The City Commission met in regular session, Mayor Burns and Commissioners Carpenter
and Huey present on roll call.
The minutes of the regular meeting of Monday, July 31, 1950, were approved as read.
Moved by Huey, seconded by Burns that this being the time for receiving bids on the
8th Avenue South Curb and Gutter District, the following were received: J. M. DeBlasio
$25,595.82, G. G. Teskey $26,294.69 and Joe Brandt $27,3,37.75. The bid of J. M. DeBlasi
in the sum of $25,595.82 was accepted as the lowest and best bid and the Mayor and City
Clerk authorized to enter into a contract on behalf of the City of Yakima for doing
said work upon the filing of the proper bond as required by law: carried Burns, Huey
and .Carpenter voting aye on roll call.
Moved by Huey, seconded by Burns that the City Engineer having reported the completion
of the construction of Curbs and Gutters on 28th Avenue North, L.I.D. No. 683, by the
contractor, and having filed the assessment roll in the sum of $10,730.85 with the
City Treasurer; It is ordered that the City ;Clerk give notice of hearing on said
assessment roll by publication as required by law for Monday, August 28, 1950, at 10
o'clock a.m: carried Burns, Carpenter and Huey voting aye on roll call.
Moved by Huey, seconded by Burns that the City Clerk is hereby instructed to advertise
for bids for the construction of curbs and gutters in Local Improvement District Noss
6951 696 and 699; Said bids to be received on Monday, August 21, 1950, at 10 o'clock
a.m: Carried Burns, Carpenter and Huey voting aye on roll call.
Moved by Huey, seconded by Carpenter that this being the time for the hearing on
Resolution No. C -918, providing for the construction of Curbs and Gutters on First
Avenue South from Lenox to Mead, and there being insufficient protest on the part of
property owners to said improvement in said district, or any part thereof; It is
ordered that Ordinance No. B -1159 creating L.I.D. No. 702 be passed as.read: Carried
Burns, Carpenter and Huey voting aye on roll call.
ORDINANCE N0. .B -1159, providing for the improvement of certain property by grading,
ballasting, surfacing and constructing concrete curbs and gutters; establishing a Local
Improvement District, providing for the method of payment therefor, and creating a.
special fund.
Moved by Huey, seconded by Burns that this being the time for the hearing on Resolution
No. C -919 providing for the construction of curbs and gutters on 30th Avenue South
from Tieton Drive to West Walnut Street and there being insufficient protest by property
owners in said district to said improvement or any part thereof; It is ordered that
Ordinance No. B -1160 creating L.I.D. No. 703, be passed as read: carried,Burns, Huey
and Carpenter voting aye on roll call.
ORDINANCE NO. B- 1160, providing for the improvement of certain property by grading,
ballasting, surfacing and constructing concrete curbs and gutters; establishing a
Local Improvement District, providing for the method of payment therefor, and creating
a special fund.
RESOLUTION N0. C -923, BE IT RESOLVED by the City of Yakima, a municipal. corporation of
the State of Washington, that the act of the Mayor and Clerk of the said City of Yakima
in signing an agreement in writing, dated August 7, 1950, between Oregon - Washington
Railroad & Navigation Company and Union Pacific Railroad 'Company, corporations,
collectively, and the said City of Yakima under the terms of which said City is given
the right, subject to the terms of said agreement to construct, maintain and use a
sewer pipe line and drain pipe line as described and in the location indicated in said
agreement beneath and along the right of way and beneath the tracks and across the
right of way of said companies between Mead Avenue and Wide Hollow Creek and across
said right of way at Ahtanum Road, Yakima County, shall be and the same is hereby
authorized by, and said agreement is adopted as the agreement and undertaking of said
City of Yakima, Washington.
Passed by the Council of said City of Yakima, Washington, this
7th day of August, 1950.

RESOLUTION NO.-C-924$ WHEREAS, NORTHWEST AIRLINES, INC., is the lessee of a portion
of the Yakima Municipal Airport premises, the term of which lease has not yet expired;
and
WHEREAS, since the execution of said lease on August 18, 1948,
the City of Yakima has constructed a new administration building on said airport
premises, a portion of which the Northwest Airlines, Inc., desires to lease, in
addition to the other areas and uses heretofore leased by Northwest Airlines, Inc.;

NOW, THEREFORE, BE IT RESOLVED BY THE 'CITY COMMISSION OF THE `CITY
OF YAKIMA :
That the Mayor and City Clerk be, and they are hereby authorized,
empowered and directed to execute for and on behalf of the City of Yakima, a lease
with the Northwest Airlines, Inc., a Minnesota corporation, for the space in the
administration building, the use of the airport, and parking and ground space area,
for a period of five (5) years, commencing April 1, 1950, with an option to renew for
an additional term of five (5) years; upon the rental and other terms specified in the
lease to which this resolution is attached.
ADOPTED BY THE CITY COMMISSION this 7th day of August, 1950.

RESOLUTION NO. +C -925, WHEREAS, the CITY OF YAKIMA is the owner of certain premises
commonly known as the Yakima Municipal Airport;and
WHEREAS, DARRELL V. UNDERWOOD, d.b.a. UNDERWOOD FLYING SERVICE,
has heretofore occupied a certain portion of said airport premises for the purpose of
carrying on the business of a fixed base operator thereon; and said Darrell V. Under-
wood, d.b.a. Underwood Flying Service, desires to enter -into a lease of said premises
for a period of ten (10) years with an option to renew for an additional ten (10)
years;
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY 'COMMISSION OF
THE CITY OF YAKIMA :
That the Mayor and City Clerk be, and they are hereby authorized,
empowered and directed to execute for and on behalf of the City of Yakima, a lease of
a certain portion of the Yakima Municipal Airport premises; the description thereof
being more specifically set out in said lease, to Darrell V. Underwood, d.b.a. Under-
wood Flying Service, as lessee; for a period of ten (10) years from August 1, 1950,
with an option to renew for an additional term of ten (10) years, upon the rental and
other terms as specified in said lease.
