The City, Commission met in regular session, Mayor Burns and Commissioners Huza and Huey
present on roll call.
The minutes of the regular meeting of Monday, August 2, 1954, were approved as read.
Moved by Burns, seconded by Huey that in consideration and respect for George W. Clark,
former commissioner of Public 417orks, who passed away on Sunday, August 8th, 1954, the
flag on the City Hall be lowered to half mast and remain at half mast until the funeral
services have been had, carried:. Burns, Huza and Huey voting aye on roll call.
Mover..'{ by Huey, seconded_ by Huza that this being the time for the hearing on the assess-
ment roll on L.. I. D. No. 763, providing for the construction of curbs and. gutters on
North 44th Avenue and other streets in said vicinity and there being no objections in
writing or otherwise to said assessment roll or any part thereof; it is ordered that
Ordinance No. B- 15£0, confirming said assessment roll and every part thereof, be passed
as read, carried: Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO.. B -15801 confirming the assessment roll covering Local Improvement District
No. 763 as created and established by Ordinance No. B -1492 of the Ordinances of the City
of Yakima.
Moved by Huey, seconded by Huza that this being the time for the hearing on the assess-
ment roll in L.I.D., No...767, providing for the paving of the alley in Dlock 2, Elliott
Heights Addition, an-3. there being insufficient protest against said assessment roll, or
any part thereof; it is ordered that Ordinance No. B- 15$1,. confirming said assessment
roll and every part thereof, be passed as read, carried: Burns, Huza and Huey voting
aye on roll call.
ORDIi,1ANCE NO. B; -1581, AN ORDINANCE confirming the assessment roll covering Local Impr
ment District No. 767 as created and established by Ordinance No. B -1512 of the Ordin-
ances of the City of Yakima.
Moved by Huey, seconded by Burns that this being the time for the hearing on Resolution
No. C -1144, providing for the construction of a domestic water system, and there being
no objections in writing or otherwise, to said improvement, or any part thereof; it is
ordered that Ordinance No. B -15$2, creating L.I.D. No. 777, be passed as read, carried
Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1582, AN ORDINANCE providing for the improvement of property in the
City of Yakima, Wlashington, by the construction of a domestic water system, establishing
• local improvement district, providing for the method of payment therefor, and creating
• special fund.
Moved. by Huey, Seconded by Huza that this being the time for the hearing on Resolution
No. C- 1111.2, providing; for the construction of curbs and gutters on Cleman Avenue from
Summitview Avenue to Naches & Cowiche Canal, and there being no objections in writing or
otherwise to. said improvement, or any part thereof; it is ordered that Ordinance No.
B -1583 creating L.I. D. No. 778, be passed as read, carried: Burns, Huza and Huey
voting aye on roll call.

grading, ballasting, surfacing and constructing concrete curbs and gutters; establishing
• Local Improvement District, providing for the method of payment therefor, and creating
• special fund.
Moved by Huey, seconded by Huza that this being the time for the hearing on Resolution
No. C -1145, providing for the paving of the alley in Block 252, of the original townsite
of Yakima and Block 290 Kerts and Kerts Second Addition, and there being insufficient
objection in writing, or otherwise, to said improvement, or any part thereof; it is
ordered that Ordinance No. B -1584, creating L.I.D. No. 779, be passed as read, carried:

ORDINANCE NO. B -15$41 AN ORDINANCE providing for the improvement of certain property by
grading, and paving with asphaltic concrete placed on a crushed rock base; establishing
• Local Improvement District, providing for the method of payment therefor, and creating
• special fund.
Moved by Huey, seconded by Huza that this being the time for the hearing on Resolution
No. C- 11)�l, providing; for the construction of curbs and gutters on 44th Avenue and other
streets in said vicinity, and there being; insufficient objections to said.improvement or
any part thereof; it is ordered that Ordinance No. B -15$5, creating L.I.D. No. 780, be
passed as read, carried: Burns, Huza and Huey voting; aye on roll call.
ORDINANCE NO. R -1585, AN ORDINANCE providing for the improvement of certain property by
grading, ballasting, surfacing and constructing concrete curbs and gutters; establishing

Moved by Burns, seconded by Huza that Ordinance No. B -15$6, declaring certain trans-
actions to be petit larceny and making persons guilty thereof, 'disorderly persons, and
prescribing a penalty therefor, and declaring an emergency, be passed as read, carried:

ORDINANCE N04-15862 AN ORDINANCE declaring certain acts and transactions to be petit
larceny and making persons guilty thereof disorderly persons, and prescribing a penalty
therefor, and declarin an emergency.
Moved by Burns, seconded by Huza that Resolution No. C -1153, permitting gasoline service
station operators to use automatic hose nozzle valve provided with a hold open latch de-
vice, etc. be adopted as read, carried; Burns, Huza and Huey voting aye on roll call.
RESOLUTION NO. C -1153, WHEREAS, request has been made by the gasoline service station
operators of this City for permission to use an automatic hose nozzle valve provided
with a hold open latch device; and the same has not yet been submitted for approval to
the Underwriters Laboratories, Inc. (sponsored by the National Board of fire Underwrit
ers); now, therefore,

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That until such time as such equipment has been submitted for
approval and has been either approved or rejected by said. Underwriter Laboratories,
the City of Yakima hereby grants permission and approval for the use of such a device,
provided it meets the following requirements:
1. The automatic nozzle valve must be of a type approved by the
Underwriters Laboratory.
2. The latching device must be approved by the City Fire
Marshal of Yakima.
3. A competent attendant must be in the immediate vicinity of
the vehicle being filled with such a device.
ADOPTED BY THE CITY COMMISSION, this 9th day of August, 1954.

Moved by Huey, seconded by Burns, that this being the time for the hearing on Resolution
No. C -1146, providing for the construction of curbs and gutters on 20th Avenue North
from Summitview to the Naches and Cowiche Canal, and certain property owners wishing to
have said district modified to include other improvements in the district; it is ordered
that said hearing be continued in order that said adjustments be made., carried: Burns,
Huza and Huey voting aye on roll call.
Moved by Huey, seconded by Huza that the City Clerk is hereby instructed to give notice
to contractors for the construction of curbs and gutters on Douglas Drive, L. I. D. No.
780, for paving the alleys in Block 252,.original Townsite of Yakima and Block 290 Kerts
and Ker's Second Addition, L. I. D. No. 779 and for the construction of curbs and gutterE
on Cleman Avenue from Summitview Avenue to the Naches & Cowiche Canal, L. I. D. No. 778;
all of said bids to be received on Monday, August 23rd, 1954, at 10 o'clock a.m., carried
Burns, Huza and Huey voting aye on roll call.
Moved by Burns, seconded by Huza that we do now adjourn to meet Tuesday, August 10th,
1954, at 10 o'clock A.M., carried: Burns, Huza and Huey voting aye on roll call.

The City Commission met pursuant to adjournment, Mayor Burns and Commissioners Huza and
Huey present on roll call.
Moved by Huey, seconded by Huza that this being the time for the continued hearing on
Resolution No. C -1136, providing for the construction of curbs and gutters on 35th
Avenue North from Summitview Avenue to Lincoln Avenue and there being insufficient pro-
test against said improvement with the exception by the owners on 34th Avenue North of
their property described as the N2 of Lots 6 and 7, Block 2, Flagg Addition and the S2
of Lots 21 and 22 of Block 1, Flagg Addition, which is hereby eliminated from the
district; it is ordered that Ordinance No. B -15$7, creating L.I.D. No. 781, be passed
as read, with the exception of the above described property, carried: Burns, Huza and
Huey voting aye on roll call.
ORDINANCE NO. B -1587, AN ORDINANCE providing for the improvement of certain property by
grading, ballasting, surfacing and constructing concrete curbs and gutters; establishing
• Local Improvement District, providing for the method of payment therefor, and creating
• special fund.
Moved -by Huey, seconded by Huza that the �'ity Clerk be instructed to advertise for bids
for the construction of curbs and gutters on 20th Avenue North from Summitview Avenue
to the Naches and Cowiche Canal; said bids to be received on Monday, August 30th, 1954,
at 10 o'clock A.M. carried: Burns, Huza and Huey voting aye on roll call.
Moved by Burns, seconded by Huza that we do now adjourn to meet Wednesday, August 11th,
1954, at 10 o'clock A.M.- carried: Burns, Huza and. Huey voting aye on roll call.
ADJOURNED MEETING, WEB DNESDAY, AUGUST 11th, 10 o'clock A.M.
The City Commission met pursuant to adjournment, Mayor Burns and Commissioners Huza and
Huey present on roll call.
Moved by Burns, seconded by Huza that this being the time for the hearing on the rezoning
of Lots 18, 19, 20, 21, 22 and 23, Hill Subdivision, and Lot 7, Sinclair Plat, from resi-
dence district "B" to limited business district, and there being objections from several
property owners in said district; it was ordered that said matter be taken under advise-
ment, carried: Burns, Huza and Huey voting aye on roll call.
Moved by Burns, seconded by Huey that we do now adjourn to meet Thursday, August 12th,
1954, at 10 o'clock A.M. carried: Burns, Huza and Huey voting aye on roll call.
