The City Council met -in regular session, Assistant Mayor Robinson presiding, Councilman Barber,
Burns, Larson., and Oliver present on roll call. Councilman Bostic and Coombs absent.
Invocation was given by Councilman Barber.
Minutes of the regular.,,meeting of,March 30, 1960 were approved as corrected.
A petition, being Petition No. 38, having been.duly filed`,April 1, 1960 by Wm. J. Allen and others.
petitioning for the installation of a railroad crossing traffic light in the immediate vicinity
of First Street and "H" Street, having been read by the Clerk of the Council, it was MOVED by
Barber, seconded by Larson that said petition be referred to the City Manager for study and report
carried, Barber, Burns, Larson, Oliver and Robinson voting aye by voice vote. Bostic and Coombs
absent.
Moved by Burns, seconded by Larson that Ordinance No. 105 eliminating certain pieces of City owned
property, namely property occupied by the City of Yakima Warehouse located between 3rd and 4th
Avenue on Beech Street, from the irrigation maintenance charges of Local Improvement District No.,
308, be passed as read: carried, Barber, Burns, Larson and Oliver present on•roll call.-
ORDINANCE NO. 105, AN ORDINANCE eliminating certain pieces of real estate in the City of Yakima,
Washington, and owned by the City of Yakima from irrigation maintenance charges of Local Improve -.
ment District No. 308.
A resolution authorizing the Purchasing Agent to enter into a joint call for bids with the cities
of Ellensburg and Sunnyside for the purchase of chlorine, having been read by the Clerk of the,
Council and the City Manager advising the Council that there are only two companies in the State
who bid on this business and by the inclusion of the third city we may receive better bids,-it was
MOVED by Oliver, seconded by Burns that Resolution No. D -131 authorizing said joint call for bids
be passed as read: carried, Barber, Burns, Larson,-Oliver and Robinson voting aye on roll call.
Bostic and Coombs absent.
RESOLUTION NO. D -121, A RESOLUTION authorizing the Purchasing Agent of the City of Yakima to ,
enter into a joint call for bids with the Cities of Ellensburg and Sunnyside for the purchase of
chlorine.
WHEREAS, chlorine for use by the City of Yakima may be purchased in•multi-
unit car loads at a more advantageous price, and
WHEREAS, the requirements of .the City of Yakima are not sufficient to ob-
tain the benefit of such price, and
WHEREAS, in Resolution No..0 -1684, the Purchasing Agent of the City of
Yakima was authorized to issue a call for bids for the purchase of chlorine jointly with the City
of Ellensburg, and
WHEREAS, the City of Sunnyside wishes to join with the Cities of Yakima.
and Ellensburg in such joint call for bids and it appears to be in the best interests of the
people of the City of Yakima to issue such a joint call, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the Purchasing Agent of the City of Yakima is hereby authorized and
directed to issue a call for bids for the purchase of chlorine jointly with the Cities of Ellens-
burg and Sunnyside.

Moved by Barber, seconded by Oliver that Resolution No. D -122 authorizing the sale at public
auction of personal property in the possession of the Police R�gartment unclaimed for six months
and providing that all of the costs and expense of said sale /to be deducted from the monies aris-
ing from the sale and the balance of proceeds to be paid into the Police Relief and Pension Fund,
be passed -as read: carried, Barber, Burns, Larson,. Oliver and Robinson voting aye on roll -call.
Bostic and Coombs absent.
RESOLUTION NO. D -122, A RESOLUTION authorizing the male at public auction of personal property
in the possession of the Police Department unclaimed for six months.
WHEREAS; a large number of pieces of personal property have come into the
possession of the Police Department of the City of,Yakima in connection with the official per-
formance of duty of said Department, and
WHEREAS, all .of.said pieces of property remain unclaimed and said.Police
Department has no record'of the true or lawful owner of the same, and all of said pieces.of
personal property have been in posse.ssio n of the Police Department for more than six months, now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. That all- of the pieces of personal property contained in that
certain list which is attached hereto and by this reference made a part hereof, shall be sold at
public auction not-less than ten days nor more than fifteen days after publication of notice of
said public auction sale.
Section 2. Notice of said sale shall be published once in the official
newspaper of the City of Yakima.
Section 3. The, City Manager of the City of Yakima is authorized and direct,
ed to obtain the services of a licensed auctioneer to conduct said sale.

Section 4. All, of the costs and expenses of said sale, including.. the cost
of publication and payment to the auctioneer, shall first be deducted from the monies arising
from said sale and applied to the payment thereof. All of the balance of the proceeds of said
sale shall be paid into the Police Relief and Pension Fund of the City of Yakima.

Moved by Burns, seconded by Oliver that said report be accepted as read: carried, Barber, Burns,
Larson, Oliver and Robinson voting aye by voice vote. Bostic and Coombs absent.
Assistant Mayor Robinson bringing forth the matter of a letter together with a suggested ordinance
as submitted to Manager Allison by the RetaLl Trade Bureau, said ordinance providing for the regu-
lation of "Distress Sales ", and the Council agreeing that this could be a very onerous ordinance,
referred the matter to the City Manager and City Attorney for study and recommendation to be pre-
sented at the regular_meeting of April 27, 1960 and further instructed that the Retail Trade
Bureau be advised of this date of hearing on the matter. No.formal action was taken by the
Council on this matter.
Manager Allison remided the Council of the School for Councilmen to be held in Moses Lake on April
12, beginning at the hour of 8:45 A.M, and concluding at the hour of 4 :30 on the same day. The
Clerk of the Council was instructed to advise the Association of Washington Cities that four
members.of the Yakima City Council will attend. No formal motion was made.
The City Manager, having discussed, with the Council, the matter of codifing all of-the ordinances
for the City of Yakima,at a regular meeting of December 23, 1959, and no action having been
authorized at that time, Manager Allison again brought this matter before the Council and recom-
mended that the ordinances of the City of Yakima be recodified as soon as possible. He explained
some of the difficulties which are being encountered in using our present Code and informed the
Council that Book Publishing Company will codify said ordinances for $11,200.00 for 100 copies,
furnish supplements for $1,120.00 and allow $2,250.00 on the material in the Code now being used.
After discussion of the Codes used by other cities and specifications for bids, it was,MOVED by
Burns, seconded by Barber that the City Manager be and is hereby authorized to call for bids for
the codification of the ordinances of the City of Yakima: carried, Barber, Burns, Larson, Oliver
and Robinson voting aye by voice vote.
Other matters discussed were,the progress of construction of water wells at Kiwanis Park and the
Airport, Garbage Collection 'and Cleanup, Paintup,and Fixup for the City of Yakima, and Eichlerts
Garbage collection truck parking in the alley between the Yakima Bindery and Wagner Chevrolet Co.,
at lunch time Every day. No formal action was taken onethese matters.
There being no further business to come before the Council, it was MOVED by Barber, seconded by.
Oliver that we do now adjourn at the hour of 4:45 P.M.: carried, Barber, Burns, Larson, Oliver
and Robinson voting aye by voice vote.
