AUGUST 17th, 1953, 10 :00 otclock A.M.
The City Commission met in regular session, Mayor Burns and Commissioners Huza and Huey
present on roll call.
The minutes of the regular meeting of Monday, August 10th, 1953, and adjourned meeting
thereof, were approved as read.
Moved by Huey, seconded by Huza, that this being the time for receiving bids on the 20th
Avenue Sewer District, in L.I.D.-No. 760, the following were received:
N. L. Kimble $ 22,158.40
Carroll & Sanislo 1$2574.90
DeBlasio Bros. 142580.20.
Said bids were read by the Clerk and and action deferred until the City Engineer reports
the tabluation thereof, carried: Burns, Huza and Huey voting aye on roll call.
Moved by Huey, seconded by Huza, that this being the time for the hearing on Resolution
No. C -1074, providing for the paving of alleys, in Block 4, Hillcrest Addition, Block 4
Heerments Addition and Block 2, Tieton Terrace Addition, and owing to the large delegatio
for and against said improvement; •It is ordered that action on said project be deferred
until Tuesday, August 18th 1953, at 4 :00 o'clock P.M., carried: Burns, Huza and Huey
voting aye on roll call.
Moved by Huza, seconded by Burns, that this being the time for receiving bids for the
purchase of an automobile for the Police Department, the following were received:
Burrows Motor Co. in the sum of x$2,229.08 which included discount of
x$200.00, less taxes of 6168.54, less trade -in of a
1951 Ford Sedan of $1,100.00, or a.total of $87.5.62 -
Wagner Chev. Co. in the sum of $2,017.48, less accessories of $$53.88,
taxes x$159.26, less authorized discount of $364 52)
less trade -in of 1951 Ford Sedan; or total of $861.54•
Action on above bids was deferred until Tuesday, August 18th, 1953, at 4:00 o'clock P.M.,
carried: Burns, Huza and Huey voting aye on roll call.
Moved by Huey, seconded by Huza, that the City Engineer having reported the completion
of the 22nd Avenue South and Bonnie Doon Curb and Gutter district, by the contractor,
said work is hereby accepted, and the City Engineer authorized to prepare an assessment
roll for said district, and the City Clerk instructed to give notice of hearing on said
roll, as required by law, for Tuesday, September 8th 1953, at 10 otclock A.M., carried:.
Burns, Huza and Huey voting aye on roll call.
Moved by Huey, seconded by Huza, that the City Engineer having reported the completion of
the 4th Avenue South Curb and Gutter district, by the contractor, said work is hereby
accepted, and.the City Engineer authorized to prepare an assessment roll for said distric ,
and the City Clerk instructed to give notice of hearing on said roll as required by law,
for Tuesday, September 8th 1953, at 10 otclock A.M., carried. Burns, Huza and Huey votin
aye on roll call.
Moved by Huza, seconded by Burns, that Ordinance No. B -1483, approving the plans and
specifications of Homer M. Hadley,,consulting engineer for the Lenox Avenue Overpass, etc
be passed as read, carried: Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B=14831 AN ORDINANCE approving the plans and specifications prepared by
Homer M. Hadley for the construction of the Lenox Avenue Overpass, as revised and amended
and providing for the acquisition by condemnation or purchase of the right to damage all
property owned by Washington Canners Cooperative, a corporation, abutting or adjacent to
East Lenox Avenue on both the north and south sides thereof, by the construction and -
maintenance of said Lenox Avenue Overpass, and providing for the method of payment there-
for, and declaring an emergency.
Moved by Burns, seconded by Huza, that Resolution No. C -1076 authorizing Director of
Highways to perform work, was adopted as read, carried: Burns, Huza and Huey voting aye
on roll call.
RESOLUTION NO. B- 1076, TRANSFER RESOLUTION -AND REQUEST FOR THE DIRECTOR OF HIGHWAYS TO
PERFORM CERTAIN WORK.
Before the City Commission of Yakima, Washington
IT IS HEREBY RESOLVED, by the City Commission that the Firector of Highways is authorized
and directed -.t.o. withhold the City of Yakimats share of the Survey expense from gas tax
disbursements in the amount of Four thousand Eight hundred Twenty -four and 57/100
($4,$24.571 Dollars, and
THE STATE AUDITOR IS HEREBY AUTHORIZED AND DIRECTED to reserve from monthly fuel tax
allotments the above specified sum, being an amount not in excess of money reasonably
anticipated to accrue to the credit of the City of Yakima in the Motor Vehicle Fund
during the current biennium; and
Upon notice to said auditor from the Director of Highways that the aforesaid work has
been completed, and a statement of cost has been furnished the Cify of Yakima of the
cost of all labor, equipment, material, supplies, and engineering, the State Auditor is
further authorized and directed to effect reimbursement to the Department of Highways
in the amount of such cost from the funds reserved, however, not to exceed the above
specified sum with any unexpended balance to be released to the City of Yakima and to be
included in the next succeeding warrant covering fuel tax allotments; all in accordance
with Section 11, Chapter 82 of the Session Laws of 1943•
Adopted by the City Commission of Yakima this 17th day of August, 1953.

Moved by Burns, seconded by Huza, that we do now adjourn to meet Tuesday, August 18th 1953
at 4 otclock P.M., carried: Burns, Huza and Huey voting aye on roll call.
ADJOURNED MEETING, TUESDAY, AUGUST 18, 1953, 4 :00 P.M.
The City Commission met pursuant to adjournment, Mayor Burns and Commissioners Huza and
Huey present on roll call.
Moved by Huey, seconded by Huza, that the City Engineer having reported on the hearing:on
Resolution No.'C -1014 as heretofore stated by tabulating the percentage of petitioners
for and against said improvement of alleys, and we find that there was no protest on the
alley in Block 4, Heermants Addition and there was a protest of 54.02% on the alley in
Block 4,-Hillcrest Addition, and a protest of 47.1% on the alley in Block 2, Tieton
Terrace; It is therefore ordered that the paving of the Alley in Block 4, Hillcrest
Addition. be abandoned, and that Ordinance No. B -1484 creating a Local Improvement Dist_ric-
for Block 4 Heermants Addition,and Block 2 Tieton Terrace Addition be passed as read,
carried: Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -14$4, AN ORDINANCE providing for the improvement of the alleys in Block 4,
Heermants Addition and Block 2, Tieton Terrace Addition; by grading and paving with
asphaltic concrete placed on a crushed rock base; establishing a Local Improvement
District, providing for the method of payment therefor, and creating a special fund.
Moved by Huey, seconded by Huza, that the bid of DeBlasio Brothers in-,the sum of $15,580.
is hereby accepted as the lowest and best bid, for 20th avenue South Sewer District,
L.I.D. No. 760, and the Mayor and City Clerk authorized to`enter into a contract on behal
of the City of Yakima, for doing said work, upon the filing of the proper bond as
required by law, carried: Burns, Huza and Huey voting aye on roll call.
Moved by Huza, seconded by Huey, that the bid of Burrows Motor Company in the sum of
$875.62, was accepted as the best bid, carried: Huza and Huey voting aye on roll call,
Burns not voting.
Moved by Huey, seconded by Huza that we do now adjourn, carried: Burns, Huza and Huey
voting aye on roll call.
