February 27, 1950
The City +Commission met in regular session, Mayor Buck absent. Commissioners 'Clark
and Bishop present on roll call.
The minutes of the regular-meeting of Monday, February 20, 1950, and adjourned meeting
thereof were approved as read.
Moved by Bishop, seconded by +Clark that this being the time for the hearing on Reso-
lution No. C -890, providing for the construction of curbs and gutters on Lincoln
Avenue and other streets and there being a protest from property owners in said districi
It was ordered that said hearing be postponed to Wednesday, March 1, 1.950, at 10 of clod
a.m: carried Buck, Bishop and Clark voting aye on roll call.
Moved. by Bishop, seconded by (Clark that this being the time for receiving, bids for
two 4 -door sedans for the Police Dept. and the bid of !Cormier Chevrolet Co. in the
sum of $1170.00 on one car and $950.00 on the other, being the best bid, said award
was made to said company: carried Bishop and Clark voting aye on roll call. Buck
absent.
Moved by Bishop, seconded by Clark that this being the time for receiving bids for a
Jeep for the Cemetery Dept., the bid of Thomas and Gorman, being the only one received
in the sum of $1533.00; said bid was awarded to them: carried Bishop and Clark voting
aye on roll call. Buck absent.
Moved by Bishop, seconded by Clark that this being the time for receiving aids on
shelving and other cabinet work at' -the new City Hall, the bid of W.B. Edmiston & Sons,
Inc., in the sum of $9266.00, was awarded to them, same being lowest and best bid:
carried Bishop and Clark voting aye on roll call. Buck absent.
Moved by Bishop, seconded by Clark that Ordinance No. B -1110 regulating the projection
of any appendage in alleys, be passed as read: carried Bishop.and Clark voting aye on
roll call. Buck absent.
ORDINANCE NO. B -1110, amending Ordinance No. B -1014 entitled "AN ORDINANCE regulating
erection, construction, enlargement, alteration, repair; moving, removal, conversion,
demolition, occupancy; equipment, use, height, area and maintenance of buildings and/or
structures in the City of Yakima; providing for the issuance of permits and collection
of fees therefor; declaring and establishing fire districts; providing penalties for
the violation thereof, and repealing all ordinances and /or parts of.ordinances in con-
flict therewith ".
Moved by Bishop, seconded by Q1ark that this being the time for the adjourned hearing
on R�5solution No. C-888 ,and upon the report of the -City Engineer, eliminating a
portion of the,district; It was ordered that Ordinance No. B -1111 creating a local
improvement district, be passed as read: carried Bishop and Clark voting aye on.roll
call. Buck absent.
ORDINANCE NO. B -1111, providing for the improvement of property in the City of
Yakima, Washington, by constructing an irrigation system to serve various lots and
tracts of land; establishing a local improvement district; providing for the method of
payment therefor, and creating a special fund.
Moved by Clark, seconded by Bishop that we do now adjourn to meet Wednesday, March lst,
1950, at 10 o'clock a.m-. carried Bishop and Clark voting aye on roll call. Buck
absent.
ADJOURNED MEETING, WEDNESDAY, MARCH 11 1950
The City Commission met pursuant to adjournment, Mayor Buck and Commissioners Clark
and Bishop present on roll call.
This being the time for the adjourned hearing on Resolution No. C -890, providing for
the construction of curbs and gutters, grading, etc. on Lincoln Avenue etc; It was
moved by Bishop that the ordinance creating a local improvement district be passed
as read. On account of said motion not being passed for the want of a second, same
did not carry and said ordinance was not passed.
Moved by Bishop, seconded by Buck that the report of the City Treasurer for investments
purchased during the month of February, 1950, be approved as follows:

ADJOURNED MEETING, FRIDAY, MARCH 3, 1950
The City Commission met pursuant to adjournment, Mayor Buck and Commissioners Clark
and Bishop present on roll call.
Moved by Bishop; seconded by -Buck that this being the time for receiving bids for
landscaping the grounds at the Airport and for a pump for irrigation purposes at said
airport. The following bids were accepted: Concrete -T. Defoe, $1,067.00; Pump- Food
Machinery, $185.20; Irrigation- Decoto Bros., $634.52; Soil, Peat Moss- R. L. Gardner,
$828.00; Shrubs- R. L. Gardiner, $324.00; Planting- George Sanford, $602.55: carried
Buck, Bishop and Clark voting aye on roll-call.
RESOLUTION NO. C -892, WHEREAS, Robert J. Paradis and Helen V. Paradis, husband and
wife, have offered to lease from the City the restaurant space and appurtenant space
thereto in the new Municipal Airport Administration Building for the term of ten (10)
years, with an option-to renew for an additional five years, at an agreed minimum
rental of $200.00 per month commencing with the fourth month of the term of said lease
and for additional rentals for the first 5 year period of said lease of three per cent
(3%) of the gross-receipts exceeding $18,750.00 from said restaurant business to be
operated by the Lessees and upon terms more fully set forth in detail in the proposed
lease between said Lessees and the City, and it being for the best interests of the
City of Yakima to enter into said lease,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF YAKIMA :
That the offer of 'the said Robert J. Paradis and Helen V.
Paradis, husband and wife, to lease said space from the City of Yakima for the purpose
of conducting therein a restaurant upon the rental hereinabove mentioned and upon the
detailed terms-and conditions as set forth in the proposed lease between the said
Lessees and the City; be and the same hereby is accepted and the Mayor and City Clerk
are hereby authorized, empowered and directed to execute said lease on behalf of the
.City with said Lessees.

Moved by Clark., seconded by Buck that the City Clerk is hereby instructed to give
notice to contractors for the construction of an irrigation system in L.I.D. No. 661,
and for piping the Broadgage Ditch on Broadway Avenue and the R.S. & C. Irrigation
Canal on South 10th Avenue. Said bids to be received on Thursday, March 16, 1950, at
10 o'clock a.m: carried Buck, Bishop and Clark voting aye on roll call.
Moved by Buck, seconded by Bishop that we do now adjourn: carried Buck, Bishop and
Clark voting aye'on roll call.
