The City Commission met in regular session, Mayor Buck and Commissioners Bishop and
Clark present on roll call.
The minutes of the regular meeting of Monday, January 9th, 1950, and adjourned meeting,
were approved as read.
Moved by Bishop, seconded by Buck that all bids received for the purchase of a 3/4
ton Pickup Truck for the St. Dept. be disallowed: carried Buck, Bishop and 'Clark
voting aye on roll call.
Moved by Bishop, seconded by Buck that the bid of a Garage Bed and Hoist goes to
South Tacoma Welding and Equipment Co. in the sum of $1100.00;for the paint machine
for Street Dept. $780.00 and for a 11 ton Truck, to Burrows Motor Co. in the sum of
$1908.19: carried Buck, Bishop and Clark voting aye on roll call.
RESOLUTION NO. 0-8872 BE IT RESOLVED BY THE CITY COMMISSIONERS OF THE CITY OF YAKIMA,
WASHINGTON:
That the commissioners recognize the place which organized
labor now holds in the industrial organizations of the country, and that ,organized
labor and collective bargaining have been generally accepted by,the American people.
That the commissioners are in accord with the principle of
organized labor as hereinabove mentioned and are willing to co- operate with recognized
labor unions, so far as legally possible, in occupations covering activities of the
City.
That it is recognized that public officials do not have the
same latitude or discretion held by- private employers in the latter's relationship with
organized labor, but the commissioners recognize that some of the City employees have
joined and will hereafter join Teamsters local 524, and the commissioners recognize
such membership by those coming within the jurisdiction of said local union.
That the commissioners are willing to co- operate with Teamsters
Union Local 524 for the advancement of the mutual interests of its members who are
-City employees, and the City of Yakima, and no employee shall be discriminated
against for upholding union principles.
That for the purpose above referred to the commissioners declare
their intention of conferring from time to time with said union through its duly
appointed bargaining agents as to wages, hours, vacation periods, and working condition
of City employees other than fire, police and health.departments, which named depart-
ments are specifically excluded from the terms of this resolution.
That the commissioners will in pursuance to the intentions
herein set forth give due consideration to al -1 suggestions and requests made by
representatives of said union, and will so far as may be authorized by law and to the
extent that the commissioners believe such suggestions and requests are to the best
interests of the City, seek to comply with such suggestions and requests.
That the commissioners recognize the said union as bargaining
agent for City employees who may be members of such union, but this paragraph shall
not be construed to inhibit or affect the right of any City employee to confer with
the commissioners, department heads or other City officials.
HOLIDAYS
Sundays, New Yearts Day, Washington's Birthday, Decoration Day,
July Fourth, Labor Day, Thanksgiving Day, Christmas Day shall be holidays and shall be
paid for. There shall be no deduction from the employees regular pay for holidays
not worked. Any employee required to work on a holiday shall receive time and one
half pay as compensation for working on a holiday.
VACATIONS
Each employee hereinbefore mentioned shall be entitled to 12
work days vacation with full pay during each year following the first year of employ-
ment. That is to say, that each employee who shall have worked for the City one year
shall during the next year be entitled to vacation with full pay.
A schedule of vacation dates for each individual employee
entitled to vacation shall be prepared by the department head with each individual
employee.
SICK LEAVE
Each regular employee shall be entitled to sick leave at the
rate of one day for each calendar month. Said leave shall be cumulative for a period
of two years; provided however, that if any employee is found to take or request leave
when he is not actually sick or when such leave may be unnecessary such employee shall
forfeit all right to sick leave for a term of one year, and shall be subject to such
other penalty as shall be fixed by the'City commissioners. Any such employee asking
sick leave shall submit himself to such medical or other examination as the commission-
ers may require.

1950 Budget for the purpose of purchasing equipment for the Police Department, and
declaring an emergency.
Moved by Bishop, seconded by Buck that Ordinance No. B -1087 providing for the
expenditure of $300.00 for two tabulating machines for the Police Dept. be passed as
read: carried Buck; Bishop and Clark voting aye on roll call.
Moved by Clark, seconded by Buck that this being the time for the hearing on the ,
assessment rolls in L.I.D1s No's 673, 675, 676, 684 and 685-and there being insufficien-
protest against said assessment rolls, or any part thereof; It is ordered that Ordi-
nances No. B -1088, confirming the Assessment Roll in L.I.D. No. 673, Ordinance No. B-
1089, confirming the assessment roll.in L.I.D. No. 675, Ordinance No. B -1090, con-
firming the assessment roll in L.I.D. No. 676, Ordinance No. B -1091, confirming
assessment roll in L.I.D. No. 684, Ordinance No. B -1092, confirming said assessment
roil in L.I.D. No. 685 and Ordinance No. B -1093, confirming the assessment roll in
L.I..D. No. 685, and each and every one of assessment rolls be passed as read: carried

of the City of Yakima.
ORDINANCE NO. B -1090, confirming the assessment roll covering Local Improvement
District No. 676 as-created and established by Ordinance No. B -1030 of the Ordinances
