The City Commission met in regular session, Mayor Buck and Commissioner Clark present
on roll call. Bishop absent.
The minutes of the regular meeting of Monday, March 20, 1950, were approved as read.
Moved by Buck, seconded by .Clark that the recommendation of the Planning Board to
change Lot 12, Block 31 from "C" Residence Zone Huson's Addition, to a Business Zone,
be approved and the City Attorney instructed to prepare an ordinance providing for
said change: carried Buck and Clark voting aye on roll call. Bishop absent.
The lease with the Inland Airways was considered and upon motion by Buck, seconded by
Clark, the Commission was authorized and instructed to-execute said lease.
Moved by Buck, seconded by Clark that this being the time for the hearing on Resolution
No. C -895, providing for the construction of a sewer system on what is known as the
Powerhouse Road District, and there being no objections in writing or otherwise to
said improvement or any part thereof; It is ordered that Ordinance No. B -1120 creating
a local improvement district, be passed'as read: carried Buck and Clark voting aye on
roll call. Bishop absent.
ORDINANCE NO. B -11201 providing for the improvement of property'in the City of Yakima,
Washington, by the construction of a sewer; establishing a Local Improvement District,
providing for the method of payment therefor and creating a special fund.
Moved by Clark, seconded by Buck that this being the time for the hearing on Resolution
No. C -896, providing for the construction of a sewer system in Brackett heights Additior
and there being no objections in writing or otherwise "to said improvement or any part
thereof; It is ordered that Ordinance No. B -1121, creating a local "'-improvement district
be passed as read: carried Buck and Clark voting aye on roll call. Bishop absent#
ORDINANCE NO. B -1121, providing for the improvement of property in the !City of Yakima,
Washington, by the construction of a sewer; establishing a Local Improvement District,
providing for the method of payment therefor and creating a special fund.
ORDINANCE NO. B -1122, amending Ordinance No. B -65 entitled "AN ORDINANCE providing
for the raising of revenues; licensing public dance halls and cabarets; requiring a
permit for public dances and cabarets; regulating public dance halls and cabarets;
providing for revocation of licenses and permits issued; providing a penalty for the
violation thereof; repealing Ordinance A -827 and Ordinance A -243 and all other Ordin-
ances and parts of Ordinances in conflict therewith and declaring an emergency ".
Moved by Buck, seconded by (Clark that Ordinance No. B -1122 relating to dance halls and
cabarets be passed as read: carried Buck and Clark voting aye on roll call. Bishop
absent.
ORDINANCE NO. B -11239 amending Ordinance No. B -56 entitled "AN ORDINANCE relating to
public eating places, public kitchens, and to the sale to the public of prepared food
for immediate consumption; providing revenue through an application fee, a license
fee, and a penalty for violation; repealing Ordinance.No. B -37 of the ordinances of
the+City of Yakima, and all other ordinances in conflict herewith; and declaring an
emergency ".
Moved by Buck, seconded by Clark that Ordinance No. B -1123, relating to public eating
places, etc. be passed as read: carried Buck and Clark voting aye on roll call.
Bishop absent.
RESOLUTION NO. C -901, BE IT RESOLVED BY THE :CITY COMMISSION OF THE CITY OF YAKIMA, WN:
That it is its intention to improve a portion of Lincoln Avenue
in the City of Yakima by grading, ballasting, surfacing, constructing concrete curbs
and gutters and by constructing two reinforced concrete bridges across the Naches and
Cowiche Canal, all of said improvements to be constructed in full accordance with the
plans and specifications to be prepared by the City Engineer and filed with the City
C 1 erk.
The district to be served by and assessed for the above describes
improvements is situate in Yakima County, Washington, and described as follows, to -wit:
Beginning at the intersection of Lincoln Avenue and
Grandview Avenue; thence - northerly along Grandview
Avenue a distance of 608.7 feet; thence easterly
along the north line of Lincoln Heights Addition No. 2
to 30th Avenue North; thence southeasterly to a point
on the east line of the West half of the Northeast
quarter of the Northwest quarter of Section 23, Town-
ship 13 North, Range 18, E.W.M., which is midway be-
tween Lincoln Avenue and Power House Road; thence
southerly to a point which is 604.4 feet south of the
south line of Lincoln Avenue; thence westerly and
parallel with said south line of Lincoln Avenue to
Grandview Avenue; thence northerly along Grandview
Avenue to point of beginning.
All persons who may desire to object to said proposed improve-
ment are hereby notified to appear and present such objections, if any, at a meeting
of the City Commission to be held at its office in the City Hall in the City of Yakima,
Yakima County, Washington, at the hour of 10 otclock a.m., on Monday, the 17th day of
April, 1950, which time and place are hereby fixed for the hearing of all matters re-
lating to said proposed improvements or objections thereto, and for determining the
method of payment for said improvement; and the CityrClerk is hereby directed to give
due notice of said hearing and of the intention to make the aforesaid improvements.

The cost and expense of said improvements, including the cost of
acquiring right of way easements, engineering, surveying, advertising, publication of
notices, and all other expenses incident thereto shall be borne by and assessed against
all of the property legally and properly assessable therefor as provided by law and as
above described; and the City Engineer is hereby directed to submit to the 'City Commis-
sion at or prior to the date fixed herein for said hearing, all of the data and other
information required by law to be by him submitted.,

Moved by Buck,, seconded by Clark that this being the time for opening bids on a 4 -door
sedan for the' Police Dept; It is ordered that said bids be accepted and opened on
Tuesday, March 28, 1950, at 10 o'clock a.m: carried Buck and Clark voting aye on roll
call' Bishop absent.
ADJOURNED MEETING, 'TUESDAY, MARCH 28, 1950
The City Commission met pursuant to adjournment, Mayor Buck and Commissioners Clark
and Bishop present on roll call.
Moved by Bishop, seconded by Buck that the bid of Cahoon Motor .Co. for a 4 -door
Studebaker Sedan for the Police Dept. in the sum of $1,,794.05 was accepted as the
lowest and best bid: carried Buck, Bishop and Clark voting aye on roll call.
Moved by Buck, seconded by Bishop that we do now adjourn: carried Buck, Bishop and
Clark voting 'aye on roll call.
