The City Council met in regular session, Assistant Mayor Coombs presiding and Councilman Barber,
Burns, Larson, Oliver and Robinson, City Manager Allison and City Attorney Arntson present on
roll call. Mayor Bostic-on vacation.
The invocation was given-by Councilman Larson.
The minutes of the regular meeting of July 20, 1960 were approved as read.
In accordance with action taken by the City Council at their regular meeting on the 13th day of
July, 1960, the matter of the proposed taxicab ordinance was brought before the City Council.
Mr. Clyde Nell of the Yellow Cab Company, Mr. Frank Phillips of Royal Cab Company and Mr. Harold
Baker of Reliable Cab Company being present, were heard on this matter. They asked that the
mileage as set forth in Section 10, Rates, of the proposed ordinance, be changed from 113 mile to
1/4-mile, that the rate f'or each additional passenger be increased to 15X, that waiting time be
increased to $Lp00 per hour and that Passengers be allowed to ride in the front seat of a cab if
they so choose. All persons having been heard and the City Council wishing to consider this
matter further, it was MOVED by Robinson, seconded by Barber that the proposed ordinance be
carried,,over for one week and be brought before the City Council at it!:s regular meeting to be
held August 3, 1960: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by
voice vote. Bostic absent.
An ordinance fixing the time of delinquency and prescribing the issuance of warrants in the
amount of the balance of the cost off L.I.D. No. 880, being the North lst Street Domestic Water
and Sewer District, havirg been read by the Clerk of the Council, it was MOVED by Larson, seconded
byIBurns that Ordinance No. 143 providing for said matters, be passed as read: carried, Barber,
Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent.
ORDINANCE NO. 143, AN ORDINANCE fixing the time of delinquency of installments of assessments
levied for the payment of the cost of the improvements in Local Improvement District No. 880,
and providing for the method of payment of the unpaid portion thereof.
An ordinance amending Section 1 of Ordinance No. 69, relating to vacations, sick leave, Et cetera
for City Employees, having been read by the Clerk of the Council and Manager,Allison recommending
that said ordinance be corrected to read "inspectional employees" instead of "supervisory
employees "as read in Section 1 - (a) of said ordinance, it was MOVED by Barber, secolded by
Robinson that the City Co "uncil concur with the manager in this recommendation and Ordinance No.
144 be passed as corrected: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting
aye on roll call. Bostic absent.
ORDINANCE NO. 144, AN ORDINANCE amending Ordinance No. 69, entitled "AN ORDINANCE relating to
vacations, sick leave, civil leave, military leave, establishing rules and regulations on time
off, establishing holidays and the basic workweek for all employees of the City of Yakima
except Firemen, and repealing all resolutions, ordinances or parts of ordinances in conflict
herewith ", and declarirg an emergency.
Moved by Burns, seconded by Oliver that Ordinance No. 145 providing for the transfer of $500.00
in the 1960 Budget for City Hall, be passed as read: carried, Barber,'Burns, Coombs, Larson,
Oliver and Robinson voting aye`,on roll call. Bostic absent.
ORDINANCE NO-. 145, AN ORDINANCE transferring the sum of ,$500.00 within the 1960 appropriation
for 08 - City Hall.
Moved by Burns, seconded by Oliver that Resolutibn No. D -163 providing for transfer of funds in
the 1960 Budgets for Records, Planning; City Hall, City Manager, Finance, Personnel and Legal
Departments, said transfers being necessary in amortizing the cost of the pool cars as authorized
at the regular meeting of the City Council on March 30, 1960: carried, Barber, Burns, Coombs,
Larson, Oliver and Robinson voting aye on roll call.
RESOLUTION NO. D -163, A RESOLUTION transferring funds within the 1960 appropriations for 02-
Records; 04- Planning; 08 -City Hall; 11-City Manager; 12- Finance ;, 13- Personnel; and 14- Legal.
WHEREAS, surplusses exist in certain accounts of the Maintenance and
Operations classification of the 1960 appropriations for 02- Records; 04- Planning; 08 -City Hall';
11 -City Manager; 12- Finance; 13- Personnel; and 14- Legal, and
WHEREAS, the acquisition of pool cars to be used jointly by said depart-
ments in necessary travel for city business requires transfer of funds within the Maintenance .
and Operatiors classification of said departments to cover the expense of operating said cars,and
WHEREAS, the City Council finds it to be in the best interests of the
people of the City of Yakima to make the transfers herein provided and the action contemplated
is authorized by R.C.W. 35. 33.120, now, therefore,
BE IT RESOLVED BY.THE CITY CO UNCIL.OF THE CITY OF YAKIMA:
Section 1. That the ,following sums are hereby transferred within the
maintenance and Operations classification of the 1960 appropriation for the following departments,
to -wit:.

Section 2. The Director of Finance of the City of Yakima is hereby
authorized and directed to make the aforesaid transfers.

A petition, being Petition No. 55 having been duly filed by James P. Connell & Frederick Mercy
requesting the formation of a local improvement district for the paving of alleys in Block 310
Ker's Second Addition, it was MOVED by Larson, seconded by Barber that Resolution No. D -164
fixing the date of hearing on said petition for the hour of 3 o'clock P.M. on Wednesday the 17th
day of August, 1960, be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and
Robinson voting aye on roll call. Bostic absent.
RESOLUTION NO. D -164, $E IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That it :is its intention to improve the following alley by grading, bal-
lasting, surfacing with asphaltic concrete:
Alley in Block 310, Ker's Second Addition.
All persons who may desire to be heard with reference to said proposed
improvements are hereby notified to appear at a meeting of the City. Council to be held at its of'_,
fice in the City Hall in the City of Yakima, Yakima County, Washington at the hour of 3 o +clock
P.M. on Wednesday the 17th day of August, 1960, which time and place are hereby fixed for.the
hearing of all matters relating to said improvements, and for determining the method of payment
for said improvements; and the City Clerk is hereby directed to give due notice of said hearing
and of the intention to make the aforesaid improvements.
All costs and expenses in connection with the construction of said im-
provements, including the engineering, inspection, advertising, publication of notices, and all
other expenses incident thereto, shall be levied and assessed against all of the property legal-
ly and properly assessable therefor as provided by the laws and as above described. The assess-
ments shall be made according to special benefits derived from the improvement without regard to
the zone and termini method.
The City Engineer is hereby directed to submit to the City Council at or
prior to the date fixed herein for said hearing, all of the data and other information required
by law to be by him submitted; all of said improvements to be constructed in full accordance
with the plans and specifications to be prepared by the City Engineer and filed with the City
Clerk.

Moved by Robinson, seconded by Oliver that Resolution No. D -165 authorizing the execution of an
agreement pretaining to Civil Defense and the construction of a prototype family shelter in the
home of David Palmer, 218 South 31st Avenue, be passed as read: carried, Barber, Burns, Coombs,
Larson, Oliver and Robinson voting aye on roll call.
RESOLUTION NO. D -165, A RESOLUTION authorizing the execution of an agreement pertaining to
Civil Defense.
WHEREAS, 'i't :hays 'been proposed that an agreement be entered into by and
between the Civil Defense Departments of the U.S. Government, the City of Yakima, the County of

Yakima and David Palmer, wherein the U. S. Government proposes to construct a prototype family
shelter in the home of David Palmer, such shelter to be stocked by the City and County of Yakima
and guided tours of such shelter to be arranged and given by said City and County, and,
WHEREAS:, the terms of the proposed agreement and the responsibility for
carrying out the terms thereof shall fall primarily to the Civil .Defense Department of Yakima
County and there shall be no additional expense to the City of Yakima, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. That A. E. Everist, Civil Defense Director of the City of
Yakima, is hereby authorized and directed on the behalf of the City of Yakima to execute that
certain agreement by and between the U. S. Government,, "the City of Yakima, the County of Yakima
and David Palm r, wherein the U. S. Government proposes to construct a prototype family fallout
shelter in the David Palmer residence, to be stocked and shown to the general public by the City
and County of Yakima.

The City Plannirg Commission recommending that the Comprehensive Zoning Ordinance be amended
allowing Bowling Alleys in a B -2, local business zone since this is a neighborhood business zone
and is restrictive against the sale of liquor, it was MOVED by Barber, seconded by. Burns that
the City Council accept this recommendation and the City Attorney be and is hereby instructed to
prepare the necessary ordinance to amend the zoning code: carried, Barber, Burns, Coombs, Larson,
Oliver and Robinson voting aye by voice vote. Bostic absent.
Manager Allison reported the following bids received for the paving of certain streets and'alleys
as provided for in L.I.D. No. 883, 885, and 887:
De Atley Paving & Crushing $26,469.00
Yakima Asphalt Paving Company $30,245.90
and recommended the bid of De Atley Paving 'and Crushing, Inc. as the lowest and best bid, MOVED
by Barber,, seconded by Larson that the City Council concur with the City Manager and said bid be
awarded to De Attley Paving and Crushing and the City Manager be and is hereby authorized to enter
into/5ncB��Ei of the City,of Yakima for said construction work: carried, Barber, Burns, Coombs,
Larson, Oliver and Robinson voting aye by voice vote. Bostic absent.
The Association of Washington Cities wishing to present an initiative petition to the Legislature
on the Local Sharir�g of Retail Sales Tax and requesting the City Council to vote on the question
of sponsorship of said initiative petition calling for an allocation to cities and tow noon a
population basis of 5% of the total revenues of the retail sales tax and "report the decision to
said Association, it was MOVED by Robinson, seconded by Larson that we favor said initiative
petition and will be willing to assume responsibility for circulation of petitions in our
community: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote.
Bostic absent.
In accordance with action taken by the City Council on the 29th day of June, 1960 on Petion No.
38 duly faled by Wm. J. Allen requesting the installation of a railroad crossing traffic light
for the control of railroad cars and equipment using the spur crossing at First Street at "H"
and Mr. Allen being present at this meeting and urging that something be done to stop the whistle
blowing of trains at 3 a.m. in the morning at this crossing, this matter was again discussed and
the City Council indicated that the matter would be considered at the next regular meeting of
August 3, 1960. No formal action was taken at this time.
Councilman Oliver was excused at the hour of 4:30 p.m.
Manager Allison reported on the collection of Garbage in the City of Yakima.
Moved by Barber, seconded by Robinson that we do now adjourn at the hour of 4:45 p.m: carried,
Barber, Burns, Coombs, Larson, and Robinson voting_.'aye by voice vote. Bostic and Oliver
absent.
