The minutes of the regular meeting of Tuesday, December 27; 1949, and adjourned meetings, were approved as read. Moved by Buck, seconded by Bishop, that Mrs. Helen Greene 'Chesterley, be appointed as a member of the City Library Board, to succeed herself in that position for the term -of 5 years beginning January 1, 1950: carried Buck, Bishop and Clark voting aye on roll call. RESOLUTION NO. C -8831 WHEREAS, the City Commission has heretofore by Ordinance No. B -1015, passed and approved May 31, 1949, created a Local Improvement District within the City of Yakima for the purpose of constructing an irrigation system to serve the eland described in said Ordinance, said District being known as Local Improvement District No. 666; and WHEREAS, work has progressed upon the construction of said im- provement and it is necessary to sell the temporary warrants issued by said District for cash.for the purpose of paying for materials used and to be used in the construc- tion thereof, and the State Wide City Employees Retirement System has offered to pur- chase said warrants for their face value and have already negotiated for the purchase of Warrants No. 4522, 4540 and 4541 in the total amount of $15,811.84, and desires to purchase all subsequent warrants issued by said District for material and labor used in the construction of said improvement and further desires to exchange said warrants for the entire Bond issue of said Local Improvement District when issued, and it being for the best interests of said Local Improvement District to approve the sale of warrants as mentioned herein and to extend a first option to the said State Wide City Employees Retirement System to purchase the Bonds of said District in exchange for such warrants, NOW, THEREFORE, BE IT RESOLVED BY THE -CITY COMMISSION: That the sale of warrants numbered 4522, 4540 and 4541 issued by and for Local Improvement District No. 666, said warrants being in the total amount of $15,811.84, to State Wide City Employees Retirement System, be and the same hereby is approved and ratified and the City Treasurer is hereby authorized to sell all subsequent warrants_ issued for and on behalf of said Local Improvement District to the said State Wide City Employees Retirement System for the face value of said warrants, and the said State Wide .City Employees Retirement System is hereby given the first option to exchange said warrants for the entire Bond issue of said Local Improve- ment District when the same have been issued, for par value plus accrued interest if any. RESOLUTION NO. `C -884, B7 IT RESOLVED BY THE CITY COMMISSION of the City of Yakima, Washington; THAT WHEREAS by petition dated October 3, 1949, executed on behalf of the City, application was made to -Yakima City- County Health District ( Health District of Yakima County) for the purpose of making the 'City a member of said health district, which health district was duly constituted by a resolution by the Board of County Commissioners of Yakima County, dated September 15, 1949; and the -said applica- tion by the City was duly accepted by said health district; NOW THEREFORE BE IT RESOLVED BY THE :CITY COMMISSION of the City of Yakima that it commits itself to the payment to the -said health district for expenses of the said district during the calendar year 1950 the sum of 20,610, the said amount to be paid in monthly or other periodic installments as mutually agreed by the parties during said .year. BE IT FURTHER RESOLVED that the said health district will be expected to perform, and is hereby authorized to perform, on behalf of the 'City all of the functions and duties heretofore performed by the health officer,and the health department of the 'City of Yakima and to enforce all sanitary and health ordinances adopted by the City of Yakima; BE IT FURTHER RESOLVED that upon the acceptance of the terms of this resolution by the said health district the said terms shall be considered an agreement between the,City of Yakima and said health district as required by the statutes of the State of Washington applying to health districts. C -885, WHEREAS the City of Yakima by virtue of a petition duly executed on its 'behalf dated October 3, 1949, and the acceptance of the said petition by the Yakima City - County Health District (Health District of Yakima County) has become a member of said health district; AND WHEREAS it is .necessary under the laws applicable in such cases for the City to name two members of the 'City .Commission who will be members of the Board of Health of the said health district; 1 1 1 1 1 l� January 3, 1950 NOW THEREFORE BE IT RESOLVED that N. K. Buck, Mayor, and L.F. Bishop, Commissioner of Finance, of the City of Yakima be and they are hereby selected and appointed as members of the said -Board of health to serve until their successors are appointed and qualified. .
