HomeMy WebLinkAbout06/08/1960 Business Meeting31 JUNE 8., 1960 The City Council met in regular session, Assistant Mayor Robinson presiding, Councilmen Barber, Burns, Coombs, Larson andOliver and City Attorney Arntson present on ro_11 call. Mayor Bostic and'City Manager Allison absent. Invocation was given by Councilman Coombs. In accordance with the Amendment to the City Charter establishing the Council Manager Form of Government, and Councilmen Coombs, Oliver and Robinson having been duly re- elected to the City Council at a General City Election held on March 8, 1960, and said officials having taken their oath of office before a Judge,,of the Superior Court on June 6, 1960, and other members of the City Council as herein recorded being present, the City Council of the City of Yakima proceeded to elect it's Mayor and Assistant Mayor for the coming biennium. Councilman Burns asking that the Council be allowed to use the secret ballot for this election and the City Attorney ruling that the City Council may adopt this procedure for the election of it's Chairman, it was MOVED by Burns, seconded by Barber that the City Council use the secret ballot for the election of the Mayor and Assistant Mayor for the next biennium: carried, Barber, Burns, Larson and Oliver voting aye on roll call. Coombs and Robinson voting Nay. Bostic absent. Upon call by Assistant Mayor Robinson for nominations for the office of Mayor, Councilman Coombs nominated Thomas C. Bostic and Councilman Burns nominated Jess Barber. MOVED by Oliver, seconded by Larson that the nominations for the office of Mayor be closed: carried, Barber, Burns, Coombs Larson, Oliver and Robinson voting aye by-voice vote. Bostic absent. Councilman Larson and Oliver acted as tellers for this election. Tallyof the paper ballots showed that four (4) votes were cast for Thomas C. Bostic and two (2) votes were cast for Jess Barber, making Thomas C. Bostic Mayor for the next biennium. Ballots were ordered destroyed. Upon call by Assistant Mayor Robinson for nominations for the office of Assistant Mayor, Council- man Larson nominated C'Ceal Coombs and Councilman Burns nominated Jess Barber..".-MOVED by Larson, seconded by Oliver that the nominations for the office of Assistant Mayor be closed: carried, Barber, .Burns, Coombs, Larson, Oliver and Robinson Voting aye by voice vote. Bostic absent. This being the time for, the hearing on Petition No. 47 duly filed by Leland Campbell and others, praying for the annexation of certain property located between South 36th Avenue and South 38th Avenue and North of Arlington Street and the City Planning Commission recommending the annexation of said property and also recommending that this area be zoned R -3, Multiple Family Residential and there being no protests in writing or otherwise to said annexation and zoning of said property it was MOVED by Barber, seconded by Larson that Ordinance No. 123 providing for said annexation and zoning, be passed as read: carried, Barber, Barns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. ORDINANCE NO. 1232 AN ORDINANCE providing for the annexation by the City of Yakima, Washington, of- certain property contiguous to the City of Yakima, and zoning_ the same as R -3, Multiple Family Residence zone, and declaring an emergency. This being the time for the hearing on Resolution No. D -135, being a resolution of intention to improve certain property by tors tructing concrete curbs, gutters and the surfacing of certain streets and alleys as requested by Petitions No. 40, 43, 44, and 50, and there being protests and persons present protesting the improvement of Tracts 9, 10, 11 and 12 on 57th Avenue and it being determined that there is approximately 50% protest to this portion of the improvene nt, it was MOVED by Burns, seconded by Barber that Tracts 9, 10, 11 and 12 be deleted from this improvement district and Ordirance No. 124 providing for said improvement for the balance of this project and creating L.I.D. No. 885, be passed as read :. carried, Barber, Burns, Oliver and Robinson voting aye on roll call. Coombs and Larson voting nay. ORDINANCE NO. 1249 AN ORDINANCE providing for the improvement of certain property by grading, ballasting, surfacing with 'asphaltic concrete, constructing concrete curbs and gutters, together with necessary drainage features; establishing a Local'Improvement District, providing for the method of payment thereof, and creating a special fund. This being the time for the hearing on Resolution No. D -136 being a resolution of intention to improve certain property by the construction of pipe sewers as requested by Petitions No. 39 and 41 and there being protest's in writing and persons present protesting and it being determined that there is approximately 20% protest to said improvem nt, it was MOVED by Robinson, seconded by Larson that Ordinance N.o. 125 providing for'said improvement and creating L.I.D. No. 886, be passed as read: carried, Barber, Lurns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. ORDINANCE NO. 125, AN ORDINANCE providing for the improvement_ of certain property by _constructing a pipe sewer with the necessary wye branches and manholes; establishing a Local Improvement District, providing for the method of payment thereof, and creating a special fund. Moved by Larson, seconded by Robinson that Ordira nce No.. 126 transferring $700.00 within the 1960 Budget for Current Expense - Engineering and $4,550.00 in the 1960 Budget for the Garbage Department be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. ORDINANCE NO. 126, AN ORDINANCE transferring the sum of $700.00 from the Salary Classification to the Maintenance & Operation Classification, all within the 1960 appropriation for 24 - Engin- eering Department, and transferring the sum of $4,550.00 from the Salary Classification to the Maintenance & Operation Classification, all within the 1960 appropriation for 32 - Municipal Garbage Department. Petions No. 42 and 49 having been duly filed by Leland R. dampbell and Lester 0. Beaver respective - ly,requesting -the construction of a domestic water system by organizing a local improvement district, it was MOVED by Burns, seconded by Oliver that Resolution No. D -142, being a resolution of intention to improve certain property in,Edgewood Addition and Parkview Addition as set forth in said resolution,by the construction of a domestic water system and fixing the date of hearing on said matter at-the hour of 3 o'clock P.M. on Wednesday the 29th day of June 1960, 32 JUNE 83, 1960 be passed as read: c °arried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye,on roll call. Bostic absent. RESOLUTION NO. D -142, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That it is its intention to improve the following described property by constructing the necessary mains, fire hydrants, valves, and other appurtenances for the purpose of supplying water for domestic use and fire protection; all of said improvement to be construct- ed in full accordance with the .::plans and specifications to be prepared by the office of the -City Engineer and filed with the City Clerk. The district to be served by and specially benefited by and assessed for the above described improvements is situate in the City of Yakima, Yakima County, Washington, and described as follows: 1. Lots 1 to 15 inclusive Edgewood Addition 2, T'ne South half of the. Southeast quarter of the Northwest quarter of the Northeast quarter of Section 27, Township 13 North, Range 18, E.W.M. All - persons who may desire to be heard with reference to said proposed improvements are hereby notified to appear at a meetiT, of the City Council to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 3 o'clock on Wednesday, the 29th day of June, 1960, which time -and place are hereby fixed forthe hearing of all matters relating to said proposed improvement or objections- thereto;. and for determining the method of payment for said improvement; and the City Clerk is hereby directed to give notice of said hearing and of the intention to make the aforesaid improvements. A portion of the costs and expenses of said improvement including engineering, inspection, advertising, publication of notices, if any, and all other expenses incident thereto, shall be levied and assessed against all of the property legally and properly assessable therefor, as provided by law and as above described, and the balance of the said costs and expenses shall be borne by the City Water Department in accordance with Resolution No. 1051 The assessments shall be made according to special benefits derived from the improvement without regard to the zone and termini method. D -143, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIIL7A: That it is its-intention-to improve the property within the following described district by constructing a pipe sewer 'kith the necessary wye branches and manholes; all of said improvement to be constructed in full accordance with the plans and specifications to be prepared by the office of the City Engineer and filed with the City Clerk. D -1451 A RESOLUTION authorizing the payment of $4,116.86 to Holiday Motels, Inc., from Local Improvement District No. 880 , WHEREAS, at the time of the creating of Local Improvement District No. 880, it was agreed by-and between the City of Yakima and Holiday Motels Inc. that a portion of the work included within said Local Improvement District No. 880 be constructed by Holiday Motels,Inc. and the cost thereof included within said Local Improvement District No. 880, and WHEREAS, the properties owned by said Holiday Motels, Inc. comprise most of the property within Local Improvement District No. 880 and are specially benefited thereby, and WHEREAS, the cost .of ' the -• improvements constructed by:, Holiday " - Motels, .Inc, Was in-. the' sum of. $4 .-116 -; 86, and• the. • City. Council, finds.- that_ that., is. .the reasonable - value of the work so performed and that Holiday Motels, Inc. should be paid said sum for such work, now, therefore, BE IT RESOLVED.BY THE.CITY COUNCIL OF::THE CITY OF YAKIMA: Section 1. That the sum of $4,116.86 be paid to Holiday Motels, Inc.. upon the presentation to the City of a properly executed claim therefor from the funds hereafter accruing to Local Improvement. District No. 880. Section 2. The City Manager and Director of Finance of the City of Yakima are hereby authorized and directed to issue a warrant drawn on said Local Improvement District No. 880, said warrant to bear interest at the rate of 4% per annum from date of presentation to the City Treasurer.until paid. C!Ceal Coombs Mayor protem Members of the City Council having received a questionaire from the Association of Washington Cities, the Association seeking to establish preference of the Mayor and Council as to future Association Convention Cities, it was ordered that the Association be advised that the City Council of Yakima preferred to confine convention to Seattle, Spokane, Yakima and Tacoma and suggest that ear meetings be held in the small communities. district There being no further business to come before the City.
