The minutes of the regular meeting of Monday May 9, 1955 were approved as read. This being the time for receivfLng bids for the construction of a sewer in the Rolling Green Addition, L.I.D. No. 806, and the bid of N. L. Kimball, in the sum of $4,453.10, being the only bid received. It was 'Moved by Huey, seconded by Huza that said bid be awarded to Mr. Kimball and the Mayor and City Clerk are hereby authorized to execute a contract on behalf of the City of Yakima for the doing_of said work upon the filing of the property bond asprovid'ed by law: carried, Burns, Huza and Huey voting aye on roll call. Moved by Huza, seconded by Burns that from the bids received on May 9th for a truck for a truck for the Garbage Department, the bid of Bell Wyman Company in the sum of $2,234.87 accepted as the lowest and best bid: carried, Burns, Huza and Huey voting aye on roll call. This being the time for the hearing on Resolution No. C -1240, providing for the construc- tion of curbs and gutters on Douglas Drive and other property more particularly described in said resolution, and there being insuficient protest against said improvement or any part thereof; It was moved by Burns,.seconded by Huey, that Ordinance No. B -1692, creat- ing L.I.D. No. $08, be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1692, AN ORDINANCE providing for the improvement of certain property by grading, ballasting, surfacing and constructing concrete curbs and gutters; establishing • local improvement district, providing for the method of payment therefor, and creating • special fund. Moved by Huza, seconded by Huey that OrdinanceNo. Ba -1693, fixing the time of delinquency and prescribing the form of bonds in L.I.D. No. 793, providing for the construction of a irrigation system on South 23rd Avenue, be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1693, AN ORDINANCE fixing the-time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 793, and providing for the issuance of bonds with coupons attached for the payment.of the unpaid portion thereof. Moved by Huey, seconded by Huza that Resolution No. C-143, being a resolution of inten- tion to construct a pipe sewer on Viola Avenue and other property in said vicinity, more particularly described in said resolution, be adopted as read: carried, Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -1243, BE IT RESOLVED.BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That it is its intention to improve the lots and tracts of land included within the following described district, by constructing a pipe sewer with the necessary wye branches, extensions, manhole, flush tank, and water connection therefor; all of said improvements to be constructed in full accordance with the plans and specifi- cations to be prepared by the City Engineer and filed with the City Clerk. The district to be served by and specially benefited by and as= sessed for the above - described improvement is situate in the City of Yakima, Yakima County, Washington, and is described as follows: The boundaries of the proposed district are described as follows: Beginning at.the intersection of the center lines of West Viola Avenue and 22nd Avenue South; thence North along the center line of 22nd Avenue South 225.6 feet; thence East 166.2 feet; thence North 105 feet; thence East to a point 111 feet East of 21st Avenue South; thence South to the center line of West Viola Avenue; thence West along said center line to the point of be- ginning. All persons who may desire to object to said proposed improvement are hereby notified to appear and present such objection, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10 o'clock a.m. on Monday the 6th day of June, 1955; which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto, and for determining the method of payment for said improvement; and the City Clerk is hereby directed to give due notice of said hear- ing and of the intention to make the aforesaid improvement. All costs and expenses in connection with the construction of said improvement, including the engineering, inspection, advertising, publication of notices, and all other expenses incident thereto, shall be levied and assessed against the above described property, embraced within said Local Improvement District as provided by law; and the City Engineer is hereby directed to submit to the City Commission at or prior to the date herein fixed for said hearing, all of the data and other information required by law to be by him submitted. Moved by Burns, seconded by Huey that we do now adjourn to meet Friday, May 20, 1955, at 10 o'clock A.M: carried, Burns, Huza and Huey voting aye on roll call. ADGOURNED MEETING, FRIDAY, MAY 20, 1955, 10:00 A.M. The City Commission met pursuant to adjournment, Mayor Burns and Commissioner Huza present on roll call. Huey absent. This meeting was adjourned from April 18, 1955, when bids for the construction of the Englewood Heights Reservoir and Pipe Line were received. At that time the Big Bend Construction Company was the lowest bidder in the sum of $90,696.00, but the contract was not awarded at that time on account of the protest of a committee from the Yakima Chamber of Commerce and others. At that time it was moved by Huza, seconded by Burris, that the awarding of said contract be postponed until Friday, May 20; 1955 at 10:00 o'clock A.M: carried, Burns and Huza voting aye on roll call, Huey not voting. The May 20th meeting was likewise attended by representatives of the Chamber of Commerce and the Nob Hill Water Company, who engaged in a full discussion of the problem. Fire Chief Moore's written report on water supply was read and Holly Cornell, consulting hydraulic engineer for the City, discussed the matter, both of them recommending that this reservoir be constructed at this time. It was MOVED by Huza, seconded by Burns that the said bid of Big Bend Construction Company be accepted-- in,the sum of $90,696.00 and the contract be let to it for the con- struction of the Englewood Heights Reservoir pumping station and certain pipe lines in connection therewith: carried, Burns and Huza voting aye on roll call.
