The,City Commission met in regular.session, Mayor Buck and{ Commissioners Bishop and
Clark present on roll call.
The minutes of the regular meeting of Monday, October .Fj 3 and adjourned meetings
thereof were approved as read.
Moved by Bishop, seconded by Clark that this being the time for receiving bids for alley
.paving in Block 92, 111 and 150, the following were received: Columbia Asphalt Paving
Co. $4253.50; Lone Pine Paving Co. $4314.85. The bid of the Columbia Asphalt Paving
Co. was accepted as the lowest and best bid and the Mayor and City Clerk authorized to
execute a contract on behalf of the City of Yakima, upon filing the proper bond: carried
Buck, Bishop and Clark voting aye on roll call.
Moved by Clark, seconded by Buck that this being the time for receiving bids for the
North - Hillcrest Curb and Gutter Project, only one bid .was received, J. M. DeBlasio in the
sum of $4868.05; said bid being above the Engineerts estimate; It was ordered that Item:
1, 3 and 8 be eliminated from said bid and that those items be performed by the Street
Department. The bid was then awarded to J. M. DeBlasio in the sum of $2746.90 and the
Mayor and City Clerk authorized to execute a contract .on behalf of the City of Yakima
upon receipt of the proper bond therefor: carried.Buck, Bishop and !Clark voting aye on
roll call.
Moved by,Bishop, seconded by Buck that an ordinance authorizing expenditure of funds
not budgeted to employ additional labor at Tahoma Cemetery in the sum of $2150.00 be
introduced and.laid on the table for one week: carried Buck, Bishop and Clark voting
aye on roll call.
Moved by.Bishop, seconded by Buck that an ordinance authorizing the expenditure of funds
not budgeted -to pay for office space for the Civil Service Commission for November and
December in the sum of $20.00 per month, is hereby introduced and ]aid on the table for
one week carried Buck, Bishop and ,Clank voting aye on roll call.
Moved by =Clark, seconded by Buck that the City Engineer having reported the completion
of the following local Improvement Districts, said work is hereby accepted, to -wit;
Districts NO. 665, 675, 668, 670, 667 and 671: carried Buck, Bishop and Clark voting
aye on roll call.
ORDINANCE 110. B -1058, amending Ordinance No. B -326 entitled "AN ORDINANCE relating to
intoxicating liquors, prohibiting the manufacture, sale, and /or other disposition thereof
in the City of Yakima, except in certain cases; providing penalties for the violation
thereof, repealing Ordinance No. B -67, and declaring an emergency ", and declaring an
emergency.
Moved by Buck, seconded by Bishop that Ordinance No. B -1058 relating to intoxicating
liquors, etc, be passed as read: carried Buck, Bishop and Clark voting aye on roll call,
ORDINANCE NO. B- 1059, relating to the production, handling, sale and disposition of
fluid milk and fluid milk products intended or used as such for human consumption; es-
tablishing standards and defining terms; providing for the grading and inspection of
such products; providing for the creation of milk inspection units; providing for the
issuance and cancellation of certificates of approval, permits and licenses; defining
the powers and duties of certain officers; defining offenses and prescribing penalties
therefor; repealing Ordinance B -296 and amendments thereto.
Moved by Buck, seconded by Bishop that Ordinance No. B -1059 relating to production,
handling, etc. of milk and milk products, etc be passed as read: carried Buck and
Bishop voting aye on roll.call. ,Clark.not voting.
RESOLUTION NO. C -86619 BE IT RESOLVED BY THE CITY :COMMISSION OF THE CITY OF YAKIMAP WASH:
That it is its intention to improve the south side of Adams Aven-
ue from South Eighth Street to South Ninth Street.in the City of Yakima, Washington, by
constructing a Portland Cement concrete sidewalk five feet in width, according to plans
and specifications to be prepared by the City Engineer and filed with the City Clerk.
The district to be served and especially benefited by and assessed for the above des-
cribed improvement is situate in the City of Yakima, Yakima,.,County, Washington, and des-
cribed as follows, to -wit :.
Lots 1 to 4 and 13 to 16 of Block 179,
Parker Addition, in the City of Yakima.,
Washington.
All persons who may desire to object to said proposed improvement
are hereby notified to appear and present such objections, if any, at a meeting of the
,City Commission-to be held at its office in the City Hall in the City of Yakima, Yakima
County, Washington,'at the hour of 10 o'clock A.M., on Monday, the 31st day of October,
19491 which time and place are hereby fixed for the hearing of all matters.relating to
said proposed improvement or objections thereto, and for determining the method of pay-
ment for said improvement; and the ,City Clerk is hereby directed to give due notice of
said hearing and of the intention to'make the aforesaid improvement..
The cost and expense of said improvement, including the cost of
acquiring right of way easements, engineering, surveying, advertising, publication of
notices, and all other expenses incident thereto, shall be borne by and assessed against
all of the property legally and - properly assessable therefor as provided by law and as
above described; and the City Engineer is hereby directed to submit to the 'City Commiss-
ion at or prior to the date fixed herein for said hearing, all of the data and Ether
information required by' law to be by him submitted.

RESOLUTION N0. -C -867, WHEREAS, the City of Yakima has heretofore called for sealed bids
for the purchase of Local Improvement District bonds of the City of Yakima; and
WHEREAS, Grande & Co., Inc., submitted the highest bid for certai
bonds as more specifically set forth hereafter, said bid being in the amount of $1,001.2
per thousand dollars par value plus accrued interest,. and David IVakin submitted the high
est bid for additional bonds as more specifically hereinafter described, and it is for
the best interests of the City of Yakima to accept the bids of said parties;
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WASHINGTON:
Section 1. That the bid of Grande & Co.,. Inc., of 1,001.20 per
thousand dollars par value plus accrued interest shall be accepted for the following
Local Improvement District bonds in the principal amounts as indicated: .

Section 2. That the bid of David Wakin in the sum of $3150.78
plus accrued interest, for Bonds numbered 1 to 15 inclusive of Local Improvement Dis-
trict No. 652, be and the same hereby is accepted.
Section 3. That the proper officers of the !City of Yakima are
hereby authorized, empowered and directed to enter into any and all conveyances necess-
ary to transfer the title to said Bonds to the respective parties mentioned above upon
their payment to the City of Yakima in full therefor in accordance with their respec-
tive bids.

RESOLUTION N0. G -868, WHEREAS, the City of Yakima is the owner of certain Local Improve
ment District bonds which have been offered for sale pursuant to resolution and notice;
and
WHEREAS, offers have been received for the purchase of said
bonds in the particulars hereinafter set forth and it is for the best interests of the
City of Yakima to accept the offers for said bonds;
NOW; THEREFORE, BE IT RESOLVED BY THE CITY +COP,TMISSION OF THE
CITY OF YAKIMA, WASHINGTON:
Section 1. That the offer of the Liberty Savings & Loan Associ-
ation for bonds numbered 1 to 44 inclusive, Local Improvement District No. 648, at the
price of $1,0001.20 per ;1000.00 par value plus accrued interest, be and the same here-
by is accepted. ,
Section 2. That the offer of David Wakin for bonds numbered
17 to 38 inclusive, Local Improvement District No. 627, in the amount of $1,0001.20
per $1000.00 par value accrued interest, be and the same hereby is accepted.
Section 3. That the proper officers of the City of Yakima are
hereby authorized, empowered and directed to enter into any and all conveyances necess-
ary-to transfer the title to said bonds to the respective parties mentioned above upon
their payment to the City of Yakima in.full therefor in accordance with their respec-
tive offers.

ADJOURNED MEETING, FRIDAY, OCTOBER 14, 1949
The City Commission met pursuant to adjournment, Mayor Buck and Commissioners Clark
and Bishop present on roll call.
The meeting of the City Commission of Yakima and Councilmen of Union Gap was called re-
lative to the matter of the Union Gap Disposal Plant.
Moved by Bishop,seconded by (Clark that the 'City Attorney for each city_be instructed to
meet with the Engineers of said cities to prepare a contract with Union Gap for the
disposal.of sewage; Yakima to pay to Union Gap the sum of $40,900.00 and to assume a
reasonable cost of'the necessary measuring devices: carried Buck, Bishop.and Clark
voting aye on roll call.
Moved by Buck, seconded by Bishop that we do now adjourn.: carried Buck, Bishop and
Clark voting aye on roll call.
