JUNE 20, 1955
The City Commission met in regular session, Mayor Burns and Commissioners Huza and Huey
present on roll call.
The minutes of the regular meeting of Monday, June 13th 1955, were approved as read.
This being the time for receiving bids for the construction of a sewer system on 21st
Avenue South in L.I.D. No. $09, the following were received:

It was MOVED by Huey seconded by Huza that the bid of N. L. Kimball be accepted as the
lowest and best bid, and the Mayor and City Clerk authorized to execute a contract on be-
half of the City of Yakima, for doing said work, upon the filing of the proper bond as
required by law: carried, Burns, Huza and Huey voting aye on roll call.
This being the time for the hearing 'on Resolution No. C -1245, providing for the construc-
tion of curbs and gutters on West Prasch Avenue from 8th Avenue to 9th Avenue and there
being no objections in writing or otherwise,to said improvement, or any part thereof; it
was moved by Huey, seconded by Huza that Ordinance No. B -1700 creating L.I.D. No. 811, be
passed as read: carried, Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1700, AN ORDINANCE providing for the improvement of certain property by
grading, ballasting, surfacing and constructing concrete curbs and gutters; establishing
• local improvement district, providing for the method of payment therefor, aryl creating
• special fund.
This being the time for the hearing on Resolution No. C -1246, providing for the construc-
tion of an irrigation system in the Rolling Green Addition, and it appearing that the plat
for said Addition had not been filed; it was MOVED by Huza, seconded by Burns that said
hearing be continued to Monday, June 27th, 1955, at 10 o'clock a.m: carried, Burns, Huza
and Huey voting aye on roll call.
Moved by Huza, seconded by Burns that Ordinance No. B -1701 which was introduced and read
in full by the City Clerk on Monday, June 13th, 1955, and laid on the table for one week
as provided by law, be read in full and passed: carried, Burns, Huza and Huey voting aye
on roll call.
ORDINANCE NO. B -17012 AN ORDINANCE providing for the expenditure of funds not budgeted
for the water department, and declaring an emergency.
Moved by Burns, seconded by Huza that Ordinance No. B -1702 providing for the amendment of
the traffic code, be passed as read: carried, Burns, Huza and Huey voting aye on roll
call.
ORDINANCE NO. B -1702, AN ORDINANCE amending Paragraph (e) of Section 34, and Section 161
of the Traffic Code Ordinance No. B -1526 entitled "AN ORDINANCE relating to and regulating
traffic, travel and transportation and their incidents upon the streets and other ways
open to the public; prescribing the powers and duties of officers and others in relation
thereto; defining offenses; providing penalties, and repealing Ordinance No. B -131 and
all amendments thereof and all other ordinances in so far as they are in conflict there-
with, and declaring an emergency" as amended by Ordinance No. B -1546; prescribing penal-
ties for driving a vehicle under the influence of or affected by the use of intoxicating
liquor or of any narcotic drug; providing for revocation of vehicle operatorts license;
enlarging jurisdiction of municipal court or police court judges; and declaring an
emergency.
Moved by Huey, seconded by Huza that Ordinance No. B -1703, amending the zoning ordinance
be passed as read: carried, Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1703, AN ORDINANCE amending Section 2 of Ordinance No. B -433, entitled
"AN ORDINANCE amending Section 6 of Ordinance No. B -293, entitled: "AN ORDINANCE regulat-
ing and restricting the location of trades and industries; regulating and limiting the
use of buildings and premises; and the height and size of buildings; providing for yards,
courts and other open spaces; establishing districts for said purposes, and providing for
a board of adjustment, and repealing Ordinances No. B -22, B -35, B -43, B -511 B -712 B -1261
B -147 and B -172, by amending subheading 6 of subdivision (a) thereof, and by adding a new
subsection to said Section 9,.to be known as subsection (3); and declaring an emergency"",
and declaring an emergency.

from residence district "A" to residence district "B", be passed as read: carried, Burns

ORDINANCE NO. B -17049 AN ORDINANCE rezoning the Glenview Addition to the City of Yakima,
from residence District "A ", to residence district "BIT.
Moved by Burns, seconded by Huza that Ordinance No. B -1705, amending Ordinance No. B -15$6,
which provides that certain acts and transactions be declared to be petit larceny, be
passed as read; carried, Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1705, AN ORDINANCE amending Section 1 of Ordinance No. B -1586 entitled
"AN ORDINANCE declaring certain acts and transactions to be petit larceny and making
persons guilty thereof disorderly persons, and prescribing a penalty therefor, and de-
claring an emergency;" and declaring an emergency.
Moved by Huza, seconded by Huey that Monday, the 27th day of June 1955, be fixed for the
hearin on the petition of S. L. Haney and others for annexation of the E-L of the SW1 of
the NWr, of the SE! or Section 22 -13 -18 E.W.M., except the south 14$ feet thereof:
carried, Burns, Huza and Huey voting aye on roll call.
Moved by Huey, seconded by Huza that Resolution No. C -1251, being a resolution of inten-
tion to improve lots 1 to 16, inclusive, of Glenview Addition by constructing a pipe
sewer, and fixing the date of hearing thereon as Monday, July 11th, 1955, at 10 o'clock
a.m. adopted as read: carried, Burns, Huza and Huey voting aye on roll call.

RESOLUTION NO. C -12519 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That it is its intention to improve the lots and tracts of land
included within the following described district, by constructing pipe sewers with the
necessary wye branches, manholes,:flush tank-and water connections therefor, and by con-
structing the necessary mains, fire hydrants, valves and other appurtenances for the
purpose of supplying water for domestic use, all of said improvements to be constructed
in full accordance with the plans and specifications to be prepared by the City Engineer
and filed with the City_ Clerk.
The district to be served by and specially benefited by and
assessed for the above described improvements is situate in the City of Yakima, Yakima
County, Washington, and is described as follows:
Lots 1 to 19 inclusive of the plat of glenview in the City of
Yakima, Yakima,County, Washington.
All persons who may desire to object to said proposed improvemei
are hereby notified to appear and present such objection, if any, at a meeting of the
City Commission to be held at its office in the City Hall in the City of Yakima, Yakima
County, Washington, at the hour of 10 o'clock a.m. on Monday, the 11th day of July, 1955
which time and place are hereby fixed for the hearing of all matters relating to said
proposed improvement or objections.thereto, and for determining the method of payment fol
said improvement; and the City Clerk is hereby directed to give due notice of said hear-
ing and of the intention to make the aforesaid improvement.
All costs and expenses in connection with the construction of
said improvement, including the engineering, inspection, advertising, publication of
notices and all other expenses incident thereto; shall be levied and assessed against the
above described property with the exception of a portion of the cost of the water system,
which is to be borne by the City Water Department, and the City Engineer is hereby direct
ed to submit to the City Commission of the City of Yakima at or prior to the date fixed
for said hearing, all of the data.and other information- .required by law to be by him
submitted.

Moved by Huey, seconded by Huza that Resolution No. C -1252, being a resolution of inten-
tion to construct curbs and gutters on West Lenox Avenue and other streets in said dis-
trict more particularly described and set forth in said resolution and ficing the date of
hearing on said resolution as of Monday the 11th day of July 1955, at 10 o'clock A.M.-be
adopted as read: carried, Burns, Huza and Huey voting aye on roll call.
RESOLUTION NO. C -1252, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That it is its intention to improve West Lenox Avenue from Third
Avenue South to Ledwich Avenue by grading, ballasting, surfacing and by constructing
concrete curbs and gutters on the South side thereof and on the North side for a distant(
of 330 feet easterly from the end of the existing curb and gutter at the alley east of
Landon Avenije.
The district to be served by and assessed for the above describ-
ed improvement is situate in Yakima County, Washington, and described as follows:
Beginning at the intersection of the north line of West Lenox
Avenue with the East-line of Third Avenue South; thence north-
erly along the East line of Third Avenue South to a point mid-
way between West Lenox Avenue and Stewart Street; thence east-
erly and parallel with West Lenox Avenue to a point 320 feet'East
of the east line of the alley in Block 8, Broadway Park Addition
No. 2; thence southerly and parallel with said East line to
West Lenox Avenue; thence easterly to the center line of Ledwich
Avenue; thence southerly along Ledwich Avenue to a point midway
between West Lenox Avenue and West Parsch Avenue; thence westerly
and parallel with West Lenox Avenue to the East line of Third
Avenue South; thence northerly along said East line to the point
of beginning.
All persons who may desire to object of said proposed improvement
are hereby notified to appear and present such objections, if any, at a meeting of the
City Commission to be held at its office in the City Hall in the City of Yakima, Yakima
County, Washington, at the hour of 10 o'clock a.m. on Monday, the 11th day of July,. 1955;

proposed improvement or objections thereto, and for determining the method of payment for
said improvement; and the City Clerk is hereby directed to give due notice of said hear-
ing and of the intention to make the aforesaid improvement.

said improvement, including the engineering, inspection, advertising, publication of
notices and all -other expenses incident thereto, shall be levied and assessed against all
of the property legally and properly assessable therefor as provided by law and as above
described; and the City Engineer is hereby directed to submit to the City Commission at
or prior to the date fixed herein for said hearing, all of the data and other informatior
required by law to be by him submitted; all of said improvements to be constructed in
full accordance with the plans and specifications to be prepared by the City Engineer
and filed with the City Clerk.

City Clerk to execute a contract on behalf of the City of Yakima, with the Big Bend
Company, Inc. of Seattle for the construction of the City Water Department reservoir and
pumphouse on Englewood Heights, for the total sum of $93,168.00 be adopted as read:

RESOLUTION NO. C -12531 BE IT RESOLVED BY THE CITY C014MISSION OF THE CITY OF YAKIMA:
That the Mayor is hereby authorize and directed to execute on
behalf of the City of Yakima as of June 13, 1955, that certain contract with Big Bend,
Inc., a corporation, of Seattle, Washington, for the construction of the City Water
Department reservoir and pumphouse on Englewood Heights for the total agreed 'contract
price in the sum of $93,168.00, in the form heretofore approved by the Cityts consulting
engineers and the city attorney; and that payments be made to said contractor by the
city treasurer out of the �;ity Water Department funds when earned as and when provided it
the said contract.

Moved by Huza, seconded by Burns, that Resolution No. C -1254, providing that all official
and employees of the City of Yakima, now serving, or hereafter to serve, the `'ity of
Yakima, shall subscribe to the loyalty oath pursuant to Chapter 377, Laws of 1955, of th
State of Washington, be adopted as read: carried, Burns, Huza and Huey voting aye on
roll call.
RESOLUTION NO. C -1254, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That pursuant to Chapter 377, Laws of 1955, it is hereby ordered
that each official and employee of the City of Yakima and each future applicant for such
employment shall be required to sign and file with the "ity Clerk a written statement
under oath whether or not he or she is a member of the communist party or other subver-
sive organization, which statement shall contain notice that it is subject to the penal-
ties of perjury and that the same shall be deemed to have been made under oath, and whic
statement shall be in substantially the form attached hereto and incorporated by refer-
ence herein.
Refusal to answer the same on any grounds shall be cause for
immediate termination of such employee's employment or for refusal to accept his or her
application for employment.

RESOLUTION NO. C -1255, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That Washington Title Insurance Company and its local representa-
tive, the escrow holder of that certain deed executed on June 1, 194$, by the City of
Yakima to Yakima School District No. 7 covering the property on which Parker Field is
located is hereby authorized and directed to record and deliver said deed to said School
District, the Grantee therein.
