The City Commission met in regular session, Mayor Burns and Commissioners Huza and Huey
present on roll call.
The minutes of the regular meeting of Monday, June 14th, 1954 were approved as read,
carried: Burns, Huza and Huey voting aye on roll call.

ordered that Ordinance No. B -1570, creating Local Improvement No. 773, be passed as read,
carried: Burns, Huza and Huey - voting aye on roll call.
ORDINANCE NO. B -1570, AN ORDINANCE providing for the improvement of certain property by

ORDINANCE NO. B -1571, AN ORDINANCE relating to and regulating traffic, travel and trans-
portation and the speed of motor vehicles at the Yakima Municipal Airport, and declaring
an emergency.

Intention to improve Lots 1 to 16, inclusive of the Rice - Dibert Addition by the construe
tion of a sewersystem be adopted as read, carried: Burns, Huza and Huey voting aye on

RESOLUTION NO. C -1133, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That it is its intention to improve the lots and tracts of land
included within the following described district, by constructing a pipe sewer with the
necessary wye branches, extensions, manholes, flush tank and water connection therefor;
all of said. improvements to be constructed in full accordance with the plans and speci-
fications to be prepared by the City Engineer and filed with the City Clerk.
The district to be served by and specially benefited by and asses
ed for the above described improvement is situate within the City of Yakima, Yakima
County, tIashington, and is described as follows:
Lots 1 to 16 inclusive, of the Rice- Divve.rt Addition, said
lots lying on either side of 37th Avenue North, extending
northerly -from Summitview Avenue for a distance of 840 feet,
more or less.
All persons who may desire to object to said proposed improvement
are hereby notified to appear and present such objection, if any, at a meeting of the
City Commission to be held .at its office in the City Hall in the City of Yakima, Yakima
Cou" Pity, Trlashington, at the hour of 10 o t clock a.m. , on Monday, the 12th day of July,
1954; which time and place are hereby fixed for the hearing of all matters relating to
said proposed improvement or objections thereto, and for determining the method of pay-
ment for said improvement; and the City Clerk is hereby directed to give due notice of
said hearing and of the intention.to make the aforesaid improvement.'
All costs and expenses in connection with the construction of
said improvement, including the engineering, inspection, advertising, publication of

notices, cost of acquiring right -of -way easements and all other expenses incident there-
to, shall be levied. and assessed against the above described property, as provided by
law and as above described; this improvement to be constructed in full accordance with
the plans and specifications to be prepared by the City Engineer, and the City Engineer
is hereby directed to submit to the City Commission at or prior to the date fixed here-
in for said hearing, all of the data and other information required by law to be by him
submitted.

lations for Tahoma Cemetery, be adopted as read, carried: Burns, Huza & Huey voting

RESOLUTION IO. C -1135, TAHO�NTA CEMETERY RULES AND REGULATIONS
A RESOLUTION prescribing rules and regulations for the operation,
government and control of Tahoma Cemetery.
BE IT RESOLVED BY THE CITY COMMISSION 01 TI-E CITY OF YAKIMA:
Section 1. DEFINITIONS. For purposes of this resolution, grave
sizes referred to herein shall be defined as follows:
"State" shall mean an outside measurement of app roximately,31 x 86 inches..
"Regular" shall mean an outside measurement of approximately 29 x 86 inches.
"5 -0" shall mean an outside measurement of approximately 24 x 73 inches.
114 -0T1 shall mean an outside measurement of approximately 20 x 60 inches.
"3 -0" shall mean an outside measurement of approximately 20 x 47 inches.
112 -011 shall mean an outside measurement of approximately 18 x 37 inches.
"Extra State" shall mean an outside measurement of approximately 35 x 86 incheE
"Jumbo "shall mean. an outside measurement of approximately 37 x 92 inches.
"Metal Vaults" shall mean an outside measurement of approximately 34 x 88
inches.
"Concrete Vaults" shall mean an outside measurement of approximately 36 x 92
inches.
Section 2. SCHEDULE OF PRICES. All fees and charges provided
for herein shall be paid in advance. The following prices are the regular fixed prices
for all unsold or .repossessed property in Tahoma Cemetery, which price to include Perpet-
ual Care. No property to be sold without Perpetual Care..
SECTION A
All of Section A north of a line drawn between the Southwest
corner of Block 57 and the Southeast corner of Block 39, and Block 63, known as the
"County and Old Age Pension Plot," shall be sold at the rate of ;9.50 for the regular
and 5 -0 sizes, and .$5..00 for 4 -0, 3 =O and 2 -0 sizes. The remainder of Section A shall
be sold at the rate of $40.00 per lot.
SECTION B
All of Section B shall be sold at the rate of $40.00 per lot.
SECTION C
All of that part of Section C lying East of a North -South line
drawn between the West side of Block 7 and the West side of Block 322 shall be sold at

the rate of $45.00 per lot.
All of that part of Section C lying East of a North -South line
drawn between the West side of Block 17 and Block 312 and the above - mentioned line shall
be sold at the rate of $50.00 per lot.
All of that part of Section C lying West of the above mentioned
North -South line shall be sold at the rate of $55.00 per lot.
SECTION D
All of Section D shall be sold at the rate of $80.00 per lot.
SECTION E
All of Section E South of the Mausoleum and East of a line drawn
from the West side of Block 82 to the West side of Block 144, known as the "Veteranst
Plot ", shall be sold at the rate of $12.50 per lot. The remainder of Section E shallbe
sold at the rate of x',70.00 per lot.
SECTION F
All of Section F shall be sold at the rate of $40.00 per lot.
SECTION G-
All of Section G shall be sold at the rate of $40.00 per lot.
SECTION H
All of Section H shall be sold at the rate of 05..00 per lot.
SECTION I
All of Section I shall be sold at the rate of $35.00 per lot.
SECTION J
All of Section J shall be sold at the rate of $40.00 per lot.
SECTION K
All of Section K shall be sold at the rate of $45.00 per lot.
SECTION L
All of Section L lying North of a line drawn between the South
side of Block 76 and the South side of Block 100 and .East of a line drawn from the West
side of Block 25 to the West side of Block 76, known as the "New County and Old Age
Pension Plot," shall be sold at the rate of $7.50 per lot for Regular and 5 -0 sizes, and
$2.50 per lot for 4 -0, 3 =0, and. 2 -0 sizes, the only charge being that for Perpetual Care.
That part of Section L lying West of the "New County and Old Age
Pension Plot," and North of a line drawn from the ,South side of Block 113 to the South
side of Block 116, shall be sold at the rate of $30.00 per lot.
The remainder of Section L shall be sold at the rate of $45.00
per lot.
I.U.O.F. SECTION
All unsold or repossed lots in the I.O.O.F. Section shall be
sold at the rate of ?$3.5.00 per lot.
MASONIC SECTION
All of the Masonic Section lying East of a line drawn between
the West side of Block 66 and the West side of Block 71 (known as the Lower Masonic
Section ) shall be sold at the rate of $35.00 per lot.
That part of the Masonic Section lying West of a line drawn from
the East side of Block 50 and the East side of Block 54, known as the "Upper Masonic
Section," shall be sold.at the rate of $40.00 per lot.
The remainder of this section, known as the "New Masonic Baby
Plot," shall be sold at the rate of $11.00 per lot.
CITY SECTION
All of the City Section shall be sold at the rate of :$35.00 per
lot.
Prices for all lots in walkways extending East and West in the
above sections shall be same as provided for in the section in which they are located.
The following prices are fixed for the care of all property in
the Tahoma Cemetery which has been heretofore sold:
Annual Care shall- hereafter be charged at the rate of :5.00 per
year for each grave. The charge for Perpetual Care shall be $15.00 straight for each
grave placed under Perpetual Care.
Section 3. ADMISSION. Persons with dogs or firearms shall not
be permitted to enter the grounds, except that this shall not apply to the use of fire-
arms in any military service. Rapid driving within the cemetery is prohibited.

Section 4. APPLICATION FOR BURIAL. Application for interment
or disinterment must be made at least twenty -four hours in advance to the Cemetery Supe
intendent.
Section 5. BURIAL PERMIT. A burial permit must, inall cases, b
filed with the Cemetery Superintendent before interment.
Section 6. SUNDAY BURIALS. Interments, disinterments or remov-
als will not be allowed on Sunday or a Legal Holiday, or Saturday afternoon, except in
case of an emergency.
Section 7. GRAVES. The regular prices for opening and closing
of graves and for setting liners are as follows:

The size inall cases is determined by the funeral director in
Only one interment will be a!-lowed in any grave, except in cases
of mother and. infant child, or twin children, or two children buried at the same time.
All graves shall be numbered with a permanent number and an
accurate record kept of the name of the decendent and the number of the grave.
Section 8. EXHUMATIONS. The charge for exhuming bodies will"-be
th-e same as the opening and closing charge as shown above.
Section 9. VAULTS. All interments must be made in cement liner:
cement vaults, or steel vaults. The cement liners shall be made according to specifica-
tions designated by the City Commission.
Section 10. TOMBS. No tombs shall be erected on top of the
ground.
Section 11. FOUNDATIONS. Foundations for all monuments shall be
built by the City only, at the expense of the owner.
All foundations must be six inches larger all around than the
base of the monument, to a depth of six inches, and said foundation must be flush with
the ground _level.
The charge for foundations shall be seventy -five cents per cubic
foot. There shall be a minimum charge of $5.00 for all foundations.
Section 12. MONUI2ENTS. All monuments in Section D and.E shall
have a maximum height of 30 inches.
Upright foot stones will not be allowed in the Cemetery.
All monuments must be set on-line according to Cemetery survey
except on tracts of irregular shape which the Cemetery Superintendent will determine.
All bases for monument: must be made of granite. No Sandstone,
marble or artificial bases will be permitted.
No headstones will be allowed in new sections or in the Masonic
Baby Plot. All markers placed in Section L, in the Masonic Baby Plot, and in that part
of Section E lying south of a line drawn from the Southwest corner of Block 35 to the -
Southeast corner of Block 29, and west of a line drawn from the Southeast corner of
Block 29 to the Southeast corner of Block 68, thence west to the Southwest corner of
Block 67, thence South to the Southwest corner of Block 144, shall be _level with the
ground.
The charge for setting a stone not exceeding one foot by two
feet in size shall be $15.00, and an additional charge of 75¢ per inch shall be made for
each additional inch.
Veterans' stones shall be set at the rate of 4P.50 for each
stone set.
Section 13. TREES AND SHRUBS. The indiscriminate planting, of
trees and shrubs in the cemetery shall not be allowed, and it shall be the duty of the
Cemetery Superintendent to have all objectionable features in the landscape removed, and
if the trees or shrubs in any lot become detrimental to adjacent lots or avenues, the
Cemetery Superintendent shall remove them upon order from the Commissioner of Public
Works.
Section 14. STRUCTURES. Coping, fences, posts and chains and
all wooden structures about lots, blocks or graves are prohibited., and if any inscrip-
tion, monument, effigy or other structure, which the Commissioner of Public Works deems
offensive or improper, be placed in or upon any lot or grave, the same shall be removed

upon order of the said Commissioner.
Section 15. DESIGNS. Funeral designs and floral pieces will be
removed as soon as the same become unsightly, to a place designated by the Cemetery
Superintendent.
Section 16., RECEPTACLES. Receptacles for cut flowers must be
sunk level with the ground, thus insuring the safety of such articles and facilitating
the cuting of the grass from the grave. Tin cans sunk in the ground are prohibited.
Receptacles must be approved by the Cemetery Superintendent.
Section 17. EMPLOYEES. All employees or other workmen engaged -
in performing work within the confines of the cemetery shall be under the supervision
and direction of the Cemetery Superintendent. Visitors must not interfer with the
performance of duties of any employee or groundskeeper.
Section 18. ARTICLES LOST AND FOUND. Lost and found articles
are to be turned in to the Cemetery Superintendentts office..
Section 19. RUBBISH. All peper and. other rubbish must be depos-
ited, by the person responsible therefor, in a receptical provided for that purpose.
Section 20. DEEDS. As provided for by Ordinance No. A -252, any
owner desiring to deed a part of this tract to another person must have the approval of
the transfer by the Commissioner of Public Works. Any transfer not so made ahall be of
no force or effect.
Section 21. POLICE POWER. The Cemetery Superintendent is vested
with police power to arrest without warrant any offender in the cemetery. He is direct -
ted to expel from the cemetery any person disturbing its sanctity by boisterous or other
improper conduct, or who shall violate any of the foregoing rules.
Section 22. PURCHASE CONTRACTS. Perpetual Care and lots may be
purchased on time as per contracts set up by the City Commission. Under this plan no
lot or block will receive Perpetual Care until said contract is paid in full, norcan
any lot or block be used until property is paid in _full.

Moved by Huey, seconded by Huza that a hearing on the petition of L. F. Sainsbury and
others for annexation to the Citv of Yakima of Westview Addition be set, for Tuesday,
June 29th 1954, at 10 otclock A.M. and the City Clerk instructed to proceed with the
necessary notices therefor, carried: Burns, Huza and Huey voting aye on roll call.
