The City Commission met in regular session, Mayor Buck and ;Commissioners Bishop and
Clark present on roll call.
The minutes of the regular meeting of Monday, March 27th, 1950, and adjourned meeting
thereof, were approved as read.
Moved by .Clark, seconded by Bishop that this being the time for the hearing on Resolu-
tion No. C -900 providing for an irrigation system on Lincoln Avenue etc, and there
being no objections in writing or otherwise to said improvement, or any part thereof;
It is ordered that Ordinance No. B -1124, creating a local improvement district be
passed as read: carried Buck, Bishop and Clark voting aye on roll call.
ORDINANCE NO. B -1124, providing for the improvement of property in the City of Yakima,
Washington, by constructing an irrigation system to serve various lots and tracts of
land; establishing a local improvement district; providing for the method of payment
therefor, and creating a special fund.
Moved by Buck,seconded by Clark that Ordinance No. B -1125 providing for rezoning Lot
12, Block 131, Huson's Addition from "C" Residence to Business District, be passed as
read: carried Buck, .Bishop and Clark.voting aye on roll call.
ORDINANCE NO. B -1125, rezoning Lot 12, Block 131 in Huson's Addition to the City of
Yakima, according to the official plat on file and of record in the office of the
Auditor of Yakima County, Washington, from "C" Residence to Business District.
RESOL:UT;ION NO. C -902, BE IT RESOLVED BY THE CITY COMMISSION OF THE.CITY OF YAKIMA,WN:
That it is its intention to improve the following streets by
grading, ballasting, surfacing and constructing concrete curbs and gutters;
Eighth Avenue South from Lenox Avenue to Mead Avenue,
Ninth Avenue South from Lenox Avenue to Logan Avenue,
Viola Avenue from Seventh Avenue South to Tenth Avenue
South;
all of said improvement to be constructed in full accordance with the plans and speci-
fications to be prepared by the City Engineer and filed with the City Clerk.
The district to be served by and assessed for the above des-
cribed improvement is situate in Yakima County, Washington and described as follows,
to -wit:
Beginning at a point on the south line -of Lenox Avenue,
r midway between 9th Avenue South and 10th Avenue South;
thence southerly and'parallel with 9th Avenue South to
a point midway between Prasch Avenue and Viola Avenue;
thence westerly and parallel with Viola Avenue to Tenth
Avenue South; thence southerly along 10th Avenue South
to a point midway 'between Viola Avenue and Logan Avenue;
thence easterly and parallel with Viola Avenue to a point
on the west "line of Lot 8, Pagel Half -Acre Tracts; thence
southerly and parallel with 9th Avenue South to Logan
Avenue; thence easterly along Logan Avenue to a point
135 feet west of 8th Avenue.South; thence southerly and
parallel with 8th A venue.South to Mead A venue;.thence
easterly along Mead Avenue to a point midway between 7th
Avenue South and 8th Avenue South; thence northerly along
a line midway between 7th Avenue South and •8th Avenue
South to a point midway between Logan Avenue and Viola
Avenue; thence easterly and parallel with Viola Avenue to
7th Avenue South; thence northerly along 7th Avenue South
to a point midway between Viola Avenue and Prasch Avenue;
thence westerly and parallel with Viola Avenue to a point
midway between 7th Avenue South and 8th Avenue South; thence
northerly along a line midway between 7th Avenue South and
8th Avenue South to the south line of Lenox Avenue; thence
westerly along the south line of Lenox Avenue to the point
of beginning.
All persons who may desire to object to said proposed improve-
ment are hereby notified to appear and present such objections, if any, at a meeting
of the City Commission to be held at its office in the -City Hall in the City of
Yakima, Yakima County, Washington, at the hour of 10 :00 o'clock a.m., on Monday,
the 24th day of `Apr. i:1, 1950, which time and place are hereby fixed for the hearing of
all matters relating to said proposed improvement or objections thereto,,and for
determining the method of payment for said improvement; and the City Clerk is hereby
directed to give due notice of said hearing and of the intention to make the afore-
said improvement.
The cost and expense of said improvement, including the cost
of acquiring right of way easements, engineering, surveying, advertising, publication
of notices, and all other expenses incident thereto, shall be borne by and assessed
against all of the property legally and properly assessable therefor as provided by
law and as above described; and the City Engineer is hereby directed to submit to the
City Commission at or prior to the date fixed herein for said hearing, all of the
data and other information required by law to be by him submitted.

RESOLUTION NO'. C -903, WHEREAS, the City. of Yakima is the owner of certain premises
commonly known as the Yakima Municipal Airport; and
WHEREAS, West Air Company, a. corporation, has heretofore
occupied a certain portion of said airport premises for the purpose of carrying on the
business of a fixed base operator thereon, and said VJest Air Company desires to enter
into a new lease of said premises for a period of twenty (20) years, with an option to
renew.for an additional ten years;
NOW THEREFORE I'T IS HEREBY RESOLVED BY THE CITY '.COMMISSION
OF THE 'CITY OF YAKIMA:
That the Mayor and City Clerk be and they are hereby authorized,
empowered and directed to execute for and on behalf of the 'City of Yakima a lease of
a certain portion of the Yakima Municipal Airport premises, same being more specifically
described in said lease, to West Air !Company, a corporation, as Lessee, for a period of
twenty (20) years from April 1, 1950, with an option to renew for An additional term
of ten (10) years, upon the rental and other terms specified in said lease.

Moved by Bishop, seconded by Buck that Resolution No. C -903, authorizing the City
Commission to enter into a lease for premises at the Airport, with West -Air `Co., is
hereby adopted: carried Buck, Bishop and Clark voting aye on roll call.

made during the month of March, 1950, is hereby approved as follows:

Moved by Buck, seconded by Bishop that the mechanicts lien in the sum of $288.07,
filed by Best Electric Co. for labor and material on the new city hall is hereby
acknowledged and same tur'"ed over to the City Attorney for disposition: carried Buck,
Bishop and _Clark voting aye on roll call.
Moved by Bishop, seconded by Clark that this being the time for receiving bids for
equipment for the Water Dept., the following bids were awarded: Picatti Bros. on
Motor Reducer, $523.00, Pacific Hoist Derrick Air .Compressor, two Paving Breakers and
two lengths of compressor hose, in the sum of $3,524.45, and Modern Machinery 'Co. for
self - priming dewatering pump, $596.37: carried Buck, Bishop and Clark voting aye on
roll call.
Moved by Buck, seconded by Bishop that we do now adjourn to meet Tuesday, April 4,
1950, at 10 a.m.: carried Buck, Bishop and Clark voting aye on roll call.

ADJOURNED MEETING, TUESDAY, APRIL 4, 1950
TheCity,Commission met pursuant to adjournment, Mayor Buck and Commissioners Clark
and,Bishop present on roll call.
Moved by Bishop, seconded by Clark that this being the time for receiving bids on a
fire place and walk -in refrigerator for the Airport; The follovin.ng awards were made,
Warren J. Stohr on the fireplace for $599.00 and Tom Sager & Associates, on the
refrigerator for $1666.66: carried Buck, Bishop and Clark voting aye on roll call.
