The City Commission met in regular session, Mayor Burns and Commissioners Huza and Huey
present on roll call.
The minutes of the regular meeting of Monday, July 18th, 1955, and adjourned meetings
thereof, i.rere approved as read.
This being the time for the hearing on Resolution No. C -1257, providing for the ccnstru
tion of curbs and gutters on 21st Avenue South from Nob Hill Boulevard to West Viola
Avenue-and there being no objections to said improvement, or any part thereof, on the
part of property owners in said district, it was MOVED by Huey, seconded by Huza that
Ordinance No. B -1717, creating L.I.D. No. 815, be passed as read: carried, Burns, Huza
and Huey voting aye on roll call.
ORDINANCE NO. B -1717, AN ORDINANCE providing for the improvement of certain property
by grading, ballasting, surfacing and constructing concrete curbs and gutters; establish-
ing a local improvement district, providing for the method of payment therefor, and cre-
ating a special fund.
This being the time for receiving bids for the construction of curbs and gutters on Leno:
Avenue and West Prasch Avenue L.I.D.'s No. 811 and 813, the following were received:
Lone Pine Paving.Company $61035.89
DeBlasio Bros. 6,221.87
The City Commission took said bids under advisement.
This being the time for receiving bids for the construction of a sewer system in Glen-
view Additon, L.I.D. No. 812 the following were received:
Carroll. & Sanislo $3,283.04
N. L. Kimball 3,049,40
The City Commission took said bids under advisement.
This being the time for receiving bids for the purchase of -four cars fcr the City Water
department, bids were received and-tabulated, and award of bids continued to a later date
Moved by Huey, seconded by Huza,. that the City Engineer having reported the completion of
the curb and gutter improvement on 17th Avenue South, L.I.D. No. 794, by the Contractor,
said work is hereby accepted and the City Engineer instructed to, prepare an assessment
roll for said district and the City Clerk authorized to give notice of hearing on said
assessment roll for Monday, August 15th, 1955, at 10 o'clock a.m.: Carried, Burns, Huza
and Huey voting aye on roll call.
Moved by Huey, seconded by Huza, that the City Engineer having reported the completion of
the Westview Addition domestic water district, L.I.D. No. 792, by the contractor, said
work is hereby accepted and the City Engineer instructed to prepare an assessment roll
for said district, and the City Clerk.authorized to give notice of hearing on said asses:
went roll for Monday, the 15th day of August, 1955, at 10 o'clock a.m.: carried, Burns,
Huza and Huey voting aye on roll ,call.
Moved by Huey, seconded by Huza, that the City Clerk is hereby authorized to give notice
to contractors by publication as required by law, for the construction of concrete curbs
and gutters on 21st. Avenue South from Nob Hill Boulevard to West Viola Avenue; said bids
to be received on Monday, the 8th day of August, .1955, at 10 o'clock a.m.: carried,
Burns, Huza and Huey voting aye on roll call.
Moved by Huza, seconded by Huey, that Ordinance No. B -171$, providing for the expenditure
of $2,000.00 for material for Tahoma Cemetery, which was not budgeted in the 1955 budget,
and which was introduced on Monday, the 18th day of July, 1955, read by the city clerk
and laid on the table for one week,-be passed as read: carried, Burns, Huza and Huey
voting aye on roll call.
ORDINANCE NO. B -1718, AN ORDINANCE providing for the expenditure of funds not budgeted
for the . Tahoma Cemetery, and declaring an emergency.
Moved by Huey, .seconded by Huza, that Ordinance No. .B -1719, amending Section 29, of the
traffic code, relative to the installation of the "Walk "and "Waite signals be passed as
read: carried, Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1719, AN ORDINANCE amending Section 29 of Ordinance No. B -1526 entitled
"AN ORDINANCE relating to and regulating traffic-,,travel and transportation and their
incidents upon the streets. and other ways open to the public, prescribing the powers and
duties of officers and others in relation thereto; defining offenses; providing penaltiec
and repealing Ordinance No. B -131; and all amendments thereof and all other ordinances it
so far as they are in conflict therewith, and declaring an emergency", and declaring an
emergency.
Moved by Huza, seconded by Huey that Resolution No. 0-1269, transferring certain items
the Building and Electrical departments, more particularly described and set forth in
said resolution, be adopted as read: carried, Burns, Huza and Huey voting aye on roll
call.
RESOLUTION NO. C- -1269, WHEREAS, the budget of the building department for 1955 as shown
by Ordinance No. B -1606 contains these items: "Convention expenses $325.00", "Printing
and Supplies (Code Book), $300.0011, and "Auto Maintenance & Ins., q„400.0011 and it ap-
pearing that subsequent to the adoption of said budget it has been ascertained that only
the sum of $140:75 will be necessary for convention expenses and that additional sums are
needed for printing and supplies and auto maintenance; and,
WHEREAS, the budget of the elctrical department for 1955 as shown.
by Ordinance No. B -1606 contains these items: "Convention Dues & Expense, $100.0011, and
"Office & Miscl. Supplies, $150.00 "; and it appearing that subsequent to the adoption of
said budget it has been ascertained that only the sum of $25.00 will be necessary for
convention dues and expenses and that additional sums are needed for office supplies;
now, therefore, ,

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY.OF YAKIMA:
That the sum'of $106.25 is hereby transferred from the said
$325.00 item for convention expense to the said $300.00 item for printing supplies, and
the sum of $78.00 is hereby transferred from said $325.00 item for convention a dense to
the said $400..00 item for auto maintenance for said building department; and the sum of
$75.00 is hereby.tr.ansf erred from the said $100.00 item for convention dues and expenses
to the said $150..00 item for office supplies for said electrical department.
The expenditure of said sums for said purposes are hereby fully
and in all respects authorized and approved and the appropriate city officials are here'
authorized, empowered and directed to do any and all things necessary or proper for
carrying out this resolution.

An ordinance ;providing for the expentiture of an additional $3,832.75 for the purchase
of an "MB" packer type garbage body and truck for the City Garbage Department, was intro-
duced and read in full by the City Clerk, and laid on the table for one week as provided
by the City Charter of the City of Yakima.
Moved by Burns, seconded by Huza that we do now recess until 2 o'clock p.m.: carried,
Burns, Huza and Huey voting aye on roll call.
RECESSED MEETING, MONDAY, JULY 25, 1955, 2:00 P.M.
The City Commission met pursuant to recession, Mayor Burns and Commissioners Huza and
Huey present on roll call.
A committee -representing the Retail Trade Bureau and representatives from the Meter
Advertising Company, accompanied by their attorneys, met to discuss the drafting of a
temporary contract for the manufacture and use of said meter advertising signs and the
City Attorney was instructed to prepare a contract between the City of Yakima and the
Meter Advertising.Company, to be submitted for ratification on Tuesday, July 26, 1955,
at 4 o'clock p.m.:
Moved by Burns, seconded by Huza that we do now adjourn to meet Tuesday, July 26, 1955,
at 4 o'clock p.m.: carried, Burns, Huza and Huey voting aye on roll call.
ADJOURNED-MEETING, TUESDAY, JULY 26, 1955, 4:00 P.M.
The City Commission met pursuant to adjournment, Mayor Burns and Commissioners Huza and
Huey present on roll call.
Moved by Huey, seconded by Huza that the bid of Lone Pine Paving Company in the sum of
$6,035.89, be accepted as the lowest and best bid for the construction of the curb and
gutter district, L.I.D. No's. 811 and 813, and the Mayor and City Clerk are hereby
instructed to execute a contract on behalf of the City of Yakima for doing said work
upon the filing of the proper bond as provided by law: carried, Burns, Huza and Huey
voting aye on roll call.
Moved by Huey, seconded by Huza that the bid of N.L. Kimball, in the sum of $3,.049.40,
be accepted as the lowest and best bid for the construction of a sewer system in Glenvi
Addition, L.I.D. No. 812, and the Mayor and City Clerk authorized to execute a contract
on behalf of the City of Yakima for doing said work, upon the filing of the proper bond
as provided by law: carried, Burns, Huza and Huey voting aye on roll call.
Moved by Huza, seconded by Huey that the following bids for the purchase of four cars
for the City Water Department be accepted: Three cars to the Burrows Motor Company,
including trade ins, as follows:

Residence of property situated at 303 and 305 Holton Avenue, being Lots 16 and 17, Block
414 of Bedker's Second Addition, be set for Monday, August 8, 1R55, at 10 o'clock a.m.:
carried., Burns, Huza and Huey voting aye on roll call.
Moved by Huey, seconded by Huza that a hearing on the rezoning from "A" Residence to "B"
Residence of Lot 19, and a portion of Lot 20 of Neilan's Memorial Heights Addition, be
set for Monday, August 8, 1955, at 10 o'clock a.m.: carried, Burns, Huza and Huey
voting aye on roll call.
Moved by Huza, seconded by Huey that Ordinance No. B -1720, relative to advertising signs
on parking meters in the City of Yakima, and authorizing the execution of a contract
with the Meter Advertising Company pertaining thereto, and providing for the utilization'
of the City's share of the revenue therefrom for traffic regulation purposes, be passed
as read: carried, Burns, Huza and Huey voting aye on roll call.

authorizing execution of a contract with the Meter Advertising.Company pertaining there-
to, and providing for the utilization of the city's share of the revenue therefrom for
traffic regulation purposes,
