TheCity (Commission met in regular session, Mayor.Buck and Commissioners Bishop and
Clark present on.roll call.
The minutes of the regular meeting of Monday, September 26, 1949, and adjourned meeting
thereof, were approved as read.
Moved by Clark, seconded by Bishop that this being the time for the hearing on Resolu-
tion No. C -861, providing for the construction of curbs and gutters on 28th Avenue
from Summitview-Avenue to Lincoln, and there being no objections in writing or otherwise
to said improvement, or any part thereof; It is ordered that Ordinance No. B -1048
creating a local improvement district be passed as read: carried Buck, Bishop and
Clark voting aye on roll call.
ORDINANCE NO. B -1048, providing for the improvement of certain property by grading,
ballasting, surfacing, constructing concrete curbs and gutters and by constructing a
reinforced concrete bridge across the Naches and Cowiclie•'Canal; establishing a Local
Improvement.District, providing for the method of payment therefor and creating a
special fund.
ORDINANCE NO. B -1049, relating to and regulating fortune telling, phrenology, palmistry;
astrology, spiritualism and kindred subjects, providing penalties for the violation
hereof., and declaring an emergency.
Moved by Buck, seconded by Bishop that Ordinance No. B -1049 relating to fortune telling,
etc. be passed as read: carried Buck, Bishop and Clark voting aye on roll call.
ORDINANCE NO. B -1050, authorizing the expenditure of funds for the purpose of con-
structing additions to the City sewer system and for the disposal of sewage, which said
funds were not.included in the Budget.for 1949, and declaring an emergency.
Moved by Clark, seconded by Bishop that Ordinance No. B -1050 authorizing the expenditure
of 65,000 for sewage disposal plat at Union Gap, be passed as read: carried Buck,
Bishop and Clark voting aye on roll call.
Moved by (Clark, seconded by Buck that this being the time for the hearing on the assess-
ment roll in L.I.D. 649 and there being insufficient protest against said assessment*
roll or any part thereof; It is ordered that Ordinance No. B -1051 confirming said
assessment roll and every part thereof be passed as read: carried Buck, Bishop and
Clark voting aye on roll call.-,
ORDINANCE NO. B -1051, confirming the assessment roll covering Local Improvement Dis-
trict No. 649 as` created and established by Ordinance No. B -882 of the Ordinances of
the City of Yakima.
Moved by Clark, seconded by Bishop that this being the time for the continued hearing
on the assessment roll in L.I.D. No. 650, and there being insufficient protest against
said assessment roll or any part thereof, except in the case of E. K. Foltz for the,
S.421 of Lot 40 Summitview Acre Tracts, in the sum of $126.53, which was business prop-
erty and should not have been included in the district, and will be paid by the City.of
Yakima; It is ordered that Ordinance No. B -1052 confirming said assessment roll be
passed as -read: carried Buck,'Bishop and Clark voting aye on roll call.
ORDINANCE NO. B -1052, confirming the assessment roll covering Local Improvement District
No. 650 as created and established by Ordinance No. B -883 of the Ordinances of the City
of Yakima.
Moved by (Clark, seconded by Buck that this being the time for the hearing on *the assess-
ment roll in L.I.D. No. 672, and there being no objections to said roll or any part
thereof; It`is ordered that Ordinance No. B -1053 confirming said assessment roll.and
every part thereof be passed as read: carried Buck, Bishop and Clark voting aye on
roll call.
ORDINANCE NO. B -1053, confirming the assessment roll covering Local Improvement District
No. 672 as created and established by Ordinance No. B -1023 of the Ordinances of the City
of Yakima.

quency-and prescribing form of bond in L.I.D. No. 655, be passed,as read: carried
Buck, Bishop and 'Clark voting aye on roll call.
ORDINANCE NO. -1054, fixing the time of delinquency of installments of assessments

levied for the payment of the cost of the improvement in Local Improvement District No.
655, and providing for the issuance of bonds with coupons attached for the payment of
the unpaid portion thereof.
Moved by (Clark, seconded by Buck that Ordinance No. B -1055 fixing time of delinquency
and prescribing form of bond in L.I.D. No. 656, be passed as read: carried Buck, Bishop
and Clark voting aye on roll call.
ORDINANCE NO. B -1055, fixing the time of delinquency of installments of assessments
levied for the payment of the cost of the improvement in Local Improvement District No.
656, and providing for the issuance of bonds with coupons attached for the payment of
the unpaid portion thereof.

and prescribing form of bond in L.I.D. No. 660, be passed as read: carried Buck, Bishop
and Clark voting aye on roll call.
ORDINANCE NO. B -1056, fixing the time of delinquency of installments of assessments
-levied for the payment of the cost of the improvement in Local.Improvement District No.
660, and providing for the issuance of bonds with coupons attached for the payment of

RESOLUTION N0. �C -864, WHEREAS, the Nob Hill Water Company, a corporation, has offered
'to settle the action now pending between the City of Yakima- and said corporation in'
the Superior Court for Yakima County, which said action concerns the Nob Hill Water
Company's main situated in Grandview Avenue between Tieton Drive and Summitview Avenue,
upon the basis that the said Nob Hill Water - Company sha-11, within sixty days, install
a new 221 or 3" galvanized iron main in place of the existing main and pay to the City
$230.30 in full-settlement of all alleged damage to date to said Grandview as the re-
sult-of leaks heretofore occurring in said main, upon the agreement of the City to dis-
miss said action with prejudice, and it being for the best interests of the ,'City of
Yakima to accept such offer,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION;
That the offer of compromise of the Nob Hill Water Company as
above mentioned be and the same hereby is accepted and the Mayor and 'City 'Clerk are
hereby authorized, empowered -and directed -to enter into any and all stipulations and
contracts necessary therefore
ADOPTED BY THE CITY COMMISSION, this 3rd day of October, 1949.

RESOLUTION NO. C =865, WHEREAS, be resolution of the County 'Commissioners of Yakima
County, adopted September 15, 1949, a Health District for Yakima County was formed to
become operative January 1, 1950, said District being formed for the purpose of pro-
moting public health throughout Yakima County including all cities and towns therein
except the City of Yakima; and
WHEREAS, it is considered to be for the best interests of the
people of the City of Yakima to be included in said Health District for Yakima County
and authorized to become a part thereof by Chapter 183 of the Laws of the State of
Washington for 1945;
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION:
That the City of Yakima shall petition the District Board of
Health of the Health District for Yakima County for inclusion in said Health District
and the City Commission is hereby authorized, empowered and directed to execute all
necessary petitions therefor.
The City Commission is hereby further authorized, empowered and
directed to appoint two of its members to be the City's representatives upon the Dis-
trict Board of Health of said Health District, as provided by said law, and said mem-
bers are hereby further authorized, empowered and directed to enter into all negotia=
tions with the County Commissioners of Yakima .County and with the District Board of
Health which may be necessary for the efficient and proper promotion of the public
health of the City of Yakima.
ADOPTED BY THE 'CITY COMMISSION this 3rd day of October, 1949,

Moved by Bishop, seconded by Buck that the ordinance, No. B -1057, fixing the-amount of
the tax levies necessary to raise the amount of estimated expenditures of the City of
Yakima for the ensuing year to be levied upon the real and personal property of said
City of Yakima is hereby presented for approval or rejection: carried Buck, Bishop
and 'Clark voting aye on roll call.
Moved by Buck, seconded by Bishop-that we do now adjourn to meet Tuesday, October 4,
1949, at 10 o'clock A.M: carried Buck, Bishop and Clark voting aye on roll call.
ADJOURNED MEETING, TUESDAY, OCTOBER 4, 1949
The City Commission met pursuant to adjournment, Mayor Buck and Commissioners Bishop
and Clark present on roll call.
Moved by Bishop, seconded by Buck that this being the time for receiving bids for the
sale of L.I.D. bonds by the City Treasurer in the sum of $400,000.00 more or less, the
following bids were received; Grande 8-.,Co., Inc: $liOO1.20 per 1000.00 par amount
and accrued interest; David Wakin, par and accrued interest on 83000.00; Hughbanks
Inc, par and interest and 1 of one per cent as Broker; Harold H. Huston and Co., par
and accrued interest. The bid of Gran de & Co. was accepted as the best bid: carried
Buck, Bishop and Clark voting aye on roll call.
Moved by Bishop, seconded by Clark that we do now adjourn to meet Thursday, October 6,
19491 at 10 o'clock A.M: carried Buck, Bishop and Clark voting aye on roll call.

Moved by Bishop, seconded by Clark that Ordinance No. B -1057 adopting the official
budget for the year 1950 be passed as read: carried Bishop and Clark voting aye on
roll call. Buck absent.
ORDINANCE NO. B -1057, fixing the amount of the tax levies necessary to raise the amount
