The City Commission met in regular session, Mayor Buck and Commissioners Bishop and
Clark present on roll call.
The minutes of the regular meeting of Monday, May 22, 1950, and adjourned meeting
thereof were approved as read.
Moved by Buck, seconded by Clark, that this being the time for receiving bids for
constructing an irrigation system in Lincoln Heights District, L.I.D. No. 692, the
following were received: G.G. Teskey in the sum of $7,543.43 and J. M. DeBlasio in
the sum of $6,594.38. The bid of J. M. DeBlasio was accepted as the lowest and best
bid, and the mayor and City Clerk are hereby authorized to enter into a contract on
behalf of the City for doing said work upon the filing of the proper bond therefore:
carried Buck, Bishop and 'Clark voting aye on roll call.
Moved by Bishop, seconded by Clark that the 111ayor and City Clerk are hereby
authorized to execute a corrective deed to Robert L. DeLaBretonne for the S. 16, of
the S. 661 of E2, NE -1 NET of SE4 of Sec 25 -13 -18 E.W.M. Yakima County Washington,
and to deliver said deed, upon the delivery to the City of Yakima ;of-'a deed contain-
ing proper description of rights of way as originally intended: carried Buck, Bishop
and Clark voting aye on roll call.
Moved by Buck, seconded by 'Clark that the Mayor and,City Clerk are hereby authorized
to execute a,20 year lease to Frank Wadman of airport premises as described in the
lease for a fixed. base operator: carried Buck, Bishop and Clark voting aye on roll
call.
Moved by Bishop, seconded by Buck that the claim of Mrs. I. C. Benz for damages done
by sewer backing up at 221 No. 24th Avenue in the sum of $5.15 is hereby allowed:
carried Buck, Bishop and 'Clark voting aye on roll call.
RESOLUTION NO. C -911, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA,WN:
That it is its intention to improve Viola Avenue from Broadway
to Seventh Avenue South, and Fourth Avenue South from Viola Avenue to Mead Avenue by
constructing concrete curbs and gutters and by grading, ballasting and surfacing
said streets, all of said improvements to be constructed in full accordance with the
plans and specifications to be prepared by the City Engineer and filed with the
City Clerk.
The district to be, served by and assessed for the above des-
cribed improvement is situate in Yakima County, Washington, and described as follows,
to -wit:
Beginning at a point on the west line of Broadway, 310 feet
south of Viola Avenue, thence westerly to a point midway.
between Broadway and 4th Avenue South, thence southerly along
a line midway b::tween Broadway and 4th Avenue South to
Mead Avenue, thence westerly along Mead Avenue to a point
midway between 4th Avenue South and 5th Avenue South, thence
northerly along a line extended, midway between 4th Avenue
South and 5th Avenue South, to a point midway between Logan
Avenue and Viola Avenue., thence westerly along a line midway
between. Logan Avenue and Viola Avenue to 7th Avenue South, '
thence northerly along 7th Avenue South to a point midway
between Viola Avenue and Prasch Avenue, thence easterly along
a line midway between Viola Avenue and Prasch Avenue to the
west line of Broadway, thence southerly along the west line
of Broadway to the point of beginning.
All persons who may desire to object to said proposed improve-
ment are hereby notified to appear and present such objections, if any, at a meeting
of the City Commission to be held at its office in the ,City Hall in the ;City of,.
Yakima, Yakima County, Washington, at the hour of 10 o'clock a.m., on Monday the
19th day of June, 1950, which time and place are hereby fixed for the hearing of all
matters relating to said proposed improvement or objections thereto, and for deter-
mining the method of payment for said improvement; and the 'City ;Clerk is hereby
directed to give due notice of said hearing and of the intention to make the afore-
said improvement.
The cost and expense of said improvement, including the cost
of acquiring right of way easements, engineering, surveying, advertising, publication
of notices, and all other expenses incident thereto, shall be borne by and assessed
against all of the property legally and properly assessable therefor as provided by
law and as above described; and the City Engineer is hereby directed to submit to
the City Commission at or prior to the date fixed herein for said hearing, all of the
data and other information required by law to be by him submitted.

ORDINANCE NO. B -1144, providing for the expenditure of funds not budgeted for con-
struction costs of the municipal airport admininstration building, and declaring
an emergency.
Moved by Bishop, seconded by Buck that Ordinance No. B -1144, providing for the
expenditure of funds not allowed in 1950 budget, be passed as read: carried Buck,
Bishop and Clark voting aye on roll call.

ORDINANCE NO. B -1145, establishing the official office for the City of Yakima for
the transaction of all official business; fixing the place for holding general and
special meetings of the City Commission; repealing all ordinances or parts of ordin-
ances in conflict herewith; and declaring an emergency.
Moved by Buck, seconded by Clark that Ordinance No. B -1145, providing for change of
City Office Building to.City Hall, be passed.as read: carried Buck, Bishop and Clark
voting aye on roll call.
Moved by Buck, seconded by Clark that we do now adjourn to meet Thursday, June 1, 1950,
at 10 o'clock a.m: carried Buck, Bishop and Clark voting aye on roll call.
ADJOURNED MELTING, THURSDAY, JUNE 1, 1950
The City :Commission met pursuant to adjournment, Mayor Buck and Commissioners Clark
and Bishop present on roll call.
Moved by Clark, seconded by Bishop that this being the time for receiving bids on
gate valves, etc for the Water Dept, the following were received: Pacific Water Works
Supply Co. $2130.00; Western Utility Supply Co. $2162.38; E. N. Hallgren $2100.00;
Consolidated Supply Co. $1850.42 and H. D. Fowler Co. $2081.20. The bid of E. N.
Hallgren Co. in the sum of $2100.00 was considered the best bid and award was made
to that company :. carried Buck, Bishop and Clark voting aye on roll call.
Moved by Bishop, seconded by Buck that the report of the Investment Committee for
investments made during the month of May, 1950, are hereby approved as follows:

according to the official plat on file and of record in the office of the Auditor of
Yakima County, Washington, from "B" Residence to Limited Business District.
Moved by Clark, seconded by Buck that Ordinance No. B -1146 rezoning Lot 7, Block 3 of
Highland Addition, be passed as read: carried Buck, Bishop and Clark voting aye on
roll call. ,
