, Coombs, Larson,
Oliver and Robinson, City Manager Allison and City Attorney Arntson present on roll call.
The invocation was given by Councilman Oliver
Minutes of the regular meeting of August 31, 1960 were approved as read.
An ordinance appropriating the sum of $15,535.34 to the Water -Sewer Fund having been read in its
entirety at the regular meeting of the City Council on August 31, 1960 and laid on the table for
one week and having been read by title only at this meeting, it was MOVED by Coombs, seconded by
Robinson that Ordinance No. 157 providing for said appropriation, be passed as read: .carried,
Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call.
ORDINANCE NO. 157, AN ORDINANCE appropriating the sum of 15,535.34 from the unappropriated
monies in the Water - Sewer Fund to Account - Work in Progress of the Capital or Betterment
classification of the 1960 appropriation for 52 - Water Department, and declaring an emergency.
There being persons present wishing to be heard on matters scheduled later in this meeting and
the City Council wishing to expedite matters for persons attending City Council meetings, it was
MOVED by Burns, seconded by Larson that the City Council deviate from the agenda as prepared and
hear person present wishing to speak on the matter of the Planning Commissions report on Petition
No. 59 as filed by George T. Corbett requesting the rezone of 302, 04,06,08,10, 12, and 14 on
South 11th Avenue: carried, Barber, Bostic, Burns, Coombs, Larson and Robinson voting aye by
voice vote.
Manager Allison having read the Planning Commission's report recommending that Petition No. 59
as filed by George T. Corbett and others requesting the rezone of certain property on South 11th
Avenue, be denied since the area involved has an extremely hazardous traffic problem which
would be aggravated by a super market development and that this area shouls remain a B -1 zone
(Modified Business) to allow future expansion of the Medical Center, Mayor Bostic called on-
Attorney Don Tunstal who is representing the petitioners. Mr. Tunstal pointed out ona map the
area to be rezoned and explained the plans being contemplated for the development and he main-
tained that the project would improve the flow of traffic in this area and that shopping areas
around the center of town will help the central business area. Mr. George Corbett, real estate
agent and petitioner for said rezone,contended that this is new business for the City and that
the city needs more traffic on its streets not less. Neit;h6r lira Tunstall nor Mr. Corbett dis-
closed the name of the firm interested in this project. Dr. Champoux, a tenant in the medical
center, indicated that the majority of the Drs. in the Medical Center would not object to this
development and he felt that if the shopping area is aloud something will be done about the
traffic problem now existing -in the area. All persons having been heard, Mayor Bostic informed
the interested parties that this is the first information the City Council has had on the matter
and the City Attorney advised Mr. Corbett and Mr. Tunstall that the next step would be for them
to file an appeal from the decision of the Planning Commission in order that a date for hearing
could be fixed by the City Council. An appeal was filed at the hour of 3:45 p.m. at which time,
it was MOVED by.Larson, seconded by Burns that a hearing be held by the City Council on this
matter at their next regular meeting on September 14, 1960: carried, Barber, Bostic Burns,
Coombs, Larson, Oliver and Robinson voting aye by voice vote. '
Mr. Fred Velikanje, representing the Tree Fruits Co-ciqnittee,wishing to be heard on matters not on
this agenda, it was MOVED by Oliver, seconded by Larson that the City Council depart from the
prepared agenda to hear this matter: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver
and Robinson voting aye by voice vote. Mr. Velikanje then asked for legislation to restrict
parking to commercial vehicles in front of the loading ramps on Fruit Row, further stating that
attempts are being made to block the ramps with private cars and prevent truckers from unloading
fruit. Mr. Jim Farrington, representing the Labor Unions contended that employees are as en-
titled to use the streets as other persons. The City Council indicated that any such, legislation
must have city wide application and can not be only related to the present labor dispute. an
suggestion of Manager Allison, it was MOVED by Robinson, seconded by Barber that this matter be
continued for further study; carri.ed,_Barber, Bostic, Burns, Coombs, Larson, Oliver-and Robinson
voting aye by voice vote.
An ordinance appropriating $10,000.00 to the Firemen's Relief and Pension Fund, 1960 Budget,
was read in its entirety by the Clerk of the Council -and ordered laid on the table for one week
to be read and considered by the City Council at it's next regular meeting on September 14, 1960.
Moved by Oliver, seconded by Coombs that Ordinance No. 158, fixing the time of delinquency and
prescribing the form of bonds for L.I.D. No. 877, be passed as read: carried, Barber, Bostic,
Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call.
ORDINANCE NO. 158, AN ORDINANCE fixing the time of delinquency of installments of assessments
levied for the payment of the cost of the improvement in Local Improvement District No. 877 and
providing for the issuance of bonds with coupons attached for the payment of the unpaid portion
thereof.
An ordinance amending Ordinance No. B -224 creating a Planning Commission for the City of Yakima
and providing the terms of office for the member's of said Planning Commission, having been read
by the Clerk of the Council, it was MOVED by Robinson, seconded. by Larson that Ordinance No. 159
be passed as read except that page 2 shall be corrected to read "Any member of the Planning
Commission who shall be absent without being excused by said Planning Commission from 50 percent
or more of the regular meetings of said Commission over any period of 6 months shall be deemed
to have forfeited his office. ": carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and
Robinson voting ''aye on roll. call.
ORDTNANCE NO. 159, AN ORDINANCE amending Sections 1 and 2 of Ordinance No. B -224, entitled -
"AN ORDINANCE creating a Planning Commission for the City of Yakima, providing for the powers
anJ duties of such Commission, repealing Ordinance No. A -893, and declaring an emergency" as
amended by Ordinance Nos. B -1899, B -2081 and B -2272, and declaring an emergency.
/Ordinance No. 159 providing for the creating of a Planning Commission for the City of Yakima and
providing that the City Engineer be an ex officio member of said planning Commission and not be
entitled to vote upon any issues before said Commission, it was MOVED by Robinson seconded by
Coombs that Max Vincent be and is hereby appointed for a 6 year term to fill the voting position
of the City Engineer or until August 31, 1966: carried, Barber, Bostic, Burns, Coombs, Larson,
Oliver and Robinson voting aye by voice vote.

Statewide City Employees Retirement System having notified the City Clerk that Glenn G. Hogrefe,
a city Street Department Employee, will reach compu.lsory retirement age on October 1, 1960, it
was MOVED by Burns, seconded by Barber that Resolution No. D -171 extending the employment of
said employee to April 1, 1961 be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson,
Oliver and Robinson voting aye by voice vote.
RESOLUTION' NO. D -171, A RESOLUTION extending the retirement age of Glenn G. Hogrefe.
WHEREAS, Glenn G. Hogrefe is an employee of the City of Yakima and under
the Statewide 'City Employees Retirement System, and,
WHEREAS, the said Glenn G. Hogrefe will reach the compulsory retirement
age of 65 on October 1, 1960, and
WHEREAS, the date of retirement may be extended not to exceed one year
beyond said date, and
WHEREAS, the said Glenn G. Hogrefe is satisfactorily performing his duties
as a city employee and is in good physical condition and health, and it is deemed in the best in"'
terests of the City of Yakima to extend the retirement date of the said Glen G. Hogrefe to April
1, 1961, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAK_MA:
That the retirement date of Glenn G. Hogrefe, an employee of the City of
Yakima, is extended to April 1, 1961.

Tahoma Cemetery employee, will reach compulsory retirement age on October 1, 1960, it was MOVED
by Larson, seconded by Coombs, that Resolution No. D -172 extending the employment of said employeE
for one year or until October 1;, 1960, be passed as read: carried, Barber, Bostic, Burns, Coombs;
Larson, Oliver and Robinson voting aye on roll call.
RESOLUTION NO. D -172, A RESOLUTION extending the retirement age of Carl L. Ormsbee.
WHEREAS, Carl L. Ormsbee is an employee of the City of Yakima and under

WHEREAS, the said Carl L. Ormsbee will reach the compulsory retirement age

A petition being Petition No..57, having been duly filed by Elizabeth Aumiller and others re-
questing the rezone of certain property located at 805,07,09,11,13 and 15 South 3rd Street from
R -3 Zone - Multiple- Family Dwellings to B -3 Zone - General Business Zone, Manager Allison read
a report from the Planning Commission informing the City Council that the Planning Commission
has tabled the rezone application at the request of Miss Aumiller, in order that she may consult
further with the property owners in the area and further informing the City Council that -this
rezone recommendation ti,7iil be decided at the next Public Hearing to be held by the Planning
Commission on October 4, 1960. MOVED by Robinson,, seconded by Coombs that said report be accepter
as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice
vote.
Manager Allison having read a report informing the City Council that the Planning Commission has
unanimously recommendeJapproval of Mr. Leland Campbell's proposed Plat "Parkview Terrace No. 2"
as submitted by Mr. Remie Jaussaud, surveyor, it was MOVED by Barber, seconded by Robinson that
said tentative plat be accepted as filed: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver
and Robinson voting aye by voice vote.

it was MOVED by Larson, seconded by Barber that said report be accepted and the estimates be
paid: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice
vote.
Mayor Bostic brought •before the Council the matter of speed of trains at railroad crossings and
the control of train speeds, installation of gates or patrolmen for school buses at railroad
crossings. After discussion, it was MOVED by Burns, seconded by Barber that this matter be
referred to the City Manager for study and recommendation: carried, Barber, Bostic, Burns,
Coombs, Larson, Oliver and Robinson voting aye by voice vote.
Mayor Bostic presented to Police Chief Soderstrom,a certificate "a token of thanks from the
Washington State Bureau of Criminal Identification for his department's interest in state -wide
criminal identification"
Other matters discussed by the City Council were Pari- Mutuel racing at the Fairgrounds. The
Council indicated that this is not city business and therefore they would not take action on it.
No formal action was taken on this matter.
The Preliminary Budget for 1961 having been filed with the City Clerk on September 6, 1960 was
handed to the Council on this date.,
There being no further business to come before the Council, it was MOVED by Barber, seconded by
Oliver that we do now adjourn at the hour•of 4 :57 P.M.: carried, Barber, Bostic, Burns, Coombs,
Larson, Oliver and Robinson voting aye by voice vote.
