The City Commission met in regular session, Mayor Burns and Commissioners 'Carpenter
and Huey present on roll call.
The minutes of the regular meeting of Monday, July 10, 1950, were approved as read.
Moved by Huey, seconded by Carpenter that the City Engineer having reported the com-
pletion of the construction of the Fruitvale Irrigation District in L.I.D. No. 661;
said improvement is hereby accepted, and the City "Engineer instructed to prepare an
assessment roll for said district: carried Burns, Carpenter and Huey voting aye on
roll call.
Moved by Burns, seconded by Huey that the City Attorney be authorized and instructed
to proceed with whatever is necessary in the matter of the contracts heretofore entered
into with the Bosko Construction Co. in L.I.D. No's 664 and 680 with the Great
American Indemnity Co. relative to the dispostion of fulfilling said contracts and
completing the work: carried Burns,_,Carpenter and Huey voting aye on roll call.
Moved by Huey, seconded by Carpenter that this being the time for the hearing on
Resolution No. C -913, providing for the construction of a sewer system on what is
known as the "34th.Avenue North Sewer District" and there being no p'ojections in
writing or otherwise to said improvement, or any part thereof; It is ordered that
Ordinance No. B -1153 creating Local Improvement District No. 697 be passed as read:
carried Burns, Carpenter and IT voting aye on roll call.
ORDINANCE NO. B -1153, providing for the improvement of property in the City of Yakima,
Washington, by the construction of a sewer; establishing a Local Improvement District,
providing for the method of payment therefor and creating a special fund.
Moved by Carpenter, seconded by Burns that Ordinance No. B -1154 relative to the
support and maintenance of the Public Library, which was heretofore introduced for
passage on Monday, July 10, 1950, be passed as read: carried Burns, Carpenter and
Huey voting aye on roll call.
ORDINANCE NO. B -1154, relating to the support and maintenance of the Yakima Public
Library, providing for the expenditure of money not provided for in the Budget for
1950 and declaring an emergency.
Moved by Burns, seconded by Huey, that,the hearing on Resolution No. C -911 providing
for the construction of curbs and gutters on Viola Avenue from Broadway to 7th Avenue
South and 4th Avenue South from Viola A,.=enue to Mead Avenue, which hearing was here-
tofore held on Monday, June 19, 1950, and adjourned from time to time on account of
a protest by property owners on 4th Avenue from Logan to Mead, and it being deemed
for the best interests of the property owners in said district to eliminate said
portion above set forth; It is ordered that Ordinance No. B -1155 excluding said
portion of 4th Avenue South from Logan Avenue to Mead Avenue from the district and
creating L.I.D. No. 698, be passed as read: carried Burns, Carpenter and Huey voting
aye on roll call.
ORDINANCE NO. B -1155, providing for the improvement of certain property by grading,
ballasting, surfacing and constructing concrete curbs and gutters; establishing a
Local Improvement District, providing for the method of pal ent therefor and creating
a special fund.
Moved by Carpenter, seconded by Burns that the report of the Investment Committee for
investments purchased during the month of June be approved as follows:

:RESOLUTION NO. C -9182 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WN:
That it is its intention to improve First Avenue South, from
Lenox Avenue to Mead Avenue, and Viola Avenue from Broadway to Voelker Avenue, by
grading, ballasting, surfacing and constructing concrete curbs and gutters; all of said
improvements to be constructed in full accordance with the plans and specifications to
be prepared by the 'City Engineer and filed with the .City Clerk.
The district to be served by and assessed for the above described
improvement is situate in Yakima County, Washington, and described as follows, to -wit:
Beginning at the intersection of Viola Avenue and Broadway;
thence Northerly along Broadway to the South line of the
Anderson Plat; thence Easterly along said South line to the
Southeast corner of Lot 6, Block 1 of said plat; thence
Northerly and parallel with First Avenue South to Lenox
Avenue; thence Easterly along Lenox Avenue to a point midway
between First Avenue South and Landon Avenue; thence
Southerly and parallel with First Avenue South to the
North line of Lot 7 of Forques Plat; thence Easterly and
parallel with Viola Avenue to Voelker Avenue; thence
Southerly along Voelker Avenue to the South line of Lot 6
of Voelker Addition; thence Westerly and parallel with
Viola Avenue to a point midway between Landon Avenue and
First Avenue South; thence Southerly and parallel with
First Avenue South to Mead Avenue; thence Westerly along
Mead Avenue to a point midway between First Avenue South
and Second Avenue South; thence Northerly and parallel with
First Avenue South to a point midway between Logan Avenue
and Viola Avenue; thence Westerly and parallel with Viola
Avenue to Broadway; thence Northerly along Broadway to the
point of beginning.
All persons who may desire to object to said proposed improve-
ment are hereby notified to appear and present such objections, if any, at a meeting
of the City +'Commission to b e held at its office in the ,City Hall in the City of
'Yakima, Yakima County, Washington, at the hour of 10 o'clock a.m., on Monday, the 7th
day of August, 1950; which time and place are hereby fixed for the hearing of all
matters relating to said- proposed improvement or objections thereto, and for deter-
mining the method of payment for said improvement; and the City '.Clerk is hereby direct
to give due notice of said hearing and of the intention to make the aforesaid improve-
ment.
The cost and expense of said improvement, including the cost of
acquiring right of way easements, engineering, surveying, advertising, publication of
notices, and all other expenses incident thereto, shall be borne by and assessed
against all of the property legally and properly assessable therefor as provided by law
and as above described; and the City Engineer is hereby directed to submit to the City
Commission at or prior to the date fixed herein for said hearing, all of the data and
other information required by law to be by him submitted.

Moved by Carpenter, seconded by Burns that the City Clerk be instructed to give notice
to bidders for the sale and removal of the old control tower and one shed at the
Airport and also on moving the old Weather Bureau and said property, said bids to be
received on Monday, July 24, 1950, at 10 o'clock a.m: carried Burns, Carpenter and
Huey voting aye on roll call.
Moved by Carpenter, seconded by Burns that the City Clerk be instructed to advertise
for bids for a truck for the Street Dept., said bid to be received Monday, July 24,
1950, at 10 o'clock a.m: carried Burns, Carpenter and Huey voting aye on roll call.
Moved by Huey, seconded by Carpenter that the City Clerk be instructed to give notice
to contractors for constructing a sewer system on 35th Avenue North and other streets
in L.I.D. No. 697, said bids to be received on Monday, July 31, 1950, at 10 o'clock
a.m: carried Burns, Carpenter and Huey voting aye on roll call.
Moved by Carpenter, seconded by Burns that Resolution No. C -919, providing for the
construction of curbs and gutters on 30th Avenue South from Tieton drive to West
Walnut Street, be adopted as read: carried Burns, Carpenter and Huey voting aye on
roll call.
RESOLUTION NO. C -9191 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WN:
That it is its intention to improve Thirtieth Avenue South
from Tieton Drive to .nest Walnut Street, by grading, ballasting, surfacing and con-
structing concrete curbs and gutters; all of said improvements to be constructed in
full accordance with the plans and specifications to be prepared by the City Engineer
and filed with the City Clerk. `
The district to be served by and assessed for the above describec
improvement is situate in Yakima County, !Washington, and described as follows, to -wit:
Beginning at a point on the North line of Tieton Drive
139.8 feet West of 30th Avenue South; said point being the
Southwest corner of Lot 12, Neilan's Memorial Heights; thence
Northerly and parallel with 30th Avenue South to the Northwest
corner of Lot 1111�ieilan's Memorial Heights; thence Easterly
along the North line of said Lot 1 and said North line
extended, a distance of 329.8 feet; thence Southerly and
parallel with 30th Avenue South to Tieton Drive; thence
Westerly along Tieton Drive to the point of beginning.
